Regular meeting of the Council of the City of Petaluma called to order by
Mayor Van Bebber.
ROLL CALL:
Presents: Councilmen Battaglia, Brainerd, Cavanagh, Jr. , Colin, Ellis,
Gans, and Mayor Van Bebber.
Absent: None.
INVOCATION:
The invocation was given by Reverend Godfrey Hartzel, St. John's Episcopal
Church.
APPROVAL OF MINUTES:
The minutes from the meeting of October 5, 1964, were approved as recorded.
CO NSIDERATION O BID
Ind ustrial Sewer Construction, 1964
Report on bid opening on subject project dated October 16, 1964, signed by i0
the Director of Public Works and recommending that the contract be awarded to the
low bidder, Lorenzen Brothers Construction Company of Petaluma, submitted and filed.
Action on this item was withheld pending a determination if the Contractor
possessed a valid State Contractor's License.

PETITIONS AND COMMUNICATIONS:
Copy of application for transfer of liquor license filed by Peggy & Ray Whipple,
(The Spay)., from 134 Kentucky Street to 18 Petaluma Boulevard North with the Alcoholic 3
Beverage Control. Approved by Chief Del Maestro.
Letter from American Society of Civil. Engineers, San Francisco Section, Red-
wood Empire Branch dated October 14, -1964, re its recommendation concerning the /a�
Excavation and Grading Ordinance as appended in Chapter 70 of the 1964 Uniform Building
Code, read and filed.
It was the wish of the Council to refer this recommendation to the Board of
Building Review. Thee City Manager was directed to inform the Board that perhaps it
would be helpful to cooperate with the County along this line.

The City Manager commented a request. had been received from the Employees
asking the Council to contribute $300.00 for the catering of the Christmas Party..
Councilman Colin made a motion, seconded by Councilman Ellis, that the
Council contribute $200. 00 for -the catering of the Employees 'Christmas Party.
Roll Call on this motion carried by 7 affirmative votes.

The Mayor stated he would poll 'the Council to determ-ine if they wished to have
a penalty for not obtaining the necessary permits. Roll Call to favor a penalty carried
.by the following vote:

Mr. Lorenzen entered the Council Chamber-.s at approximately 8 :15 p. m.
Answering a question by the Mayor, Mr. Lorenzen said they received their
State Contractor's License about ten days ago.

TO PROVIDE FOR THE CONDUCT OF ELECTIONS IN
THE CITY OF PETALUMA BY THE "COUNTY CLE °RK. "

Ted Kennedy, Leon Bohling and Robert Hall, residents.of Rocca Drive,
addressed the Council asking the City to sweep the streets because ;moshuitoes are
breeding in the gutters and requesting the City to poison the' rats in the area.
The Mayor explained that the City.Attorney had directed the Staff not to perform
any services in the area except for health and safety matters He added that since the
City has not accepted the public improvements and inasmuch as there is a $3`5.0, 000
law suit pending concerning the subdivider's failure to comply with the requirements
of the subdivision agreement, the City cannot create a precedent by accepting the
responsibility of maintenance before being legally required to do so.
FoFthe health and safety of the residents of.the area, the .City Manager was
directed to notify the Poundmaster of the rat problem- in the area.

There being no further business to come before the Council, the meeting was
adjourned to a personnel session. and study on the Capital Outlay Budget.
