MINUTES OF MEETING
OF CITY COUNCIL
PETALUMA, CALIFORNIA
February 1, 1965
Council Meeting Regular meeting of the Council of the City of Petaluma
called to order by Mayor Van Bebber at the hour of 7:30
o'clock p. m.
A ttendance Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr. ,
Colin, Ellis, Gans, and Mayor Van Bebber.
Absent: None.
Invocation The invocation was given by Reverend Albert W. Foster,
Methodist Church.
Boy Scouts. Mayor Van Bebber welcomed the Boy Scouts in the audience
who were present to observe Council procedure for Boy
Scout Government Day on February 8, 1965.
Minutes Minutes from the meetings of January 18, 1965, and
January 25, 1965, were approved as recorded.
CATV Letter, dated January 20, 1965, from Westinghouse Broad-
casting Company, Inc. , indicating interest in providing
Community Antenna Television service in the area, read 14
and fi led.
City Employees'' Assn. Letter, dated January 27, 1965, from City Employees'
Association requesting considerafron in the 1965 -66 bud-
get regarding salary and vacation recommendat ions, read �7
and filed.
Board of Appeals Letter, dated January -26, 1965, from Board of Appeals
recommending adoption of the 1964 Uniform Plumbing Code
without .modification, and adoption of the 1964 Uniform
Heating & Comfort Cooling Code with certain changes, ,, /
read and filed. At the suggestion of Director of Planning
Robert Byrd, the Council decided to review the Board's
recommendations at ,a future study session.

and Albritton containing status report of their work in
connection with Assessmei-it District #9 N. S. , read and
filed.
Sonoma Co. Resolution Sonoma County .Board of Supervisors' Resolution #11683 -1

Assistant.City Manager Robert. Byrd reported. that he

attended . a meeting in Santa Rosa on January 29th organized
to establish the Building Technical Advisory. Board. It
i,s_ intended to study all codes under this one group. A

'temporary committee was selected "to establish a set of
by-laws, after which officials will be appointed.. Mr.
Byrd further added that this is an attempt to uniform the
application of codes in the county and in. the cities with
reference to methods of construction, use of new materials,
and methods used after the codes are adopted.

Assistant City Manager- Robert Byrd reported that the

Council member wishing to attend the Z-0neral Assembly
Meeting of the A ssociation of Bay Area Governments on
February 26th, at Hotel Claremont in Berkeley to kindly
inform the City Manager's office as soon as possible.

Building Storage Room
Traffic Committee report, dated February 1, 1965, sub-
mitted and :filed. Councilman Ellis reported that he had
contacted the County of Sonoma and they, have agreed to
take care of the necessary action required. on their part
with regard to the two items recommended by the Traffic -
Committee, whereupon the Traffic Report was "approved
by� Council.
Letter,, dated January 27 1965, from the - Parks, Recrea-
tion and Music Commission approving plans prepared by
Lieb, Ross and Quaresma for subject addition, read and
filed.
Res. #4205 NCS Resolution #4205 N. C. S. approving plans and sp'ecifica-
tions entitled. "Addition to City of Petaluma Recreation
Building, " and authorizing the City Clerk to advertise
for bid's, was introduced by Counci-lrnan Gans, seconded
by Councilman Ellis, and adopted by . 7 affirmative votes.
Kazen Subdivision #1. Director of Public Works. David Young's-'Certification of
Res. #4206 NCS Completion of public :improvements in IGazen Subdivision
' #1 resubmitted and filed. The City Attorney read the
resolution prepared accepting said improvements and
explained that there has, been depositezl. wi-th, the Bank of
America the amount of „$6, 000 to guarantee the reconstruc-
tion of streets in subject subdivision. should ahe streets
fail and that a certificate of deposit has been filed with the
City Clerk. He added that an agreement has been prepare
to this reconstruction work and guarantee, which is
in addition to the subdivision agreement and the $3600
mai_ntenance:.bond posted by Mr. Kaze z. It was pointed out
that if, in the opinion of the Director of Public Works, on

unsatisfactory and requires complete reconstruction, the
City shall have the authority to use the funds deposited
to pay the reconstruction in the event Mr. Kazen fails to
reconstruct the streets. In answer to Councilman :Brainerd,
Mr: Young stated hefelf, certain that the amount of $6, 000
was sufficient to do the necessary reconstruction work.
Following a brief discussion, Resolution #4206 N. C. S..,
accepting completion of work required in Kazen Subdivision
was i by councilman Gans, seconded by Council -
man Ellis, and adopted by 7 affirmative votes.
Cader Subdivision #4 Director of, Public Works David Young stated that his
Res. #4207 NCS recommendation to the Planning Commission approving
tentative map for subject ,subdivision was conditioned upon
the reconstruction of the off -tract sewer system between
Laurel Street and Petaluma Boulevard North by replacing
the existing 6 inch sewer lines with an 8 inch line in order
to satisfactorily sewer.-Cader Subdivision #4 and portions
of ` Cader #2 and #3, and that this work is to be done prior
to construction of homes in Cader #4. Mr. Young reviewed
Mr. Cader's proposal for payment of construction costs
as outlined in his letter of January 7th read at the Council
meeting of_January 18,, 1965. After discussing said proposal,
Resolution #4207 N. C. S. authorizing the Mayor to execute
an agreemei with David G. Cader was introduced by
Councilmanz Gans, seconded by Councilman Brainerd, and
adopted by 7 affirmative votes.
Division of Highways Resolution #4208 N. C. S. adopting and submitting a budget
Budget- Engineering Funds for expenditure of State allocated (engineering) funds, was
Res. #4208 NC& introduced by Gans, seconded by Councilman
Battaglia, and adopted by 7 affirmative votes.
Underground Utilities Director of Public Works David Young reported that he
at'tefzded a meeting with Mayor Van Bebber, City Manager
Robert Meyer, and Director of Planning Robert Byrd,
arranged 'by Mr. John Morgan of P. G. &E. for the purpose
of explaining the methods of installing underground power
lines, as well as telephone and cable television lines, in
subdivisions in accordance with their "streamline distri-
bution systems. He said that they have worked down the
costs to where they are quite reasonable. Mr. Young was
asked by 'the Council to prepare a report of comparative
costs per lot the, the next Council study session.
