May 3, 1965
Council Meeting Regular meeting of the Council of the City of Petaluma
called to order by Mayor Van Bebber at the hour of 7:30
o'clock P. m.
Attendance Present: Councilmen Brainerd, Cavanagh, Jr., Colin,
Ellis, Gans, and Mayor Van Bebber.
Absent: Councilman Battaglia.
Invocation In the absence of Reverend Fred Masteller, the invoca-
tion was given by Reverend Herbert C. Gans.
Minutes Minutes from Ithe meeting of April 19, 1965 were
approved as recorded.
Police Cars Report, dated! April 19, 1965, signed by Purchasing Offi- /70
.Res. #426211 NCS cert Ray W. Myers, on the subject bid opening and
recommending that the low bidder be awarded the contract,
submitted andl filed. . City Manager Robert Meyer - reviewed
the bids and also gave a detailed -report on the Police De-
partment vehicle cost analysis for the period August, 1964,
through March, 1965, stating that the projected deprecia-
tion cost for 50, 000 miles for each car would amount to
$.021, and on this basis, recommended that new cars be
purchased at .this time from the low bidder, whereupon
Resolution #4262 N. C. S. awarding contract for the purchase
of four- new vehicles for; the Police Department from Gary
Walsh Dodge, was introduced by Councilman Gans, seconded
b Councilman Ellis, and adopted by 6 affirmative votes,
1 absentee.
Fire Apparatus City Manager iRobert Meyer reported on the bids received
and Equipment for the fire pumper engine which were opened in Berkeley
on April 16, 11965:
American LaFrance Co. - $36, 422. 83
Crown Coach Corp. - 39, 753.74
Seagraves Fire 'Apparatus,
Inc. - 41, 122.64
He stated.thati the low bidder did not furnish the required
drawings with) the bid, but in - speaking with their repre-
sentative, they can submit these drawings within a week.
Mr. Meyer proposed four alternatives for the Council's
consideration:
1. Reject all - bids and go out to bid again, using the same
set of specifications and require that drawings be sub-
mitted with the bid.
2. Reject aill �Ibids and go ,out to bid again deleting the
automatic transmission.'
3. -A ccept• the low bird and hope the low bidder will produce
as stated by their salesman.
4. Delay awarding contract until after American LaFrance
has submitted the drawings.
Mr. Meyer also mentioned that the two low bidders would
probably grant an extension of time on the bid proposal if
the Council decided to delay action.

Fire Apparatus and Discussion on the bids and proposals followed in which

Equipment (Cont'd.) Councilman Colin suggested tha. award of contract be
del-ayed until after the staff has had an opportunity to
study and analyze the drawings from American L:,aFra °rice.
The Mayor also asked - that each member of the Council
thoroughly study the entire matter, whereupon a motion
was made by .Councilman Gans and second'e'd by Councilman
Colin to table action on the purchase of the 1250 gallon
pumper until the next Council meeting. Motion carried by
6 affirmative votes, 1 absentee.
Mr. Paul Greemore, 8 Jess Avenue, requested ,the Council
not to overlook the Fire Chief's recommenda -tion in the
purchase of the engine and to. consider his a°ssistai ce in the
Council's decision. He was told that the Fire Chief had been
contacted in regard to questions members of the �Couz had
on the bids and that the City Manager's report also included
the Fire Chief's study and opinion on the bids.
Claims and Bills In answer to Councilman Cavanagh's question, Finance
Res. #4263 NCS Director Cecil Geal►ta stated that Claim #6069 is a dupli-
cate of Claim #6013 and will.be cancelled, whereupon
Resolution #4263 N. C. S., was: introduced by Councilman
Brainerd, .seconded by Councilman Ellis, and adopted by
6 affirmative votes,- 1 absentee.
Sewer Treatment Plait City Manager Robert Meyer reported. that, the; Regional -
State Grant Application Water Pollution Control Board held- a meeting on April 29,
1965,, to consider app.lieat_iops made for the Federal Coil
struction. Grants, and they assigned 22. 15 priority points
for water pollution control needs to the City of Petalui.ha.
He added that points fo.r .financial heeds will be as- s�i>gne:d
by the State Water Quality Control Board .in June and. each
applicant will receive :notice .of priority tratings after
action by the Board. Copy of Report from Regioi-lal'Water
Control Board, dated April 19, 1965, was submitted and
-filed.
Equipment #603 - City Manager. Robert Meyer :reported that Equipment #603
Pool Car has a cracked block and will require expenditure for re-
pairs, adding that this matter is brought :before the
Council for their information.
North M�arin City Manager Robert Meyer stated that he and Director of
Water District -P ublic Works David Young met with Mr. Miller and Mr. Gil-
best of the subject district and that within the next 90 to.
120 days,. the matter of an amendment or rewriting of the
contract in regard to Part C will come before the Council
after consideration anj recommendation by the Water Com-
mission.
Traffic Committee Traffic Committee Report, dated..April 27, 1965,. signed by
Director of Public `Works David Young, and containing, four
items, submitted and filed. Following a review d the: 'item
the Council approved the Traffic Committ Report.

Animal 51ie'l 1964 - Report dated April 27, 1965, of Director of Public Works
Res. #4`264 NCS David Young certifying to the completion of the subject AZI
building, -read and filed.- Resolutiion #4264 N. C. S. accept-
ing completion of contract known as "Animal Shelter; 1.964,
-.was introduced by Councilman Gans, seconded by Council-
man Cavanagh, Jr. , and adopted by 6 affirmative votes,
1 absentee.
Oak Hill Park Recommendation, dated May 3, 1965, from the Park, Rec -- 1
reation, & Music Commission re unuseable property at Oak
Hill Park, read and filed: Item 3 of the report refers to an
undeveloped area of approximately 4/5 of an acre adjacent
to Pleasant Street which is deemed wholly impracticable for
a functional park development -. The Commission recommends
that the.sale of the property be considered and that monies
derived from said sale be specified for use in the development
of the area of approximately 3 acres boarded by ,Howard St.
and Park The Council decided to discuss this matter
at an early study session, requesting the City Manager to
furnish the Council.with a map of the area.
Amend Annual Ord'i:i a nce #793 N. C. S. amending Annual Appropriation
Appropriat =ion Ord. Ordinance #740 N. C. S. to provide additional appropriation
Ord. #793 NCS in the Special Gas Tax Fund and to transfer monies from
the said fund' and to add an appropriation to-establish a 1965
.Swimming Pool and Recreational Improvements Fund, was
introduced by Councilman Ellis, seconded by Councilman Gans,

Maria Drive: Sewer Ordinance #790 N -C. S. approving plans and specifications
Main Extension for the construction of an extension to the sewer line located
Ord. ' #790 NCS' in M`ar•ta Drive to provide sewer service to Lucchesi Park;
directing, the) City -Clerk to cause notice to bidders to be pub - �
lished:and naming the fund from which the project shall be
paid, was introduced .by. Councilman Cavanagh, Jr., seconded

City Manager Robert Meyer reported that the: Swimming
Pool'Comftiittee,. consisting of Councilman, Brainerd, .
Recreatioiz Comm.i`ssioner Jack Garrison, a;tid himself,
together with.exofficio members Park Director Richard
Sholleriberger, and Director of Planning Robert Byrd, have
made field trips to, various cities to visit swimming pools
and have learned that there;is a large number of factors to
be considered in-the construction of a swimming pool,
recommeinding:.that the Council consider employing the
services of. Mr. - Rudloff. as a; consultant in a °ccorda`nce with
his offer -as outlined in a letter to Mr. Meyer, dated Apr
27 196:5 submitted and filed_. Mr Meyer ,added that the
Committee. also recommends the building of the °swimming
.pool, in. two phases - the pool itself and then the ,locker room.
hollowing brief review of Mr. Rudloff's proposal and dis-
cussion on swimming pools, Resolution #4266 N. C S. author -
izing the. employment of G. Edward. Rudloff as a consultant on
the swimming pool complex, was introduced by �Counc linan
Ellis, seconded by Councilman Brainerd, and adopted by 6
affirmative votes, 1 absentee.
Report re ABAG Mayor Van Bobber read a -- report received from the ,San Fran-
cisco Bureau. of Governmental, Research devoted to the, effi-
ciency and economy in. municipal affairs, poiiating out that
the comments',contained there -in are pertinent, to the As§ocia-
tion of Bay Area Governments.
A'n imal'Shelter R :eplying„to.•Don Davis-of KTOB, the City Manager stated
that ribbon- cutting ceremonies will be` held at the new Animal
Shelter. during the month of May.
Petaluma River In, answer to Co.uicilman ,Colin's question regarding the
Head of Navigation Congressional meeting re, navigable waters to be held in
April,. Mayor Va -n Bobber stated that because of the flood
conditions this past winter, an extra work load. has .been '
planed op. Corps of Engineers, causing, a delay, but
when visiting the Corps office last Monday with the City
Manager, it was learned that a complete report will be
forwarded, to': Wa91- ington in May, after which* it will be
referred to the proper, agencies and committees.
Linda Del 'Mar Subd.4 1 Mr. Pawl Greemore, S Jess. Avenue, appeared before. the
Council to .complain about the op.eration..of the sewer pump
station at Linda Del Mar and' also wanted to know how long
the residents would have.to wait until the subdivision is
accepted. He was told' that because of a pending; suit with
the subdivider, the City is not performing Aby services.
other than those, involving. health and safety matter's so as
-not to jeopardize the City's posit -ion. The City Attorney added
that it could ta anotherAwo years before the matter is
resolved.
Ad.ournment There being no further business to come before. the
meeting, the meeting was adjourned.
