called to order by Mayor Van Bebber at the hour of 7 :30
o'clock p. ,m.
Attendance Present: Councilmen Btaihierd, Cavanagh, Jr, , Colin,
Ellis, Gams, and Mayor Van Bebber.
Absent: Councilman Battaglia,
Mayor Van Bebber read a proclamation designating June 7th
as "MILT AX-T DAY" and explained that Councilman Battaglia
was absent from the Coui�iciFme eting tonight because he was
attending a dinner. honoring.. Milt Axt and.was empowered by
the Mayor to act as official representative of the-City of
Petaluma.
Invocation The invocation was giv n by Reverend Don L. Nickerson,
United Church of Christ.
Minutes The minutes from .the meetings of May 13 and May 17, 1965,
were approved as recorded.

continued the hearing to a future date,. Mr. Byrd explained
that some determination should be made concerning; the loca-
tion of the sewer main extension, improvement of the! two
major streets bordering the proposed anexation,, and 'the;
modification of the annexation map which, aus presented,, w
not: legal, and upon his suggestion, 'a motion: w,as made by
Councilman Gans, seconded by Councilmam Cavanagh, Jr. ,
authorizing the Staff to contact the proponents of- the pro -
posed annexation and work th them 'in reaching a solution
to these problems. Rohl Call on this motion carried by 6
affirmative votes, 1 absentee.
Letter., dated Julie 3, - 1965, from Jack Garrison resigmng
as a member of the Recreation, Parks,. and ''Nlusic Commis
sloe because he is moving out of town after the Ist of July,
1.965, read and filed. The Council,d.irected that a letter of
thanks be sent; to Mr. Garrison for his service to the .City.
The' Mayor .asked the Council to keep in mind a replacement
to fill the vacancy to be created by Mr.. Garrison" s resig
nation. "Formal acceptance of resignation was table to a
future meeting due -to the fact that k 4r, 'Ga.rrison will no.t,
move until after the first of July.
Claims and Bills - Councilman Cavanagh„ Jr. , - wanted to know which piece of .

equipment. The City Manager ways requested to obtain

approval, a motion was made by Councilman Gan ,- and
seconded by Councilman Ellis, that said resolution be
removed from the table and action resumed. Roll Call on
this motion carried by '6 affirmative votes, 1 absentee,
The City Attorney. stated that Mr.. Dal Poggetto's request
is a matter to.be taken under consideration_ by the City sub -
sequerit to the final map. approval, and when the map be-
comes of record, Mr: Dal Poggetto's request will start
proceedngs.whereby the.City can execute anagreement
to provide for the' reimbursement of the storm drain costs
as authorized, by a recent ordinance adopted' by the Council,.

The, City - Manager reported he had .received a communi-
cation from Mr. A. Girolo of 517 Davis' Street, Santa 1
Rosa, requesting to bid on the Buick ambulance, which
was read and filed.. Mr. Girolo also stated that negoti-
ations will 'soon be underway with the County of Sonoma,
Highway Patrol, and the Sheriff's Office to handle emer-
gency calls in the Cotati- Rohnert Park, Gravensteiii
:
Highway and adjacent territory, requesting an answer if
there would be any objections from the City of Petaluma
ambulance operation inasmuch as most cases are taken
to the County Emergency or Santa Rosa hospitals. In
order to determine the effect of this proposal to our am-
bulance service, the ambu lance. committee was requested
to work with the' City Manager and the 'Staff to consider the
matter and report back to the Council.
Progre - ss. Report -
Progress Report, dated May 24, 1965, from Director of
Lakeville Annexation
Planning Robert Byrd to City `Manager Robert Meyer re
Area Clean, -up
clean -up and odor abatement in the Lakeville Annexation 27
Area was read by the City Manager and filed. In .brief, r
the report .stated that every site and structure within the
Lakeville - Annexation was inspected by the City's Health
and Building. Inspectors to determine compliance with health
and' safety codes and those conditions listed on Use Permits
issued by the City and County. Correction notices have

been forwarded to violators, and a follow -up inspection is
planned iii the near future, The report listed the major
odor producing'opera.tions and the recommendation and
action taken to eliminate the odor problem, further adding
that the Inspection Department will continue to work with
the property owners iiZ this area to help bring about an
improvement in the present conditions. The :.City Manager
said that this report will be forwarded to the Citizen's
Committee to-be used in connection with the Boat Harbor
hearing. °Mayor Van Bebber also stated that there will
be'a Small Craft Harbor Commission mee t i -ng on July 12
and .probably some determination will be made-at that
ttme'on the City's posit on,••and suggested that the Council
'consider ,the matter' priori to said meeting..
Public Hea'rings
City Manager Robert Meyer reported that he had received 1 5�
a noticeifr-om the:U. S. Army Corps of Engineers of two
public hearingson wafer and related land resources,, nclud-
ing flood• control, on Northern California streams,. He •
further added that this -is for the Council's information in
'case any member1would •like to attend in order to keepi up
to date oh 'Sonorna County flood conditions.

each item,. the Traffic Committee Report was approved by
the Council. Upon. Councilman Colin's request, the City
Manager w,as di:reeted to report to the Traffic Committee
the problem created by trucks parked in, front of the old
Petaluma- French. Bakery on Petaluma Boulevard North for
traffic entering the Boulevard from Bridge Street.

Proposed - Kazen -Subdivision
Director of Planning Robert Byrd reported that the
No. 3 on Magnolia Avenue
Planning Commission disapproved the proposed Kazen
Subdivision No. 3. Mr. Byrd stated that the property is
located on Magnolia Avenue in the County across the street
from .the present City Limits, Mr. Kazen inquired as to
the design of the :su ' bdivision, indicating that he would: like
to annex and subdi=vide, and before acquiring the property,
he was *informed that the zoning would be R-1-10, 0,00 or
R -1 -8, 000. He then came back w ith a plan show primarily
6, 000 square feet lots, asking the Commission for their
review and general indication of what they would accept.
After consideration, the Commission -decided that the minimum
lot size would be R, 000 square feet, and consequently dis-
approved the proposed map Mr. Byrd further added that
Mr. Kazen has investigated the matter of an appeal to this
decision, but was told by the. City Attorney that no appeal
could be filed as no*c;ffic'i41 application could be filed witht,'
the City as the property is still in the County.

Request for easement The City reported that he hard been contacted by
Mrs. Nina .Dunbar Mrs. Dui'bar for an easement across the Oak Hill Reservoir
property to serve access to the back end of .Lot 47 a_s shown
on a map ,presented to the Council, Mr. Dunbar was present
in support of his. mother's .request, stating that the proposed
easement is for - a driveway so that Mrs.. Dunbar can sell her

property,.* A .brief discussion was held in which the City
?- Attorney questioned the legality of granting a right of --way
l'S across a public park or reservoir. area for the benetft of
one person. It was generally agreed by the Council to
delay action on this request until the next regular; Council
meeting so that the City Attorney can submit .an. opinion on
the ma tter.

Oak Hill Property In answer to Mr. L J.. Lewis' question. regarding his
(Park) letter to the City Manager with reference to purchasing
a piece of property in Oak Hill Park, Mr. Meyer stated
that he has not completed his report on the matter as
yet.
Adjournment There being no furtherbushiess to come before the
meeting, the meeting was adjourned to Monday, June
14, 1965, at 7:30 p.m. Budget study session followed.
