Council Meeting Adjourned meeting of the Council of, the City of
Petaluma called to order by Mayor Mrs. Helen Putnam
at the hour of 7:30 o'clock p. M.
Attendance Present:' Councilmen Brainerd, Cavanagh, Jr., Colin,
Gans, Joerger, Lipman and Mayor Putnam.
Absent: None.
Minutes
Master Sewer Study
The minutes from the meeting of August 2, 1965, were
approved d recorded.
Mr. Carleton Yoder, with the assistance of his asso-
ciate Mr. Walter Long, presented his report on the
study regarding collection, treatment and disposal
of waste water, showing pertinent sketches and in-
formation on the Vu- graph. He stated that revised
copies of the report will be submitted at the end of
the week. Mr. Yoder said that there are three basic
reasons for this study:
1. Large growth of the City Petaluma.
2. Inadequate treatment of industrial wastes through-
out the industries within the City.
3. Problem of adjoining County areas for sewer
services.
In addition, Mr. Yoder pointed out the serious pro-
blem confronting the City since the Water Pollution
Control Board upgraded their requirements of waste
discharge into the Petaluma River. He presented
three long -range plans for expansion of the waste
water collection, treatment, and disposal facilities:
1. Joint participation - with those areas in the
Santa -Rosa Plain to be served by the proposed
Laguna Treatment Plant - in a common discharge
line to a treatment plant at Bodega Head and
disposal through a submarine outfall to the
Pacific Ocean.
2. Ultimate joint participation - with those areas
in the Santa Rosa Plain to be served by the pro-
posed Laguna Treatment Plant - in a common dis-
charge line including trunk -sewers, pump stations,
and force maims to a treatment plant at the head
�of can Pablo Bay with d- isposal through a submarine
outfall to the Bay.
3. and 3A. Continued disposal of treated effluent to
the :Petaluma River.
Based on , the findings and analyses developed during
this study, Mr. Yoder recommended the following:
1. That the City of Petaluma adopt Plan 3 as the
project to pursue for providing waste water
treatment in Stage -1.:
2: That the master plan for sewering the service
area, as presented in- Chapter 7 of the report,
be adopted.
3. That the trunk sewers given the highest construc-
tion priori -ty be undertaken as soon as financing
caii be arranged.
4. That the•City of Petaluma enact suitable regula-
tions' establishing allowable -physical and chemical
.Characteristics for all industrlial wastes.
5. That the City of Petaluma :nndertafke approgram -,to
reduce- the storm water infiltration into the
collection system.

stringent so that th methods and materials u• ed
will assure meeting the infiltration standards
set forth in the-report..
Following presentation of Mr. Yoder's report in
Which general discussion was held, with the, Council
Mr. Herman Zelles of S_one & Youngberg, 'financial
consultants' employed for the F - : ewer construction pro.-
ject, spoke on the financing required for the expan-
sion of the present plant facilities as recommended
by Mr. Yoder in Plan 3. 'He was accompanied by his
associate, Mr. Robert Powell. He. said that .iii Corder
for the City to obtain the +$. 600., 000 pant 4ud - for.i ed
by PL660 Funds, a method' of financing; and plans and
specific Lions must. be presented' to the State ,before
March 1,, 1966. Two plans of financing were suggested-
a bond election or an increase in the sewer service
charge. He recommended a general, obligation bond
election for $2, 350, 000. He added that his firm
will. submit a, complete financial study at the Council
meeting on September 7, 1965, so that; the City can
proceed with a time schedule on. the preparation
of plans and specifications and with the election.
In accordance with Mr. Zelles' suggestion on the
procedure to follow at this time, a motion was
made by Councilman Col -in, and seconded by Council -
man Joerger, to adopt Mr. Yoder's report as the
Master Sewer Plan for the City of Petaluma. Roll
Call on this motion carried by 7 affirmative votes.
Following this action, a motion was made by Council-
man Gans, and seconded by Councilman- Brainerd, that
a resolution. be prepared to authorize the employment
of Carleton Yoder to prepare the necessary plans and
specifications ,bas.ed 'upon the submission of his pro -
posal. Roll call on this motion carried by 7 affir-
mative votes.
Request for Exhibit of City Manager Robert Meyer read a letter' from Mr. H. F.
LaFrance Engine #7 Luehring, t hairman of the Old Adobe .Days Fiesta,
requesting approval and permission for the City Fire
Department to display and exhibit the City's 1937
LaFrance Engine # 7 during the Adobe Festival August.
21st. and 22nd. Said letter was submitted and filed.
It was noted, by the City Manager that Fireman Norman
Carpadus will accompany the engine, and also that
the vehicle is to be removed if needed. for. any emer-
gency, whereupon a motion was made by Councilman
Gans, seconded by Councilman Brainerd that there-
quest for exhibit of LaFrance. Engine #: 7 be. granted.
Roll Call on this motion .carried by 7 affirmative. votes.
Swimming Pool Complex_ At the suggestion of Councilman Lipman to investigate
and explore ' the recommendations as proposed by Dr.
Rudloff in his report, the Mayor appointed a Council
43 Committee, consisting ,of Councilman :Brainerd, Lipman,
and Joerger, to work with the City Manager on, all
aspects and facts involved in the subject matter for
recommendation to the Council as soon as pos° ible.
Mr. Art Caravan, Fair Manager, addressed the Council
stating that Dr. R.udloff's report Will be ,presented
to the Fair Board at its meeting on August 17th for
their review and study. Mr, ,lien Styles and ReCrea
tion Director Richard Shollenberger offered several
comments. Mr. Dalton Dray presented for Council
Committee consideration a swimming pool. plan which
was prepared several years ago for the Recreation
Commission.

5.tudy - Ses City Manager Robert Meyer was requested to arrange
a study session on Monday, August 23rd, with the
Library Board regarding Library needs and with the
Water Commission regarding free water u`Fers.
Adjournment. The being no further business to come before the
Council, the meeting was adjourned.
