x arking -Meter Heads
Councilman: Grinella, Chairman of the subject Committee, reported the
Committee's recommendation that the bid of Traffic Appliance Corp. be
«coop;ted,
Councilman King questioned the legality of accepting this bid when it
was not the lowest bid received. ` He wondered if the low bid of Voglesong
Products. Corp. should not'be officially rejected first.
City Attorney Ed Robert stated that he believed, without thoroughly
investigating the matte that t Council could award the lowest bid which
satisfied the requirements: of the City.
Councilman Crinella remarked that the Committee had recommended
the' bid �of, Traffic Appliance Corp. because the Council was desirous of
keeping the meters uniform or having only One 'type of met
At the suggestion of Mayor Schoeningh, it was the decision of the
Council ;to delay awarding of the bid until the next meeting, pending an
opinion'from the, City Attorney.
A resolution accepting the bid was then withdrawn with the consent of
the two Counc =ilmen who had introduced and seconded it.,

Notice of Intention from Division of Highways; dated Sept. 20, 1956

Memo dated Sept; 25, 1956 addressed 'to Director of Public Works

expenditures that'will become an obligation of the City when the State

be that you have suggestions that additional repair work should be performed

City : Clerk Gladys Wallin briefly reviewed the maintenance figures on
these streets;. informing the Council that the State had reimbursed - the City
in the a— tnount_:of - -approximately $7000-00 per month fbr maintenance the
streets ,.;Wand -:in °add tion_ this it will be necessary :to'pay_total - of
maintenance. -and.. operation :of traffic signals- and intersection lighting
formerly_rshared. br:_the State The amount paid .by the .S'tate :during_1955 -56
for this was $596. The deficit in the general fund on street maintenance,
due to_the State's having relinquished. these streets 3 months sooner 'than had
been - planned, will be $2300.00.
City .Engineei� Ingram informed the Council that. a letter had
bin written to the State requesting that both of the streets in question be put
in good condition. before they are relinquished to *the City'; however, the State's
reply was to the effect that these streets are in good condition at this time.
r , He, ;suggested that Council send a re olut on to the .State,: requesting that
certain` work be done' on these streets before they are turned over to the City.
Councilman .Brown suggested that money .might' be saved on maintenance
by`havirg,.4 part =time' call operator on the 'D "' Street Bridge rather than a
full - , time. operator as we now have.
After further discussion,. the City Engineer was directed to submit to
the Council at the next meeting, a complete report, of work that should be
donel the streets before they become the City's full responsibility; then the
Caunc-il might issue' some wort of protest to the State.

Council Committee
Water St Parking Lot - cont.
Following further discussion, in compliance with the request of
Councilman King, the City Attorney was directed to contact Attorney
,Eugene Sturgis to ascertain whether it is legal to use money from the parking
meter`tund to improve lots within the District,
_The City Attorney was also directed to prepare legislation to include
add -i donal work on the Water Street lot for the next meeting.
. iMr. Ingram informed the Council that the Ben Gerwick .Company would
i'have :to know the decision of the Council on this matter in the very near
future. in order to continue their work on the project. He went on to say that
if�nb delay is encountered, the lot should be ready for use by Christmas time
this year.
The City Attorney was at this time directed. to try and contact
Mr. 'Sturgis by phone, and the matter was post pond until later in the meeting.
R eport on Meeting of.School Board & State Officials re School District
Organization
Councilman Brown, one of the Councilmen who had been appointed to
represent the City at this meeting reported his view =point of the situation
after
having 'the meeting. He believed both the State, and County
Of 1c ,ials thought that better school systems -and better school - services are
.attaiApd at far less cost by unionization of.. the districts: Councilman Brown
'believed. that the Council would have to adopt a definite policy of including
::every future annexation of uninhabited territory in the Petaluma School District
in order. to properly plan for the future. Then' the Petaluma and Payran School
Di`strict_s would be able to plan accordingly.
('ouncilman King; who had a lso' been appointed to represent the City
at _this `meeting, stated that he believed this was quite ,a problem because of the
-fact that .any territory which was not contiguous to the Petaluma School District
.could -not be annexed to the District. Councilman King believed that the
b should . be settled between the two school district.
Mayor Schoeningh noted that he had - always been of the opinion that
`the. Council did have a policy of annexing to the Petaluma School District
all new annexations; although this policy might never have been expressed in
a i� .$olution;..but, .because of the specific request; of the Petaluma -School Board,
certain',.areas in East. Petaluma were left out of the Petaluma School District
when they became a part of the. City.

Director of Public Works
Vallejo Street Sewer Line
Report of `Dire`ctor of Public Works dated, Sept. 28, 1956, setting forth
estimates of costs for sewer construction on Vallejo , Street through to a 15"
main on Lindberg Lane read and, filed.
Mr. Ingrain informed the Council that Mr. Leppa had indicated lie
would be willing to go along with the street, but he was unable to determine
just how he would benefit from the, sewer because he not certain how his`
property might be divided and sold at this time, The Armory people. cannot
• g
contribute anythin towards construction of the sewer line; however, the y
Will run 300 off their own property to a sewer line.
Following a. discussion on the subject, the City Engineer''was, directed•
to furnish Mr. Leppo with an .estimated cost of this project and also determine'
what share of the cost Mr. Leppo would be expected to pay.
Water ;Street Parking Lot - cont.
Mr., 'Robert informed the - Council that:,he had attempted to
Mr. Sturgis by phone and had learned he': was out of town.'
After" "an informal poll �of the Council had been taken, it -was revealed
"that the majority of the Council favored going ahead with extend on
the Water Street lots The City Attorney stated he believed a resolution would
be sufficient legislation to incorporate the extended work into this project.
This resolution was directed to be prepared for the next regular meeting.
To a question by Councilman King, Mr. Ingram stated that there may - be
a possibility that the cost of fill might be lower than estimated; also; there
was a possibility that the City might absorb engineering costs.

The Director of Public Works reported that plans and)specificano"s, for-
the Booker Subdivision storm drain had been filed with the City Clerk -'but .
legislation was being deferred pending easements. from property owners.

The City Attorney reported that he' had received a memorandum on,
the subject case,, wherei'n_Judge Geary`had granted the plaintiff the relief :
as prayed- .for_,in_the. complaint,. and that the defendants ma- have. and -includ
ing Dec.-..21,. -:1. 956, within .which to complete - the fill of` the abandoned quarry
upon their and otherwise comply - with the findings.
Mr. Robert was directed to keep the City informed on this matter.
Cherry Valley Sewer Assessment Project

First Street Completion
City Engineer Russell Ingram reported that'there were a few minor
jobs which have to. be completed by Mr. Amaral before he mill be able to
file a completion report on this project°
Water Problem
' =A resolution stating that. the City Council is in favor of employing a
financial advisor for, the purpose of securing a financial feasibility report on
the acquisition and /or construction municipal water system, was read by
the :Clerk.
Councilman King was of the opinion that a- financial feasibility report
wa ho longer necessary. After'ha.ving attended the Public Utilities Commission
hearing on the Woodworth case, he believed the City had no alternative other
than taking over the Water Company_ in order to be - assured of an adequate
supp'Liy.:of: watery because the California.. Water Service Company had no answer

CONSIDERATION OF UNFINISHED BUSINESS; cont.
Water - Problem - Cont.
Mayor Schoeningh, then appointed the following Committee; to contact
some concerns on what sort' of "a report we could .obtain; the cost of said
report; and, from where the money would 'come:
Councilmen Brown, Bigelow,. Adams and King.
Councilman Gustafson remarked that a letter had been written, to the
Police Dept. ;by- the Petaluma School Board, .requesting that `th'ey keep children
from flying model airplanes' on the school grounds.
He stated that he would like to make public ,knowledge of the' fact that ..
this request had in no way been made by any City department,, but by the
School Board,
It was also' noted that the Recreation Commission is checking ,on the
possibility-of obtaining some out -of -thee -way place for the children who.'.are
flying these model airplanes.
Councilman. King suggested that appointments be made to. fill Vacancies,.
on the Recreation and Planning Commissions at the next regular meeting,,
Mayor S'choeningh assured Councilman Ding that h.e would check into
the matter within the next two weeks;
