P ETI TI ONS & COMMU'NICATIONS: 4 ' Wate Problem Resolution of the'.Petaluma Chamber of Commerce dated Oct.' 16, 1956, re: water problem, read .and filed. The resolution stated in part:. the Petaluma Chamber of Commerce: L Urge the Petaluma City Council to negotiate with the Calif. Water Service Co. to supply water to new subdivisions during the interim period until an additional water supply is' available. 2, Support and offer every assistance to'the Petaluma City Council in its financial feasibility study.. L� Copies of the resolution had also been forwarded to the Public Utility Com v ission of Calif. and the Calif':. Water Service Co: of Petaluma. - :Councilman Icing stated he believed the City should take a firm stand on this matter; as it appears -the Water Company i going- to stand on their policy serving an outside their present service area. Councilman, King added to this report, staving that Mr. Graves had informed them that practically every City being served by the Calif. Water SOI-V�ice .Company is in the same position as Petaluma. ,A the suggestion Hof Councilman Brown, the Chamber of Commerce resolution was then referred to the Council Water Committee. Letter received from Petaluma Chamber of Commerce dated Oct. 18, 1956, r eciuesting the presence of members' of the Council at .a meeting of the Chamber of C`ornme,rce Board of 'Directors to. be held. on November 6 1956, re industrial prospects for the City of`Petaluma; read and filed. - The City lerk was directed to reply to this letter, informing the y� , Chamber of Commerce that members of the Council will be present at the meeting. School Boundary Problem School Letter received from Petaluma Rural Elementary Trustees Association, 'T0''dted Oct., ' 1.8, 195,6, requesting that the boundaries between the Payran Elementary School District and the Petaluma . (3) M_ October 22, 19.56 CONSIDERATION OF -UNFINISHED- BU cont. _Res..: Determining that State, Highway ; Routes;. 1 & 104 are: in Need, of Repair' & Requesting State '.to Repair Same Prior to Abandonment Mayor bchoen ngh intormed the Council that he` had been advised to contact the local 'Highway Commissioner, M.r. , Bob Bishop;; and seek his advise' . on the problem. He went on to say that he had, contacted Mr:: Bishop! and had been assured by him that this was a routine matter.. Mr Bishop ha'd !suggested that the City gain take the matter u with Mr.. We mouth, the engrnee Y g, p Y r -in charge of. this district,. and talk over, the situation before taking any action on ,the matter. Mayor Schoeningh. stated that he had talked with Mr. Weymouth;, who was quite sympathetic with "the City`s problems in regard to repair of the subject streets, and that Mr. Weymouth. is sending one of his engineers to confer with... the City Engineer on the problem. The resolution before the Council :for adoption at this time was tabled,: and the matter was 'held over pending`th'e 'above mentioned engineers" meetnzg, :. . Resolutions of°,Policy r -e Future Annexations becoming Part. of PetaFlunla' Mayor Schoeningh explained that there were two resolutions before the' Council, one which would set a policy of including new annexations in the` Petaluma. Elementary School District,- and one which would set a policy of excluding all new annexations from the District; Councilman. Adams stated that a member of the local School Board had' contacted him over the weekend and informed him. that the Coun - il would _receive a letter- to the effect 'that they would 1•ike 'to have all annexations brought into the Petaluma School District. He was in favor of deferring ' action on the resolutions until the Council had received the above mentioned. letter:. The majority of the Council stated that they also would be, m favor of holding these resolutions up until. they had heard from 'the local School' Board:... Councilman King was of the .opinion that would depend upon the' . individual. annexation ,as ,to whether or' not it would be taken 'into._the Petaluma School Di.stract-' ;He was' in favor of setting a definit& on the matter for this reason. Councilman King felt that the matter should,be dropped until, such time : a new annexation was before the Council; then contactrthe' School Boards for "their opinion's before making a decisions.. Councilman.Brown was of ,the opinion, that a definite policy should be set so'that 'all the` School' Boards could-,know how the Council was going to act. Mr -. Clyde. Watts addressed the Council, speaking on behalf of- the Rural School Districts.. He' stated that he did not believe a set policy .on this matter'. . would solve the problem because of the fact that the occasion is going; to ;demand, what should be done. He stated that they believed the Trustees should be contacted at -the time these situations arise and a .decision reached at that time. Mr. john Scott,,, Waugh School Trustee.. addressed the Council sta ;zing that, he believed something should be done about this matter because of the Payr..an, , School Districr`s bond issue election,. their'present situation in general`. Mayor' Schoeningh then read a letter which had been received from the Petaluma" School Board, dated Mar 1% 1.955, in. which the Board requested that =. the Council .leave out of the Petaluma 'Elementary School Dist. the Park 'Lane Estates Annexation and Kresky Annexation #1,. The ;letter further stated that the majority of the Payran School'Trustees °had agreed'-to this procedure. t Another member of the-Petaluma Rural Trustees addressed - the - ,stating. that, the Cinnabar "School Dist; had a problem ; in as much as it was : Ibelieved that a part of the - Woodworth Subdivision lies within the Cinnabar- School DiaY. and such- being - the case,, if the Council decades not, to take,.this area into the Petaluma: School Ust. , then the proposed new Cinnabar' School would be inadequate: 'It was the final decision of the Council to the resolutions, over until hearing- froth the Petaluma School Board; (4) 1 I. 75' October 22, 1956 CONSIDERATION OF UNFINISHED BUSINESS cont. Res. to. Abate Nuisance (Poison Oak) in Linda. Vista Belle View Area City Engineer. Russell Ingram explained how this resolution had come about, stating that the property involved. had a considerable amount of poison oak ,growing on it, and nearby neighbors had complained and requested that; 'something be done to eliminate this nuisance Mr. Ingram went on to say that: "the .owners of the property had been notified of the situation approximately 2 months ago and again just recently. They had been agreeable to eliminating this :nuisance, but to date had not taken care of the. matter. Councilman King,' suggested that a letter be written to the property owners by the City Attorney requesting that this work be done, and if the work is iGt done as a result of the letter, then he believed action should betaken by -the G'ty to eliminate the nuisance. Councilman Gustafson stated that he was in favor of passing the re's-olution at this time; whereupon, Res. #1775 N. C. S. introduced by Councilman Gustafson, seconded by Councilman Bigelow, entitled, '.'RES'OLUTION DECLARING THAT THE WEEDS GROWING AND . UPON THE STREETS, PARKWAYS, SIDEWALKS AND PARCELS OF PRIVATE PROPERTY, REFERRED TO AND DESCRIBED IN THIS RESOLUTION, CONSTITUTE AND ARE A PUBLIC NUISANCE, " wa:s adopted by the following vote: Ayes: Councilmen Adams, Bigelow,- Brown, Crinella, Gustafson and Mayor Schoeningh, . Noes: Councilman Ding, Moose Lodge Delegation Mayor Schoeningh welcomed the delegation from the local Moose Lodge. Governor .of the local Moose Lodge,, Richard Wilson, extended an imitation to the Council to attend a dinner dance sponsored by his.organization at the Hermann.Sons Hall this coming Saturday night. — ADJOURNMENT: There being no further'.business to come before the meeting, the meeting was adjourned. /.Mayor .Attest.
