The' City Engineer's office is at vour disposal for suggestions to alley -fate. -the aforementioned dangerous condition, -" Councilman _K>ng stated that he had attended a. meeting of :the. H:ospztal Board on, this matter and they had wondered if it would be pgssible to eliminate the drain at Hayes Lane an the Hospital enti nc and install-4 drain under the intersection of Bel:iview Ave. and Hayes Lai ea Mr Ingrain stated that he believed this method of procedure would be feasible. Mayor Schoeningh suggested that the City Engineer .keep in cl'o'se contact . on this matter in order to - ascertain that there will be'no further drainage problem: i n that area. -The Mayo'b elieved the City should insist that the matter: be handled properly. . He wei7t on to explain that upon checking the Street Vacation Act thoroughly, it : wa'&'determined that this l.egisla`tion could be handled in the form of a resolution �Yh_ ti. would "expedite the procedure if this was satisfactory with Mr. Jones of the 5+ ��!araa County Land. Title Company and Mr. John Cavanagh, Sr, ; developer of the 'land, ` Mr. Jones and Mr.. Cavanagh, who were in the audience, stated than they would be in agreement with this line - of procedure. To a question 'by Mayor Schoeningh, Mr.. Robert further explained the reason for using a resolution rather than an ordinance in this case, stating thatrthd Vacation Act of 1941. speaks of an ordinance, but it also defines "ordina.nce." to mean a resolution, He assured the Council that the use of a resolution is permitted under the Street Vacation Act; whereupon, Ord. #465 N. Maygr Schoeningh explained -his ' understanding of the situation, that the City Engineer would perform this work, so far as: possible, on his own time, not on City time° Considerable discussion followed regarding the appointing of the City Engineer as the off icial engineer of the Cherry Valley Sewer Assessment District.. Further discuss on� had relati ve to the amount of, time the City Engineer would spend on the 'assessment district, and' what portion of that time would be his own time,, for which he should' be entitled 'to compensation by the district, The procedure of keeping time for the work done on the district .by "the members of the City: Engineering force was explained by the City Engineer;, a.nd'he further - explained that the assessment di°str.iCt would -reimburse the - City for any City time used,, but that he felt he was entitled to compensation for his extra. weekend times Councilman„ King expressed a desire to have a meeting with the property owners in the district to determine if they were in favor of having'; - the legal and engineering Wor .. on the project done by the City. In conclusion Councilman Brown who had seconded the resolution withdrew his second end the mater was held over- pending legal, clarification by the City, Attorney as - fro the legality and correct procedure in the whole matter. Mr. Frank explained that there will be a more complete picture of the City "s fin ancial sit uation after - the first of the year when revenues from business licen8ps , sales tax, etc. , have :been received. The City Manager wasp directed to bring this matter -to the attention of the Council again at the' first opportune time after the first of the year. ' Re Water - Problem. Councilman Kirig ihformed' Council of a meeting'which he had attended od groQp'6f fa.iin6rs, 'together With the County Council; James Lyttle, Chairman of the, Project;, Robert M6yer, State Chamber of Commerce; Duncan Olm;,ted, Chairman of the Citizens' Committee on Water etc., regarding britiging Coyote Water down here for. irrigation purposes. He stated that. a general discussion was had relative to the whole project,, at which it was learned that money has been doted for engineering to be done on the aqueduct. Coungilma:n King stated that he' was told all t;he City need do to obtain an engineer. - ing rreport on the Coyote' Valley Dam Project is to appear formally before the t;oa "rd of Supervisors and submit :a request for this work. Councilman Brown reported on a. meeting of the Council Committee. on Water with , representa.ti- es of the Calif. Water Service Co. at which time the CgUiniittee had - been advised of the following facts by the Vice President of the Water Co., Mr. Mau: (1) The Water Co. w ou ld only have enough water to take of. 1600 more connections which would only take care of our normal growth for. '3 or 4-more years; (2) The Water' Co, would have no water whatever for industrial purposes; -and, (S) The Water Co.. would never be in a position to negotiate for a supplementary supply of water such as Coyote water: Council- nlan.Brown remarked that it appears the City has only one alternative;, to acquire, Lhe properties of the Calif... Water Service Company. He noted that at the last informal meeting. on this subject, the Committee had been instructed to write letters to the various consultant firms and secure' a fair estimate of the cost of a preliminary .feasibility report. Councilman. Brown went on to say that this matter would be taken care of during the present week, and that after the rd .afting of a form letter, the same would. be submitted to the .Council for their- approval. After discussion in regard to securing an engineering report, the Cit= Attorney was directed to o b tain information as t o the exaact procedure in<volved.. in securing such a report from the County. Introduction of New Press Democrat Reporter At this ti ' e9 � IVlayor Schoeningl introduced th'e new Press Democrat representative, Mr. Ruben Salazar, (5) November 19, 1956 `t N CONSIDFaRATION, OF UNFINISHED BLJSINE; SS o corn. .- = -- - ,gy Mr.- John Cavanagh, Sr.. addressed the iCouncil requesting to 'knout the length of time` it would take to secure information as to 'the 'width - and ;grade of Weller Street.. The City Engineer inform ed'Mr. Cavanagh that this .informat on,could probably be obtained- in a week time' At the request of Mayor Schoeningh the City Engineer was -also directed to work with 'Mr. Cavanagh on a. rough estimate of the cost of a sewer from the head of the "D" Street'Bridge. to Mr. Cavanagh property,, and the necessary size' of 'such a - sewer. Mayor Schoe'ningh stated that- there is some sort of thinking 'among the men of the community that we should obtain a definite; estimate of the cost since if, might be possible to have a new 'indiastry come into the 6ty if we.'can get the sewer line -on two of Mr.. Cavanahl 's properties. - The Mayor stressed the necessity of an early report. on this matter as the industry concerned is also considering locating in the City of Santa Rosa.
