Report re Freeway Mai ntenance Agreement

Superintendent of Schools had :met relative to the problem that might be

t iiig with the Div. of Highways personnel, it was learned that
Mr..' Weymouth, the Dist. Engineer for this district, will be here next Monday
m- orning to confer -with :Sch:ooi and City .Officia=ls. and anyone .who might be
l regarding this matter.
A resolution which had been prepared, approving the freeway maintenance
agreement,, was then held .over until after the above mentioned meeting.

Councilman Browzi,' 'Chairman of the above Committee, reported that
dat ing the past 2 or 3 months the Committee had met vyith many public officials
,.frPrim 'other cities, consultant firms, etc. , regarding the water situation, and
hap leen advised by all of these groups that feasibility reports, engineering
re orts, and bonding reports were necessary in order to acquire a water company,
.an °u that; the first step would be a prelim=inary feasibility report. Councilman
Bt own wet t on to say' that the Committee had chPCleed on the cost of such a report
and idd received answers�' two firms; the consultant firm of J. B. Hanauer,
Los- : Angeles, hid quoted a price- .of $750. 00 and the firm' of Stone and Youngberg
;st4tecl that they would first want to be engaged as the consultants for this project
:with a retainer :fee of $1.;500.00 and :$2500.00 for what they termed'an enlarged
prelim, minary report.

Council Committees
Report of Water Committee - cont.
Councilman BtoWh stated that the Committee had felt it would be, wise
for the City to obtain 'the advise of bonding attorneys on the rhatter before,
starting* any procedures. He explained that the firm of Orrick, Dahlquist N

and Herrington had saved the City considerable money in the past through their
advice. . He Went on to say- that a.moeting.had been arranged for tomorrow-
between the City A "ttorney, City Mdn.ager'and Mr. Herrington, to discuss the
matter with him.
To a question by Mayor Schoeningh, Councilman, Brown stated that the
Committee had not taken up. the matter of the Calif . , Water Service Company
having requested the PUC to y discontinue an future connections in this

however, Councilman Brown stated that he felt the City Attorney would, need
outside help on this matter and he believed the services of Orrick, . _Ddhiquigt,
Neff and Herrington would be-of great value in this matter also.

Mr. Herrington at the meeting scheduled for tomorrow,
The City Manager informed the , Council that Mr. Hill, -representative of
the Calif. Water -Service Co. had notified the City on Jan. 3, 1457' -
that in
view of the controversy over the water supply, anyone applying for a,pormit

requiring new Water service should be referred to his o as there
be a possibility that- water service would not be available*.
The City Attorney stated that he believed a qualified hydraulics eftgj'ne.e:f
would have to be 'engaged by the City relative to the potential water supply in
this area, etc.
Councilman, King felt 'that hydraulics engineers should be hired for .the
purpose of going over this problem to present the City's case befdrothe PUC*7"
He felt, that the same engineers should be hired for the purpose Um aking''ah"
appraisal of the Calif. Water Service Co. and the necessary survey to present
at the PUC*hearing.
The City. Attorney. directed to discuss this matter' with Mn f-fierrhigton

To a. question b y Mayor Sehoeningh regarding collections from the subject
psrn..i,ng lot during the months of Sept. and Oct. of 1956 the City Manager
stated teat the No'vembe'r collections : as shown in the report might well be part
of the Sept. and Oct, collections as the regular meter man was during
this pe od, and there had been some confusion on the collections from the lot.
The majority of the Council seemed to favor the idea of continuing to
rerit'the lot on a month to month basis for severaa more months, with a report
to be submitted on collections again at the end of three months.
A� the request of Councilman King, the City Manager was directed to
contact Mr. Farrell and 'try to negotiate with him for" a cheaper rent on the
lot and_report back to the Council at the next meeting,

'that might .occur as the results of these defective sidewalks when 'the City is

Mayor Schoeningh explained that the repiar of. these defective sidewalks
would reduce the City's liability insurance. . The Mayor went .on to say that due
to `the fact.-that` nobody has come to him with a concrete suggestion' for the overall
solution of the street repair problem, he is under the impression that the people
in Petaluma are not yet ready to face the problem of paying for ,the streets that
have to be improved.
At the suggestion of Councilman Crinella, the City Engineer was directed
to lave:the advertisement, as set forth in the subject resolution, inserted on the

Repoff the Traffic Committee dated Jan. 3, 1957, submitted and filed.
Mayor Schoeningh called the Councile's attention to a request which had
been previously received from the School Board regarding the closing of Bassett St.
�� for'one�hour'a day lunge .,; '1/2 hr. longer in & 1/2 hr. longer'in
the evening.
Councilman King stated that he would have no objection to this.'
:Due to the 1'ateni�ss of. the hour- further discussion in regard to the
Traffic' Committee report was held over until the next meeting."

CONSIDERATION, OF UNFINISHED BUSINESS: cont.
Discussion with. City Planning Commission
The possibility . of obtaining planning engineering and consultation through
Federal ,and State grants was discussed,
Mr.. Frank informed the Council that both Federal. and State' Agencies had,
been contacted'and numerous - forms had been received on the subject. He went
on to explain that it had, been learned that in order to be eligible for 'assistance
from the State Planning:Commiss on, I the City must present a complete plan
of what it has in mind for the -the planning of 'the community, which includes
land use maps and street and highwaymaster plans, etc.
Tie City Engineer explained that there is a Federal grant which is
handled by the State Planning... Agency,. for which the -City must match- 5.0% of
sa grant. He said that there is also money available for traffic plann and.
engineering 'which the gas "tax ,fund provides as a State subvention of $3000: 00.
a year. Mr. Ingram explained .that the only way the City may obtain .his money
is, to actually put in the. work .of street planning etc. , as req uired. Foie stated
that he believed there Was another grant , .for` $2500.00 which `he was not too
.familiar with, aside from the fact that it w available for local communitles
under 25,.

After considerable discussion on the , subject, the City Manager .was. ;
directed to continue his research on the subject of engaging a planning engineer -
and report back to the Council on his findings,
