City Manager Ed Frank reported on .a meeting between himself, Mayor

the edrehitects, at which the City was made; aware of the School Board's plans

Mr. Frank: stated that he believed the Council should study the plans
``which had been submitted to the City by the Petaluma Board of Education to
determi the possibility of presenting an alternate plan which would be acceptable,. and them work together with the School Board in attempting to secure the approval
of the State Board,of Education on 'the matter,

of. the Calif.. Water'Service Co. j: had requested permission to address the GQuneil
at this time.
Mr Mau spoke on the subject of the water problem in Petaluma stating..
,that he believed the engineering survey which had been requested by the City of:
Petaluma was of great i:m.portance . and that it should be� secured. A$ soon, as'
possible,
Mt. Mau. -informed the Council that the Calif. Water'Service Co. was
anticipating a, shortage of water this summer due to the' dry year, and that
quite possible that there might be rationing of water in the City, of Petaluma . .
this coming 'summer unless there is considerable rainfall within the ne xt two ffi-on-ths-1.

of water Petaluma would consume would not justify the building of a pipeline to
Petaluma.

budget there is a: breakdown of the ordinance section, If you wish to transfer
: hinnies: from one section of the budget to another section of the budget, you may

B " Street Storm Drain Construction Webster. to El Rose Dr.
Plans and specifications for the construction of a storm drain on "B" Street,
between..Vlebster St. and El Rose Drive, were submitted and filed; letter of
explanation thereon darted Feb. 18,, 1957, signed by the Director of Public Works,

To a question by Councilman .Adams relative to Council policy regarding
storm dr ains for subdivisions, the City Attorney stated that in as much as the

:City. Engineer deems this work necessary, even though it may incidentally benefit

The City Engineer stated that he would lik this ordinance to be discussed
-bolo -p a local building contractors group prior to its introduction.
City Building Inspector Don Uhr addressed. the Council stating that his
i&a 1n asking for a change in the code was to protect the local property owner s
so far a:8 responsibility for the work is concerned. He explained that it is the
responslbil:ity of the permit holder to reconstruct' any work which does not
C a)hforin. with the building code.
- Mr, Elder Minogue addressed the Council stating that he believed
props rty owners should not be r estricted as this would prevent many well qualified
per.s'ons wuo are not licensed contractors from building their, own homes.
In conclusion, the City .Attorney was directed to prepare another ordinance
spec_ Tying that perm its will. be issued only to a, licensed contractor or the owner
o the property for which the permit is being issued, or the owner's authorized
a=gent said authorization to be in writing._
The Building Inspector and City Engineer were directed to refer the
.• ordix,iatce to the local building contractors for their approval or suggestions as
