Police Del Maestro submitted and filed.'
Letter from Recreation &. Park Commission dated May 10, 1957,
recommending that the Council, approve the proposed play area in Wickersham
Park for development. in the near- future; read: and filed. A copy of a plan
delnea.tng, the play area in relation to the entire park was submitted and filed.
..Following discussion -as to whether or not .a. portion of Wickersham Park
:could be,used as a pldy the City Attorney was directed to search the
deed, and ,give his opinion on this at the next. regular meeting.
At the request of Councilman King,, the 'A City was directed to
p ,'went the Council with statistics on. attendance at the play areas in Walnut
:-Park and McNear Park at the next regular meeting.

The tentative budget for 1957 -58 was submitted and filed.
'Sorne discussion `took ;place in regard to whether or not study of the
budget should, be held up., in view of the fact that° the_ re .would be many new
members on the. Council following the. June Election this year. However, the
majority of the Council felt that work should be started on the new budget by
the present Council, and that the budget should be finally adopted by the new
Council..
Study session -dates are to be set by Mayor Schoeningh.
Director of Public Works.
Street deficiency report of. the Director of Public Works dated April 2,
057, was submitted and filed.
-Mayor Schoeningh asked that the , Council give this report considerable
study in order. that the matter might be considered during capital outlay.

Traffic Control ; at School Intersections
Mr.. Roger Esteves addressed the "C'ouncl stating that he had received
nurn'erous telephone calls from interested people regarding the control of
traffic—at school. intersections following the publication of his recent letter on
the, subject in the .Argus�Cou.rier. He 'requested the Council's help in organiz=
ing some. sort of safety group to take care of the situation.
Other citizens wvlio addressed the Council offering s:ugge bons for a
solutiOD: b the problem and :expressing their desire - to have better traffic

ontr at the main intersections near schools Were as follows:
`. Mrs. Miriam Clark, Principal of the McNear School, addressed the
Cfluncil. "tating that it was im- oQssible to have student tr--affic= guards unless
they are under the direct supervision of the school at all. times; therefore, it
would be :impossible to have student t 'affic"= guards anywhere other than
immediately in_ front of the schools. She went on. to expla n' that, until about
'throe.ye.ars ago teachers had been: assigned to traffic duty in - front of the
MoNodr School, but the parents had objected to this procedure. Mrs.- Clark
stated that Traffic Sallys. dver,e .continually knocked over by drivers and
that.-they` would not obey the "1S miles; an hour". ,school zone regulations.
'Mr:. -Melvin Hein .expressed his opinion 'that there .is a serious lack of
cooperation on the part of th.e judiciary in as far :as police citations ar. e
concerned; that there is no follow:: =up on the enforcement of. the law.
City Manager Ed Frank stated that he believed there were three group_ s
that must work together on the problem of traffic control at school inter-
Psections the City, the Schools, and the Judiciary. He went on to say that he
was of `the opinion that, according to the Educational Code, the schools may
cooperate, relative to ,a Jr. Patrol, and he. believed that if the parents and
.the above, mentioned groups would work together on this matter a solution to
the problem, could be reached.
Councilman Gustafson. suggested that the City Manager recommend to
)the; State that. a "25 miles an. hour" sign be installed on- Western Ave.. before
entering town.
Dr. Dwight Twist, Superintendent of Schools, addressed the Council
ouoting' the District.
Attorney opinion that the Board of Education could not
assume -the responsibility of hiring traf- fic.m,guar.ds. He' stated that the use of..
students for traffic patrols would be quite difficult because of the split sessions
:,and the, many hours of work involved.

C♦ONSIDERATlO OF NEW BUSIN cone,
Mayor Schoeningh stated that he believed the City,. the School Board,
Police Dept. , Judicial Dept. and the parents, would all, have to work together
in .some way to seek a mutual solution to the, subject problem, and that :the
Council would be open to, suggestions..as to how this might be accomplished.
The Mayor .felt that all of these groups had a responsibility in the matter.
In conclusion, 'the City, Engineer was directed to. install - -way stop.= signs,
at all the m:a:in. school intersections immediately, and to inQes,tigate and attend
to the streets being properly marked and designated as school zones.
Mr. Mark Ammons, addressed the Council stating that the use of property
at 7 Hill. Drive was in violation of the Zoning Ordinance and re'que.ste.,d that
something be done about this situation. u

had worked out very sdti,sfactorily:
