ROLL CALL: Vr&,s6nt: Councilmen. Crinella, Gustafson, King, Matzen, McCausland, Vain Bebber and Mayor Parent; `Absen`t: None. INVOCATION,; I`n the absence of Reverend James Kiely, Catholic Church, an invocation which had been prepared for'.a former - Council Meeting•was read by Mayor Parent. APPROVAL- OF MINUTES: :Minutes from the meetings of July 19,. 1957, and August 5, 1957, were approved as recorded. P.'ETITIONS & COMMUNICATIONS,: 'A copy., of an application filed by Clyde G.. Stallings,_ 747 Third St. , for liquor license was submitted.and .filed. Said application had be'en.approved by'; Chief of`Police Del Maestro; • Notice from Pacific Telephone & Telegraph Co. dated Aug. 9, 1957, re filing of their application with the P.UC for authority to increase certain intrastate rate's: and charges ,. read and filed.. Mayor Parent explained his understanding of this matter - - that the only offec,v this would have upon the general public of Petaluma would be in regard to person to- person long 'd`stant rates, which. will be raised slightly. Closed Circuit TV 'Letter from Skiafron_ TV, Inc. dated. Augusf; 6,, 1957, enclosing application for' license to operate closed circuit TV system in Petaluma; proposed form of ordinance granting such. license; and, brochure: explaining the-nature. of the Skiatron, TV closed circuit system; read and filed. City Ed Frank reported that he had contacted the legal counsel for_ the League of California Cities on this matter and had been informed that the League pis drafting a model. ordinance "to be used in the" granting of licenses for the: operation of closed circuit TV. City°_Attorney Ed Robert confirmed Mr. Frank's remarks and stated that he intended to attend the next meeting of the City Attorneys' section of the League of California Cities on the subject.. The City Manager and City Attorney were directed to continue their investigation on this subject and report back to the Council any item of significance that might ;arise.. In view of the fact that the. Cha'mbor "of -Commerce was thdking"a to determine if the majority, of their' members were in favor of the building being located at Center Park, it was the consensus of .the Council that this. matter should be deferred until such time as the survey was completed. Attorney Lewis Cromwell,addressed the Council, representing a property, owner on Main Sire'et, Mrso. -- &McNear*Pope, and'protestingt the a building on Centet, Park. Mt. Cromwell stated that his clients believed` this park to be an asset to the City and that a building situated there would block off' the view of quite a few businesses located across from the park on Main Stroet.. Mayor Parent assured Mr.' Cromwell 91 -that his protest Would be given due, consideration by the Council When making their decision on this mattes Director- Hof Public. Works . Chief of Police Del .Maestro stated. that the Police'Dept° could get by minus one employee if necessary, but he would naturally prefer to hire another mane To a question by Councilman King, Chief Del Maestro answered, that he did not believe the installation of radar traffic control would so far as° the shortage of personnel. was concerned. Mr. John Olmsted, Jr. addressed the Council stating that'he believed there was a definite lack of recreational facilities in the City of Petaluma: during the summer time for. high school and college students, and requested that .some . action be taken to remedy this ,situa-t on.o The- matter was referred to the Recreation .,Dept, Mr. Joe Barbera, speaking on behalf of the Petaluma Outdoorsmen. :. requested that the City provide some sort of small boat launching ramp on the Petaluma. Creek, Councilman Gustafson stated that he believed the Petaluma 'Outdoorsmen . would be willing to do the Work on this project if the City'would provide; :the material, Other members of the Council expressed their desire to see some sort of development of this type on the Petaluma Creek_, Mr. Michael Gent:i:lly and Mr. Herbert Burbank addressed the Council, also expressing.a desire for the construction of some sort of boat harbors on.`the Creek, Mayor - Parent assured these people that the matter would be' given full.. - -, consideration by the Council.
