City Manager Mt -View Drainage Problem Report , re Meetmg.wsith Property Owners Cty"Manager Ed Frank reported that `the City Engineer'and himself had met with the property owners in the-Mto View area`who had been involved in the 1951 -52 flood situation whereby quite a bit of their drainage 'h'ad been taken out by the County. After explaining that it was impossible to use road tax fund's for':a drainage problem which involved just ,3 or 4 property owners and did not involve the building of a street the property owners had, been willing comply . n Ingram at the` City replace the pipes suggestion h 1 ad been taken out during he f o od', after next Spring when :there should be money appropriated for 'this -project. Reeser, 1241 Magnolia Ave, , addressed the Council stating th.7t he did not believe the contractor who had done the work .on this project tia:d lived,. up to his word. Mr. Reeser explained that he had been under the impression that the contractor was to put in the laterals so that each property' owner would not have to cut through the street again when connecting to the sewer line from his property, however-, this was not done and work of caniecting to the sewer line would now cost the property owners considerably nior:eo ..'.To a question by Mr. Reeser regarding how much time property owners would be allowed. in which to connect to the sewer line after the acceptance of the completion of''th'e work on this project, Mr. -- Earl Allen, County Sanitarian, informed Mrs, ,Reeser ' the property owners - would be permitted. to use: their private 'sewage disposal 'systems .until they no `longer functioned properly; then tfi ' y could not .install another- system of their own, but must connect to the, main sewer. He went on to say that the County Health. Dept, would rather the property owners dial not connect to the sewer during the winter; that - they -, would not try to force the issue until after this winter. Mr,, Allen assured the Council that he would be willing to help them at any: time;`concerasing' any public health hazard that might arise. Following considerable onsiderable discussion on the' sewer connection problem,. To various 'questions :by the Council, Mr.' Markus of the Santa Rosa Feed Corp., explained that the suction.pipe would'extend out about IT. -from the edge .of the build %rig and - would be about 11:'6" , high . He stated - that'the pipe would fold down out of the wa :y' and that 'the pipe had .been in- .operation. within the building' and this permit would merely allow the feed company extend it outside of the building. At the request of Councilman Van Bebber, a. discussion re outside severer connections was ordered put on the agenda. for the• next meeting.
