To a question b Councilmen King, Mr. Uhr explained that the National
Electric Code states that a. -property owner may only wire a hose in which
is h.v 's luring; he cannot wire any other homes which he may own, Councilman
.a.n Bbbber remarked that he _believed this law does more towards aggravating
the , property owners than any other of which . he knew, as there are many cases
tivl , ere, the owner is perfectly capable of doing the Work on his rental units,

Park Commission be changed so that it would be permissive, rather than

He also, requested _that a Pare Spperintendent be appointed. who would be a
qualified gardener and capable o.1 controlling the-men under his supervision,
and that this man °be appointed :in the near future. so `tl'a:t he could go over the
bugger for the ensuing year with the Com.mission

CONSIDERATION OF UNFINISHED BUSINESS: cont,
Meeting with Recreation ,& Parks Commission conto
The .reasons for the reed of .'this em:ployee'were pointed out by
Commissioner Foot, and. also. Commissioner Dalton. Dray and. John
Cavanagh, Jr.
It was noted that Mr. . Walter Leiser of Ddan.n° 's Nursery had offered to
help :any time he could in art advisory capacity, concerning what should. be:
planted, etc.
Commissioner Foot started that the Coiri.mission was now holding two
meetings each month in order to aceompllsh more; that there were five large
parks,, plus eleven smaller parks, under their supervision at this time, and,
he believed more progress could be :made in the Recreation & Parks. Dept " ":if
there were a Park Superi ntendent to see that the' work was done in� an' orderly
and efficient manner, -
It was pointed out that the City Manager was now the'head of this ,
department, and the Commission felt that his City Aid. not-
allow time for proper supervision of the Work in department.
Councilman King suggested thatthe Recreation - & Parks Dept.- - consist
of three men a nd a Park Superintendent a.t th's time and later, during the
time of the year when there was snore .w "or<k in the depattmen.t, that one
more man be hired.
The Council. being_ in agreement that .Tark Superintendent should be
appointed the City Manager was directed to di<scuss'the matter further with
the Recreation and Parks Commission at their next meeting,.
Following discussion on the subject, City Attorney was directed
to prepare the necessary legislation in order to°charige"the ordinances
establishing the Recreation &- Parks Commission and - the Planning Commission
concerning represe tat on'from il=ie Board of 8du.cationo _ -
Commissioner Dalton Dray requested that - the ' & Parks
Commission be allowed fro subm''t-hames to the° Council, for °consideration
whenever :a new member is to be aappointed to�the Commission.
He' was - a:ssured by7 Ma.yor`Parent that the Council. would be glad to
accept these names for .c'onsiderat on

street ghting = to-be installed in - the City.. The Council Was presented
with set `of plans for sfudy, and Upon discussion of the' nia.tter, _ the City
Engineer was directed to prepare plans & spec'ificatio'ns for the 'instal=l: - ation
of lighting on; Vil ;stern Ave o -- between Main St. and Howard St., said plans to
be presented ,at - the - nexr'meetin.go

next street lighting project. should be on- Washingtoxi :Street,
