Mosquito Abatement
4. Letter'dated.Jan, 20,. 1958, received from eVarni Griffin, Chairman of
t_he'Sonoma Mosquito Abatement District,: re the mosquito breeding area south
of Petaluma,, read and filed.
`Mayor- Parent brought the Counc =il up to date on the present status of
the mosquito abatement problem. He stated that the City of Petaluma has
abated th'e mosquito :.nuisance within the City Limits :for several years; that

Council Committees

C ommittee Report re Leasing of Vonsen. Parking Lot
Councilman McCausland,. Chairman of the subj`ect' Committe, reported
..,that the Committee: had `met with Mr. Behrens, representative for the Vonsen
Estate,, to discuss the terms on which the City might lease the lot, He
Pxplazned that there would be a 90 day cancellation clause; the first 4 months'
revepue would be the City's to pay for installation and removal of meters;
followng_ahis initial period,, the City and the 'Vonsen Estate would share the
revenue from the lot on a 50 -. 50 basis. Councilman McCausland stated that
the tom — Mittee recommended the .leasing of the property for a parking lot.
Councilman King was of the opinion that the City should not lease this
lot,,Aue to the 90 day cancellation clause and the expense of setting the lot up
f or purposes.
Mr. Hakon Hansen, Kentucky Street merchant, addressed the Council
stating that he had talked with several merchants and clerks in town and that
they had stated that they would not use the Vonsen lot for all' day parking if the
City did install meters on same.
At the request of Councilman Crinella, a 10 minute recess was declared,

Traffic Committee. Repo - cont.
Cr�uncilman.Gustafson called attention to the fact that there was, no
Through Street" sign on Branching Way, and the parking problem on
P`r_ ospe'et Street. Councilman Van' .Bebber believed_ the matter of too many
ye, 6 y' 'oading zones on Third St. and installation of a sign reading, "Right
hand' T_irn Only": at the end of Western. Ave, turning onto Main St. , should. be
studied by the Traffic Committee. These matters were referred to the
Committee for study.
UVith the exception of one recommendation, the Council indicated that
they. were :.iii agreement with the recommendations set forth in the Committee's
report., '.The Council did not wish stop - .signs at school crossings to be
ch ged to read, "Stop When Occupied
At. the request of Councilman .Gustafson, the matter of one =way traffic
and changing of parking on Kentucky & Keller Streets was to be put on the
ageiida�-Jor the next study session of the Council.
Civil- Defense,
Report by Col . Wiley - H.: O`Mohundro
Colo O'1VIohundro, Assistant Diro of Civil Defense in the Petaluma
Township, reported on several meetings he had .recently attended regarding
evacuation procedures, etc. He stated ,that one of our now is
to care - for some 29, 000 evacuees. in .case of an emergency; the schools have
been designated m care for- evacuees, `with - mass 'care facilities being centered
around .13 schools, and it has' been arranged for all of the teachers to receive
some idea of their work in. caring for evacuee .during Business Education Day;
the matter. of the rural areas, such as Penngrove 'and •Cotati, being under
County-jurisdic . on, rather than included in the Petaluma Township as they
iow are, has been discussed at many of the Civil Defense Planning ,Board
meetings. Cola O';Mohundro inforriied the Council that - National ''Operation
Ale`t'' will probably take place ins the month of May this year.

To a question by Coui-ncilmain' Crinella'regarding whether or not the City
'shold purchase new meters in view of the fact that the City was not. going to
lease the Vonsen lot, Mt. 'Frank answered that he believed the City should
still';purch'ase the 50 meter He explained that $3000° was in this year's
budget as. a reserve for replacing the old type meters, which plan had started
some 2' years ago, but this amount had not been appropriated.
Councilman Icing stated that the plan referred to by Mr., Frank had
been a matter of policy made by a previous Council and he therefore 'felt that
the purchase of, the meters should be determined by the policy of this Councils
There was a question in Councilman King.'s ..i0d'.as to' whether or not the
meters +'should be put to bid inasmuch as there was A. difference in the cost of
the meters now.
Councilman Crinella also felt that the meters .should be put to bid.

" Reno te. Replacement of 50 Parking °Meters
'Councilman Kirig stated that he .felt these rimeters should be put to bid
rather than authorizing the City Manager to negotiate for the purchase of same,
.Councilman. Van Bebber did not feel it was. necessary to put the meters
to bid howeve ; r, the majority of the Council:. expressed -the opinion that they
geared to, ca -ll for bids on this; whereupon, the resolution before the Council
at .thin time was..withdrawn by the Councilmen who had introduced and seconded
it dnd the City Attorney was directed to prepare the necessary legislation to
call for bids, , said legislation to be presented at the next meeting,
Res. of 1itention to Vacate Certain Streets
The City Engineer - informed the Council that there were 5 property
owners involved in the opening of English St. _, necessary as a replacement
for that portion of Bassett St. which is presently an access to LaCresta Heights,
1 piece.:of property has delinquent taxes:; I property owner is definitely against
the abandonment;, and, the other 3 property owners ' are receptive to the action.
To a question, by Mr. Russell W. Feliz, $52. Western Ave., the City
Attorney xplained the procedure used in street abandonments, stating that
there: would be a public hearing on the matter before the abandonment actually
tookp.laceo.
To a question by Councilman Van. Bebber regarding whether or not the
School _Board would pay additional expenses in case condemnation proceedings
Were necessary, 1VMso Putnam, President of the Board of Education, answered
that the ,intention of the School Board was to bear -the expenses involved in
=relocation of the streets.
Mayor' Parent ,assured the School - Board that the Council had every
intention of cooperating with them in every way'possible in this matter;

Mr. Michael Gentill y9 Plumbing Contractor, addressed the Council
relatiye=to the inspection of a sewer which he had installed for Mrs. Paul
Elmore,' 419 Sixth ;Street,, Mr.. Gentiil.y stated that his work on this job had
” been, delayed, because of the City Inspection Dept, ; and stated that he felt the
City -should pay damages to both him and his customer for this loss of time,
loss of prestige, and additional. trenching.
