Adjourned meeting. of the'- Council of the City of Petaluma called to order
by D ayor Parent.
ROLL, CALL:
Present Councilmen Crinella, Gustafson,- King, Matzen, McCausland,
Van.Bebber `and Mayor Parent.
Absent: None.
APPROVAL. OF MINUTES,
Minutes from the meeting of May 19, 1958, were approved as recorded.
PET,.ITION8 & COMM UNICATIONS:
" Memorandum of 'Agreement for expenditure of Gas Tax Funds on Major
C` ter Streets for fiscal year ending,June `30,'` 1959, ' submitted ' .'and
To .a question by Councilr ain King, the City.Manager explained which
streets to be resurfaced,. etc. , with gas tax funds under this agreement.
C;ouneilmain King felt thatthe Council should discuss the matter of -the streets
to be: rewired befor,;e the annual resolution approving these projects cam e before
Ale Council. for adoption.
City Engineer Russell Ingram stated that the City is required by law to
have''a budget proposal s.ubm -fitted by June .l each year, "outlining the proposed
projects to be done..with the use of gas, tax funds. He went on - to explain that
the reason ,for the inclusion of' extension of Fair St. between "B and "D"
streets had been due to the requests of, a number of Councilmen.
&f.4yor Parent noted that these proposed projects could - be amended
during the year, and that the- agreement was flekible; whereupon,

introduced 'by Councilman Van Bebber; seconded by Councilman McCausland, entitled,
"RESOLUTION OF THE CITY COUNCIL OF - THE CITY OF
ETALUMA ADOPTING BUDGET AND APPROVING MEMO-
RANDUM OF AGREEMENT FOR EXPENDITURE OF 'GAS
TAX ALLOCATION FOR MAJOR CITY STREETS; "

x Letter from Centennial. Committee dated May 23; J958, requesting that
i st rance coverage for Centennial headquarters be underwritten by' City on its
policy, read and filed;
City Manager 'Ed - Frank: informed the Council that the only thing not
covered und6r.thO City' present insurance policy in regard the Centennial
Copr , is .the Committee headquarters 'in the Vonsen Buzl'ding He expla&d

that this had not. b&on included in the notice to. bidders However, with 'the
consent of `the Council, the l irisure nce company"which�,.is awarded. the bid for the
City`fs insurance will''be asked" to add this additional' coverage to the policy.
• ' Councilmen Gustaf son',and King felt that ,this coverage should be added
to the CitVs policy as requested.
,, City Attorney Ed Robert stated that the Centennial. Corporation is
basically an, organization representing the City of Petaluma, and'he believed it
verysdvisa_.ble from 'a legal s "tandpont that the City have the insurance coverage
requested by the Centennial Committee

Renaming of Streets
Mrs, Thomas J Caulfield,_ 604 McDowell Road, addtessed the! Council
protesting the renaming of Washing "ton Street to Bodega' Avenue - 1Virs. Caulfield
stated that she and Mr Caulfield _had pre ented a' petition, contain mg
signatures and pr'-o- otesting.' the "changing of `the_ name of Washington :Streea to -

Mayor Parent stated that the Chairman of the Ch "Amber of`Cbrnmerce
Committee which originally proposed this change had contacted him stating

that the Committee felt perhaps the signers of the petition had a good point
and suggesting that .the. City attemp to have 'a sign installed "which :w'ould .signify
that Washington .St, lead to 'the coast°
Councilman Van. Bebber stated that 'he' was not opposed to this ;name

Renaming of Streets cont'd.
To 'a question by Councilman King in regard to the changing of Third St.,
Ma_h,R St= etc, , to Petaluma Blvd.., 'Mrs. Caulfield stated that their petition,
vuhich.rrierely protested the changing of the name of Washington. Street, was
the only petition presented to the Board' of Supervisor's at that time.
After further, discussion on the subject, the City'M'a.nager was directed
to notify the e"City Planning Commission and the County that the Council wished
to wiahc raw its request to the County Planning Commission 'regarding the
renaming of Washington Street, Mr., Frank Was also directed to request the
State Highway. Commission to :install a..sign to the effect that Washington Street
I s the proper route by which to' approach the coast areas.
Councilman Matzen .requested that the Council recommend that the
City Planning Commi ss o- n a thorough study of street name changes
within the City. Councilman McCausland stated that the Planning Commission
had discussed this,, but no- definite plan had,been proposed to date.

As per the City 'Man'ager`s request, budget section 136. (River & Harbor)
Was.-:fir 8t considered -by the Council in regard to the proposed boat harbor for
Petalum`ao
Councilman Ding stated that he was very much in favor of the boat harbor,
but did not favor the Tease - purchase method of securing the - land as suggested
in the preliminary budget. He stated that he would like to have more details
as to where funds Would come from to develop the land, etc. Councilman King
was .of the opinion that - once this land had been master planned. for boat harbor'
use it could only be used for -that purpose. He felt. that the entire matter
ahoul'd be given thorough study before the Council made any decision on it.
Qoun&AlnianI King further stated that he would like to have a definite commitment
from the Wild .Life Commission r- egarding its participation in the purchase of
City. Manager Ed Frank stated that he merely desired the thinking of
'the °Counc l relative-to the boat harbor at this time. He explained that Petaluma`s
boat.ha;rb r project is No.. 2 on the County Master Plan, and that it has been
approved` by the 'State Smdll.'Boats and Harbors Commission. To a. question by
Mayor Parent, Mr.. Frank answered that different cities are financing their boat
harbgrs through various methods such as bond issues, etc,
Councilman ,Van Bebber stated that he was in favor of starting- procedures
for,. th,e puzrchase of 'the land He felt that the sooner the City signified its
interest in the project, the better it would be.

majority of the Council desired more information on the subject before. making
a decision.
The City_ Manager wa:s directed: to investigate sand. report to the Council

also directed. to contaet Mr, John:Pra,ether, 'County Planning Director, and
