Water System Acquisition
Report of .Stone & `Youngberg, Financing Consultants, re water system
acquisition, submitted and filed.
7.40 p.- m. Counciltma:n King returned to the Council Chambers.
A resolution authorizing Stone & Youngberg to enter into negotiations
relative- °to the ,purchase of the Calif. Water Service. Co. was read by the Clerk.
Coulcilrrian ;I <ing believed the answer o the water problem was in
cec.uring a., i :additional supply' of water for the City. He therefore felt that the
C,ahF, <: °'Water Service Company should be given ari opportunity to decideif they
,are going to get Coyote water.: Councilman King stated that he had just spoken
to 1✓Ir;.' Jfohn Watson. on the phone. Mr. Watson had requested that before the City
eii�ters into :any negotiations for water for Petaluma, that the farmers be given
consarderation Mr.. Watson felt that water should be brought in from Boulder,
thr ough tre f.rm sections; :rather than through the Santa 'Rosa aqueduct. Council -
' - 1<:iri.5 Stated that he believed the City was premature in starting negotiations
fdr t1e ,i'tirchase of the Water Company at this' time.

Water System Acquisition cont`do
The remainder of the Council expressed the opinion that the City should.
go ahead with negotiations for the purchase of ' the Water Cornpany
Couizc- lman Van :Bobber felt that the City should proceed with the
negotiations inasmuch as the Citizens' Committee had recommended that the
City purchase the. Water Company and the. report .from Stone & Youngberg
had indicated that this purchase would be feasible. He < also� pointed out that.
there are at this time 500 services and he believed that the Water Cohj, pany.
is only prepared to service 5425 connections under its present system -,
Councilman Van.Bebber stated ;that the.,feasibili -report indicates that a" 25% .
rate increase would take care of the present needs of the water system. , plu's
the aqueduct for Coyote wate whereas, the 34% increase now being reque ted' .

by the Calif ° Water - Service Co. would merely take care of present conditions, `
and the Water Company will. most likely r another rate increase ' if - w hen,`
they bring in Coyote water,, Councilman Van ',Bobber also felt that the' Water
Company should. be purchased to assure a water supply for the proposed college
which might be located in the Petaluma area
After considerable discussion on the subject, the {following .resolution

To. a question by Counc Ding, 1VI,ro John Jenks explained that when the
ire trz�etit plant was built t:he State ;Board of .Health required that the design include
a chl�o i.�aaor. However they did not require that it be used and in order to. save
c.& son water and chlorine, the City did not use it.. The State Board of Health
now require that the effluent be treb:ted `and therefore it is ,necessary to replace
