GENERAL PUBLIC COMMENT
Mayor Glass opened GENERAL PUBLIC COMMENT.
Rick Savel, Penngrove, is concerned about his neighborhood continuing to have serious issues
with flooding.
Toby Young, Petaluma, said he is a member of the "Save PVAC Club," a group focused on
promoting racket sports and raising awareness about the opportunity to take over the old PVAC
property.
Lori Ayre, Petaluma, spoke about the popularity of racket sports increasing, and would like
Council to invest in outdoor sports for adults.
Katherine Bobrowski, Littlewoods Mobile Home Villa, Petaluma, spoke of problems at the mobile
home park where she lives.

A. Approval of Revised Agenda for Regular City Council/PCDSA Meeting of Monday,
March 19, 2018. - Revision No. 1 - Thursday, March 1, 2018.
City Manager Brown told Council he had received a request from Senator Dianne
Feinstein's office for a resolution supporting a ban on offshore drilling, exploration,
and fracking. There was Council consensus to add this as CONSENT CALENDAR
item to agenda for the Monday, March 19, 2018 Regular City Council/PCDSA
Meeting,
Motion: Approve A. Revised Agenda for Regular City Council/PCDSA Meeting of
Monday, March 19, 2018, as amended to add a resolution supporting a ban

There was Council consensus to retain the City's inclusionary requirements and in -
lieu fee, keeping the onsite inclusionary requirement at 15% but raising the in -lieu
fee to 20%. The City will require that for -sale residential development include
onsite inclusionary units. Residential rental developments will also be required to
produce onsite units, but according to AB 1505, the City will need to include
alternative methods of fulfilling inclusionary requirements for residential rental
developments.
If a project is not including on-site units, the developer will need City Council
approval of any alternative, such as requesting a smaller percentage of onsite
units or donating a separate parcel of land to build affordable units, or paying an
in -lieu fee.
