to counties _and cities for construction of 'small;'boat harliors. He "explained that

Mr Stevens stated that he believed there ways a very fine potential here°
:fir a .small.boat.harbor, an that there was quite a ,de for boating facilities
in th A area. He, went on to say; that there were many of `these` harbors through-

the State and 'that. 'tliey� ail seemed° to. be paying for themselves Mr: - Stevens

As he saw the ,situation, Mr: `Stevens did not believe the problem of
having to put this' project on the ballot and having it passed by' a 2/a rna jority
