He understood that the consensus of 'the Council had been that there might be some reserve funds in 'the budget.for this project if it became necessary to take 'immediate 'action, Councilman' King stated that he felt there m ght a possibility that the proposed site' could - be - sold to 'a private party.,: in which case' it rright be possible . for the City -to make 'a swap for . this property in exchange for the .present City Dump location, He asked that the Council.keep this in mind. The.matter of an option to buy was referred to the committee for its study: and recommendation to the Council before the lease was signed. , Motor Vehicle Office Site Councilman Van Bebber reported that the location of a site for the Dept. of Mr�tor Vehicles, in Petaluma �ha'd still not been decided upon. He stated that tear y - sites had been suggested, but;had `been turned down by the Motor Vehicle Dept ". bn.`thQ' basis of or size. Councilman Van Bebber stated that it had been suggested to .him by several people that the City give some considera- tiof try , the vacant- property in front.of the City Hall. Councilman Gustafson stated that he`had also been° approached by several. people in regard to the use of tt,c property located in- front of the .City Hall for the _subject building. In° answer to a question by* Mayor- Parent, the City Attorney stated that in orde'r the City to sell the- property in front. of the. Councilman McCausland called attention to this report, stating that he felt the public `should b:e :mad'e `aware '.of the fact that upon purchasing and moving these houses it would be necessary to bring hem up to 'the standards of the ' 'Lity` Building & Zoning. Budget Councilman Mari Bebbe:r stated that he was very dissatisfied with the budget as it now stood,- because of the elimination of $12,,000 from section 136 which was to be used in connection with the proposed boat harbor.. He felt that the economic .benefits from a boat harbor would be almost boundless, and he did not believe the County would go ahead with such 'a project .in 'the Petaluma area for number of vearso : He believed 'it necessary for the City make a forward move 'and indicate to the State Commission a;n.d.County :Commis: .. sion that it is serious in its desire to have this improvement for the City., Councilman Van Bobber then proposed that the Counc l.recorisider; in this'budget, putting the radio stations and the street sweeper on a 3 year lease, purchase-; that the: $6 9 .000° payment on. - the aerial ladder truck -not he made this'­year ;, and the $12, 000, for the boat harbor project - be put back in the budget. Mayor. Parent stated that he believed. all members iof . the, Council favored, the boat harbor project, but felt that as the budget now, stood- there was' still' the possibility that the. Council.might be able to do something about the boat harbor later the year. Councilman _King stated that he was not in favor of lease purchase - .agreements —that they defeat the purpo.'se of the tax limitation of.$` . 50 thaf he was - not in favor of the City's taking . over the project if the. County would .do so,` and that he understood that they had approved it as the..i'r' #2 :project; that if the County takes it over, the cost will be - over the tota­l'county'asses'sed valuation of more than 200 million dollars as compared with the City s' ~assessed , valuation of 18 `million dollars, Councilman Crinella stated that, inasmuch as it had pointed oua. that. there would be a reserve with which the City - could 'possibly proceed with` the purchase of the proposed site, he favored adoption of the budget as it was. The date set receiving bids on the street sweeper was set for Sept. 15, as the Appropriation Ordinance would not take effect until 30 days after adoption, due tv thte negative vote which had been cast. City Attorney Ed Robert read excerpts from the :Building Code,, explain -' ing his interpretation of same, that under certain conditions, the City Building inspector. ''could.require that a certain specified *b.uild` ng be ,rehabilitated 'in .some form or :fashion Members of the Council expressed 'a desire to ,publish the fact that these houses would have to be brought . up to code when being purchased; and : 'moved. The City 'Manager was directed to stipulate,.. when publishing this notice, _ that the outward appearance of .any houses being moved' would have to comply with the. code. City Code Books M:C, Robert 'asked that the Council set: a fee to be charged for - the City . Code Books.,. so that attorneys and other interested people could be .accordingly.. He stated that the replacement cost code books would .approximately - $ 20.00: 'a book. Councilmen Van : Bebber and Crinella expressed the opinion that the.- books should be sold at $20 00 ''a piece, based on the replacement valued No objection to this price was voiced by other member's of 'the Council. Boat Harbor - At the 'suggestion of Councilman Crinella, City Manager Ed Frank was directed to keep the Council informed as to 'any. new developments relative to the proposed boat harbor." At the suggestion of the City Manager, the proposed ordinance to . regulate outdoor advertising. =n .Petaluma was to be placed on the agenda for the next meeting. Mr, , Donald Thom& of'the 'Petaluma Chamber of Cornmerce - extended- an invitation to the Mayor and Council to' ride in the Sonoma' -Marin Fair Parade to be held on August 2. Mayor 'Parent asked that -any members; - of the - Council- who .were intere'sted in attending the North,Bay. League of California'Cities meeting to be held rin Eureka this` c'ombg Saturday, .notify the ­C ity Manager so he might'make.. reservations.
