Mr. Stoffel and he would like to have their sewers in before winter. To a. question by Councilman Matzen, City Attorney Ed Robert answered that if it would requ.ire.'an election; it would be some months before the annexation. would be complete. City Manager Ed noted that- in accordance with the outside sower policy resolution the 'Council could, if it so desi..r.edy stipulate certain things relative to the sewer cpnneetions At the suggestion; of 'C'ounci:lma,n Crinella,- Mr°; belly, and. r.. Council. Committees Report re Motor. Vehicle Building, Site: Councilman Vari:Bebber reported that the Committee had 'met With various Department Heads to discuss the possibility of the - City's' financing the subject - building. He believed it was the consensus of'tlle group that the City . should attempt to `finance the building rattier than - to lease or sell a portonA 'of the land in front-of the City Hall to a'privat in vestor ov e r a long period of years, He stated tha;_t after a thorough cheek of the various City funds; it was determined that the only fund that could be considered was Wickersham Park ' Fund which was given to City to be invested, the revenue of which is to maintain-Wickersham Park. He •ex,, �� ned that the petition should' set_ fo rth exactly what the City proposes to �io,`�ath:t;hese funds, so that court approval of this action could be secured. 1 e f6It that having ;done this, the City would be in a clear position and that this trc ;tl:d eliminate the possibl ty of anyone protesting .the use of the money. CONSIDERATION OF UNFINISHED BUSINESS: Discussion re Double White Line - East Washington Street Recommendation . of Chief of Police Del Maestro dated, August 1,4 195'8' re extending the double white lines on East Washington - Street so that it w.11- run all the , way from the Washington St "reet Bridge out to the freeway overpass, submitted and filed. Chief Del Maestro informed the Council that. it was perfectly legal- to cross over a double white line in order to enter a .driveway, and than he believed the double white line did slow down traffic° Mt. Ten Colin - addressed the Council - stating that' long ,as people could cross over the 'double white - line in order to drive into a place of bus'iness,, he would have no objection to the line remaining double. Acting Mayor Gustafson suggested that the double white line be extended all the way from the freeway overpass out to the City limits on Bodega .Avenue in order to slow down traffic on these streets With the consent of the Council,. the City Manager was directed to see that this matter was taken care of.
