committee was not so much interested' the, -financing of the

Councilman , Adams indicated that he believed the electorate
should be given the opportunity of e3�pressln; its wishes on the
matter of whether or not bonds should be issued for this purpose.
He also suggested that the program be financed on a pay -as- you -go
basis using parking meter funds therefor.
Councilman Brown expressed the thought that more study
was needed on the matter of marketinry the bonds; wh! t legal costs
vrould be involved; what interest rate the bonds would bear, and
how Ion it woul take to pay off the bonds. He estim ated
that a 1200 issue, payable over 20 years, at an estimated
-int,erest rate of 4 %,would require the payment of !84,000. interest.
Ile'also pointed out that the City does not know what the revenue
wi_j be from the proposed sites. fie also stated that he would
like to have the endorsement of the �Merchant v s Committee to the
plan before acting on it, and also their recommendation as to
whether or not the proposition should be submitted to the voters.
Councilman Shoemaker pointed out that since the ".faster
