Suspension on the issuance of building permits for any new buildings or additions to existing buildings within the current 100 -year floodplain upstream of the constriction weir that have not already received final approval/entitlements. 2. Any non -building improvements built within the current 100 -year floodplain upstream of the constriction weir that have not already received final approval/entitlements to comply with zero net fill, including conservative assumptions and safety margins.
