RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION
PLAN BY ESTABLISHING THE NEW CLASSIFICATION, PAY RANGE AND UNIT
ASSIGNMENT OF HUMAN RESOURCES ANALYST I, HUMAN RESOURCES
ANALYST II AND HUMAN RESOURCES ANALYST III AND ABOLISHING THE
CLASSIFICATION OF HUMAN RESOURCES ANALYST
WHEREAS, the City wishes to keep current its Classification and Compensation Plan;
and amendments and or revisions to the Classification and Compensation Plan are effective upon
approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and
responsibilities are appropriately allocated to the classification of Human Resources Analyst I,
Human Resources Analyst II and Human Resources Analyst III (as attached hereto and marked
Attachment A, B and C); and,
WHEREAS, the pay range and unit assignment for the classification as listed below, are
hereby recommended, effective with the adoption of this Resolution; and,

NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve
the amendments to the Classification and Compensation Plan as written in this Resolution
including the amendment in the Competitive Service of the Personnel System; and,
BE IT FURTHER RESOLVED, that this action is taken pursuant to Petaluma
Municipal Code section 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification
and~Rule V -Compensation), and that the notice of this action has been properly posted.
Under the power and authority conferred upon this Council by the Charter of said City.

Human Resources Analyst I
Summary
Learn to and perform professional human resources work in human resources program areas
including recruitment, examination and selection, classification, employee relations, salary and
benefits administration, training, workers' compensation, and workplace safety.
Class Characteristics
General supervision is provided by the Human Resources Manager;. responsibilities may include
the indirect supervision of support staff.
This class is the entry-level class in the professional Human Resources series. The incumbent
provides technical and professional human resources services to departments. This class is
distinguished from the Human Resources Analyst II in that the latter works independently on
assignments with a greater level of difficulty and or complexity and has a working knowledge of
rules, policies; procedures, and work practices at the City of Petaluma.
The Human Resources Analyst I is expected to obtain the knowledge and ability to promote to
the Human Resources Analyst II within one year from appointment.

Duties:
Plan, coordinate, and conduct the City's recruitment and examination activities.
Conduct various studies, surveys, and analyses, and make recommendations.
Develop and revise class specifications.
Assist and participate in employee relations activities, including negotiations.
Provide human resources support, services and information to employees, supervisors, managers
and the public in a variety of areas related to human resources.
Learn to interpret, apply and explain labor contracts, policies, procedures, rules and regulations,
and case law.
Learn to investigate complaints and prepare written reports.
Prepare and process agenda items for the City Council.
Learn how to administer the City's performance evaluation appraisal system.

Skills/Abilities:

law.
Proficiently use word processing, spreadsheet, and data base software programs.
Prepare and write reports, recommendations, policies, letters, labor contracts and
correspondence.
Continuously improve upon work procedures, practices, and methods.
Identify potential issues, formulate and recommend conclusions and solutions.
Work well under pressure and with competing demands and meet deadlines.
Communicate effectively both verbally and in writing.
Establish and maintain effective working relationships with those contacted in the course of the
work.
Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to sit, use the
computer keyboard and mouse, use hands to finger, handle, or feel, reach with hands and
arms, talk or hear, stand, walk, and stoop, or crouch. Occasionally lift and/or move up to 25
pounds. Specific vision abilities required by this job include close vision, distance vision, color
vision, peripheral vision, depth perception, and ability to adjust focus. Requires the ability to
work in an office environment where the noise level. is usually moderate.

Education and Experience
Any combination equivalent to education and experience is likely to provide the required

Summary
Perform journey-level analytical work in human resources program areas including recruitment,
examination and selection, classification, employee relations, salary and benefits administration,
training, workers' compensation, and workplace safety.
Class Characteristics
General supervision is provided by the Human Resources Manager; responsibilities may include
the indirect supervision of support staff.
This class is the journey-level classification in the professional Human Resources series. The
incumbent provides a full range of human resources services to departments. The Human
Resources Analyst II is expected to work independently and to exercise considerable judgment
and initiative in the performance of his/her duties. This class is distinguished from the Human
Resources Specialist in that the Analyst works independently on assignments with a greater level
of difficulty, complexity and responsibility. Incumbent will have the primary responsibility to
oversee the recruitment and examination program.

Summary
Perform advance journey-level professional human resources work of difficult and complex
nature in the areas of recruitment, examination and selection, classification, employee relations,
salary and benefits administration, training, workers' compensation, and workplace safety.
Class Characteristics
General supervision is provided by the Human Resources Manager; responsibilities may include
the indirect supervision of support staff.
This class is the advanced journey-level in the Human Resources series. The incumbent in this
class will have considerable latitude for independent judgment and action providing the full
.range of human resources services to departments.
Essential Duties, Skills, and Demands of the Position
The duties, skills, and demands described here are representative of those that must be met by
an employee to successfully perform the essential functions of this job. Reasonable

Duties:
Consult with and provide direction to management and supervisory personnel in a variety of
areas related to human resources.
Participate in employee relations activities, including negotiations; recommend appropriate
courses of action to be taken under the direction of the Human Resources Manager.
Conduct classification studies of a complex nature; analyze duties and recommend appropriate
classification; prepare summary report of findings and recommendations.
Conduct various studies, surveys, and analyses, and make recommendations.
Arrange or conduct supervisory and management training related to human resources
management.
Interpret, apply and explain labor contracts, policies, procedures, rules and regulations, and
case law.
Investigate both formal and informal complaints; make findings and recommendations.
Prepare administrative policies, labor contracts, written reports with recommendations,
