Brown, City Manager Agenda Item #4.A SUBJECT: Resolution Recommending Appointment to the Mayors' & Councilmembers' Association to Fill Vacancies on the Local Agency Formation Commission and the Newly Created Countywide Oversight Board for Successor Agencies RECOMMENDATION It is recommended that the City. Council adopt the attached Resolution Recommending Appointment to the Mayors' & Councilmembers' Association to Fill Vacancies on the Local Agency Formation Commission (LAFCO) and the Newly Created Countywide Oversight Board for Successor Agencies, and giving the Mayor or his designee authority to vote on late nominations received at the Association's April 12, 2018 meeting. BACKGROUND The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills vacancies on various local or regional Boards or Commissions when the terms of office expire or upon resignations. Letters of interest are circulated to all cities by those elected officials wishing to serve, followed,'by the cities voting on their recommendations at an upcoming meeting of the Association. City Selection Committee (County appointments): 1. Local A2ency Formation Commission (LAFCO), to fill expired 4 year term (May 2018) held by Pam Stafford (Rohnert Park). Letter(s) received from: • Pam Stafford (Rohnert Park) 2. NEW -Countywide Oversight Board for Successor Agencies—Boardmember, one position. No specific term. Letter(s) received from: • David Cook (Sonoma) • Chris Rogers (Santa Rosa) 3. NEW- Countywide Oversight Board for Successor AlZencies —Alternate, one position. No specific term. Letter(s) received from: 0 no letter received for this specific appointment Per the County, "We are in the process of implementing a Countywide Oversight Board Consolidation that will be effective July 1st, 2018. In accordance with Senate Bill No. 107 (SB 107), Health and Safety Code Section 341790, the 10 oversight boards currently in place in Sonoma County will consolidate into one Countywide oversight board commencing on and after July 1, 2018. The County Auditor -Controller is responsible for staffing the consolidated oversight board but has the option of delegating the responsibility to another County entity or to a city within the County after consulting with the Department of Finance. In accordance with the code, one of the Oversight Board appointments may be made by the city selection committee established pursuant to Government Code Section 50270." ATTACHMENTS 1. Resolution 2.
