SUBJECT: Resolution Recommending Appointment to the Mayors' & Councilmembers'
Association to Fill Vacancies on the Local Agency Formation Commission and the
Newly Created Countywide Oversight Board for Successor Agencies
RECOMMENDATION
It is recommended that the City. Council adopt the attached Resolution Recommending
Appointment to the Mayors' & Councilmembers' Association to Fill Vacancies on the Local
Agency Formation Commission (LAFCO) and the Newly Created Countywide Oversight Board for
Successor Agencies, and giving the Mayor or his designee authority to vote on late nominations
received at the Association's April 12, 2018 meeting.
BACKGROUND
The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills
vacancies on various local or regional Boards or Commissions when the terms of office expire or
upon resignations. Letters of interest are circulated to all cities by those elected officials wishing to
serve, followed,'by the cities voting on their recommendations at an upcoming meeting of the
Association.
City Selection Committee (County appointments):
1. Local A2ency Formation Commission (LAFCO), to fill expired 4 year term (May 2018)
held by Pam Stafford (Rohnert Park). Letter(s) received from:

2. NEW -Countywide Oversight Board for Successor Agencies—Boardmember, one
position. No specific term. Letter(s) received from:
• David Cook (Sonoma)
• Chris Rogers (Santa Rosa)
3. NEW- Countywide Oversight Board for Successor AlZencies —Alternate, one position.
No specific term. Letter(s) received from:
0 no letter received for this specific appointment
Per the County, "We are in the process of implementing a Countywide Oversight Board
Consolidation that will be effective July 1st, 2018. In accordance with Senate Bill No. 107
(SB 107), Health and Safety Code Section 341790, the 10 oversight boards currently in
place in Sonoma County will consolidate into one Countywide oversight board commencing
on and after July 1, 2018. The County Auditor -Controller is responsible for staffing the
consolidated oversight board but has the option of delegating the responsibility to another
County entity or to a city within the County after consulting with the Department of
Finance. In accordance with the code, one of the Oversight Board appointments may be
made by the city selection committee established pursuant to Government Code Section
50270."

WHEREAS, vacancies have occurred on various Boards and Committees due to term
expirations or elected members leaving office; and
WHEREAS, the appointments will be considered by the City Selection Committee at the
Mayors' & Councilmembers' Association meeting on April 12, 2018; and
WHEREAS, letter(s) of interest have been received and considered by the Petaluma City
Council.
NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council does hereby
recommend to the Mayors' & Councilmembers' Association for the following appointments:

• Countywide Oversight Board for Successor Age ncies —Boardmember:
• Countywide Oversight Board for Successor Agencies —Alternate:
BE IT FURTHER RESOLVED that the Petaluma City Council authorizes Mayor David
Glass or his designee to vote on late nominations received at the Mayors' & Councilmembers'
meeting on April 12, 2018.

RE: Letter of Interest - Countywide Oversight Board for Successor Agencies
I write today requesting your support for a position on the Countywide Oversight Board
Consolidation. In accordance with SB 107, Sonoma County's remaining oversight boards
will be consolidated into one countywide entity.
For the last decade, I have had substantial experience working with the Department of
Finance and legislature on the impact state legislation - including the dissolution of
redevelopment agencies - has had on local government. My unique background and
relationships would mean that Sonoma County's cities are well represented on this
important board.
