of the City of Petaluma, California
ADDING THE TEEN COUNCIL TO THE PETALUMA YOUTH COMMISSION,
FORMING ONE YOUTH COMMISSION AND
REPEALING AND UPDATING ENABLING LEGISLATION
WHEREAS, the City Council created the Teen Council and Youth Commission by
resolution in 1999; and,
WHEREAS, it is the objective of every healthy community to support and advance the
development of all of its young people; and,
WHEREAS, the Petaluma community has many activities and organizations that address
specific youth and their needs, and collaboration among these activities and organizations should
be encouraged and coordinated; and,
WHEREAS, young people and their families benefit from improved knowledge of and
access to services; and,
WHEREAS, the City Council wished to clarify the duties, authority, composition,
voting, terms, vacancies, and criteria for removal for all City Boards, Commissions, and
Committees.
NOW, THEREFORE, BE IT RESOLVED that:
1. Repeal. All previous resolutions relating to the City's Teen Council and Youth
Commission ("Commission") are repealed and superseded by this resolution to the extent
that they contain provisions that conflict with this resolution.
2. Merging. The Teen Council is added to the Youth Commission, forming one Youth
Commission.
3. Continuance of Current Terms. Subject to the terms of this resolution, current
members of the Youth Commission shall continue to serve for the remainder of the terms
to which they have been appointed.
4. Composition. The Commission shall consist of twenty-two members, as follows:
® Seven adults (ages 21 or older), and fourteen youth (eighth grade through age 20)
shall be appointed by Council from the community at large. Members shall live
within the local school district boundaries.
® One member of the Recreation, Music, and Parks Commission (RMPC), selected
by the RMPC, who shall serve as liaison between the Youth Commission and the
RMPC, and who shall not be a voting member.

5. Selection Process. In April of each year, notice will be provided announcing upcoming
openings on the Commission (by means of networking, articles, flyers, advertising, and
other means). During the month of May, asub-committee of the Commission will review
applications and interview candidates. Recommendations will be conveyed to the City
Council who will conduct final approval of all Commission appointments.
6. Mission. The purpose of the Commission is to be an advocate for the well-being and
development of youth through the age of 21, in the City of Petaluma in the five areas of
their mission: health, safety, recreation, jobs, and community engagement.
7. Duties/Authority. The Commission's duties shall include education, public relations and
fundraising relating to issues of importance to youth in the Petaluma community,
providing advice to the City Council regarding such matters, and such other duties as
may be prescribed by ordinance, resolution, rule or direction of the City Council. The
Commission's duties do not include oversight of the Petaluma staff or operations. The
Commission has no authority to employ any person or incur any expense or obligation
without the approval of the City Council. The commission shall have the right to
establish such procedures and regulations as it deems appropriate for the conduct of its
meetings, the selection of its officers and the performance of its functions, consistent with
applicable law, including all applicable City ordinances, regulations, rules and/or
direction of the City Council.
8. 'T'erms. The terms of office of each member, other than the Recreation, Music, and Park
Liaison shall be two years. The Recreation, Music, and. Park Liaison shall be appointed
annually by the Recreation, Music, and Park Commission to serve aone-year term from
July 1 -June 30. The members' terms shall be staggered such that the terms of no more
than ten members shall expire in any given year. Notwithstanding the expiration of a
member's term pursuant to this provision, and subject to provision 8, members shall
serve until a successor is appointed by the City Council.
9. Resignation/12emoval. The City Council may declare the office of a member vacant:
upon the resignation, death, disability that results in the inability of a member to perform
her/his duties; loss of residency or other status required for the member to be eligible to
serve; unexcused absence of a member from three consecutive regular meetings of the
Commission; or for any other reason in the Council's sole discretion.
10. Vacancies. Upon declaring a Commission seat vacant for any reason, the Commission
will implement the selection process and the City Council shall. thereupon appoint a
qualified person to fill the vacancy for the unexpired term.
11. Quorum/Action. A quorum of 11 members is required to meet and conduct business.
Fewer than 11 members or if no members are present, staff to the Commission, may
adjourn meetings of the Commission in accordance with all applicable requirements of
the Ralph M. Brown Act (California Government Code Section 54950 et seq.). All
actions or recommendations of the Commission shall be made at a meeting at which a
quorum of the Commission is present and shall be made by majority vote of the members
present. A tie vote shall constitute no action on the motion, proposed action or
recommendation.

12. Staff. The City's Parks and Recreation Department shall advise and support the
Commission as appropriate in the performance of its duties.
