ROLL CALL Present: Councilme n Schwobeda Absent.: None. DIVOCATION : Adams, Bigelow; Brown, Gustafson- Norwood., and Mayor Schoeningh. Invocation was given by Father Godfrey Hartzell, Episcopal Church; ` APPROVAL OF MINUTES 11inutes from the meeting of April 4, 1955, were approved as recorded. PT IBIJG HEARINGS : Wee'd.. Abatement is- eing the time and place set for hearing protests the City Clerk reported that no' written protests had been filed. Mrs. Smith asked what means of weed abatement was going to be employed by the City this year, stating that she had had an unfortunate experience with the Cityls burning procedure once in the past. Mayor Schoeningh explained that the City did not want to irradicate the weeds on anyone's lot, but was merely doing so as a.safety precaution when the property owner did not take care of the matter. He stated that she could probably have the work done herself at a much more reasonable price than what the City would charge to:do it, as bookkeeping costs would be added to the bills. At Councilman:Adamst" request,, Mr,, DeCarli described his.new burning process to the Council, explaining that it was not as yet perfected. Director 7 6f - Public :Works ; Don .Baird,, speaking on behalf of several - p:eople who `:dould -not' att`en'd .: th'e meeting, explained that these: persons were: desirous of leaving the grass on their property to be used a little,later for hay. -City Manager Ed Frank and Don. Baird were then directed to draw up an agreement with those property owners who desired to use the grass for hay, but setting June 15, as.the date when the lots must be cleared; whereupon, Res. #1471 N.C.S.. introduced by Councilman Norwood, seconded by Councilman Brown,- entitled, t4RMOLUTION ORDERING ABATEMENT OF NUISANCES, CONSISTING OF 1 GROWING AND RUBBISH, REFUSE AND DIRT EXISTING UPON THE STREETS, SIDEGVALKS,. After considerable discussion on.the subject, earl Brooks gave his op n on.that the Council did not*have. the jurisdiction to adopt the resolution approving this subdivision map as the plan of the subdivision was contrary, in part, to both the subdivision ordinance and'the zoning ordinance; therefore, a variance would .have to be passed on the matter before voting 'on the`.r'esoluti on. The resolution .was withdrawn and the subject- deferred until the adjourned meeting of Monday, April 25, 1955. Director of Public 'v orks Re Establishing o on Storm Sewer Costs Leer dated .4prll 18,5, asking Counc_1 to establish a pol�_cy on, storm, sewer costs for future subdivisions, read*and filed. Mayor Schoeningh stated that the Council had only recently received this letter and asked that the Council address any 1. questions they ,ini.ght have to the Director of Public V+'o.rks for his clarification at this time. The i,Iayor also directed b1r. Baird to submit a small map of the area to the Council, indicating the probIleM there, so that they could more intelligently form a policy on the matter. Counc,ilm Adams suggested that.a review also be made of subdivision policy'and that -it be discussed at the same time the sewer policy is discussed. Mayor Schoeningh mentioned that this letter was merely for the information of the Council, and added that he believed it would `be a good idea for a fei of the Council members to be present at the meeting of the property owners to be held on April 21.
