to order by Mayor Schoeningh.
ROLL CALL:
Present: Councilmen Adams. Bigelow, mown., Gustafson, Norwood
and Mayor Schoeningh.
Absent: Councilman King.
APPROVAL OF MD\
After having been corrected by the City Clerk., as directed,
minutes from the meeting of August 9., 1955, were approved as
recorded.

reports for 1954-55, read and filed.

Recreation &,Par.ks Dept. were submitted and filed.
A: suggestion of Mayor Schoeningh, 'conTlents and questions
on the reports were postponed until the first meeting in Sept.
CONSIDERATION OF UNFINISHED 9,JSINESS:
Tay, Rate 1955-56 - Committee Retort
Councilman Brown, Cfiairiyan of the Committee appointed to study
the 1955,-56 rate, re ported that a letter had been received
from the County Assessor's office outlining the'revised figures.
After computation of these figures b7 - � the City Manager, the
Corilmitte'e',rezommi I �nded setting the rate at 81.65 per,$100.00,as.sessed
valuation Councilman Brovin explained that,' although this rate was
- 8.20 lower than last yeaxis rate, the actual 'amount - of taxes
collected Would be approximately the same; to-h _ igher - appraisals
this veAr. The' dou with this recommendation.'
City Attorney Karl' Brobks was directed to - prepare an ordinance
for introduction, , at the adjourned meeting of August 29, 1955,

Re Parking - Dist. #1.955 ®1
Att rney.Eugene Sturgis informed the Council that he.had
endeavored-to obtain options or - contracts on the various parcels
that were to be obtained for the parking -district and after -doing.
so., had learned that the total cost of the bond issue'would''be
aiD 1271, 000. 00. instead - of $220, 00 00 which was the
original estimated cost. He'.stated that he believed the Council,
should keep,the bond issue as close to the original estimate as
possible, and made the following recommendati lowering the
cost:
(1) Eliminate 40i of'the Vons'en lot because there a very
severe question of the City having to pay severance damage-, due to
the way in which the ownership of the property is vested, na,
stated that this procedure could run into a considerable expense
on 'the part of the City which would not warrant.. the acquisition of
the property,-and that.,this 40 would probably.cost greatly in
excess of the cost of the balance of the lot,
(2) Eliminate the old City Hall site as Councilman Brown had
suggested that.the City would have enough money to make this into
a parking lot without it's being in the parking district.
(3) Eliminate the North Main Street lot, due to the fact
that there had been considerable controversy on this parcel.
(4) Purchase the Gervasoni property on Main Street as he
believed the price being asked is fair and the parcel is a logical
piece of property to include in the district.
Mr. Sturgis explained that, if the Council were to eliminate
the North Main Street lot, the old City Hall site and 40 of"'the
Vonsen property as herecommended, this would reduce the bond issue
to approximately $207,000-00. He advised the Council to make
a decision as soon as'pos as to the properties to be
acquired and inform the property owners accordingly.
Councilman King joined the meeting at this time, and Mr, Sturgis
reiterated his recommendations for his information.
After thoroughly discussing the subject, a 5 minute recess was
called.
Durin.c the discussion,,C. B. Brake and Stewart Stone, two of
the people who were instrumental in circulating 'petitions for the
parking district, appeared before the Council. Both spoke ift.favOr
of keeping the North Main Street lot in the district. Mr. Brake,
also expressed an opinion that the entire Vonsen-lot should be
purchased, if possible.
It was the decision of the Council to eliminate the old City
Hall site, eliminate 40 of the Vonsen lot and have the City Engineer
check on the property near the Gervasoni parcel to determine if any
of these lots could be obtained at a lower price, this could then.
be used for a walkway or driveway from Main Street to Water Street,
Councilman King did not concur with the rest of the Council on
this procedure. He stated that he believed this bond issue should
be put to the vote of the people of Petaluma.
The City Etmg ineer was directed to check the properties on-the
East side of Main Street to compare them with the value of the.
Gervasoni lot and the purchase - price which had been quoted. in
the meantime, the Council was to determine whether they should
or should not eliminate the North Main Street lot.
The matter was deferred until the adjourned meeting of
August 29, vilien-the City Engineer would submit hi's report and
further discussion on the matter could take Place.

I - t - the reques -Norlriood, introduction of an
ordinance to revise subdivision fees was deferred until the meeting
of August 29, for further study.
Re LandscaDin� Plalqs New Police 'Station
Plan for .landscaping of the new Police Station were submitted
and filed.
In answer to the request of Councilman King, the City Manager
explained that this plan was the same as the original devised by
N1r..Leiser, and that none of these items would run enough to
warrant the necessity of putting the workout to bid..
ADJOURNMENT:
There,being no further business to come before the meeting,
the meeting was adjourned to Monday, August 29, 1955, 7:30T.M
