Army Engineers,, and Congressman Scudder were present., Although this matter was not on the agenda for this meeting' Mr.. Frank explained that it-had just been received and that he had asked the City Attorney to prepare a resolution on it in.order to get it before the Council. Said resolution was introduced by Councilman King but failed for lack of a second. Mayor Schoeningh asked that the members of the Council study the matter and with the consent of the Council it was ordered placed on the Agenda for the next Council meeting. Cou King questioned claim, S,94* for the installation of a hydrant at Middlefield-and Steven Drive. I't was explained by Chief Nielsen that this'hydrant,i not in a sub- division but is a part of the 1954.Southeast-Annexation. He also questioned claim T818 Duncan Parking, Meter Corp. for $150.00. representing the monthly payment under a lease contract . 9 questioning the right of the City to award a contract over $750.00 without advertising for bids thereon. City Attorney Karl Brooks. stated t * that probably the only way it could be determined was if someone woul file a taxpayers suit. A question regarding the infrequent use of the fire alarm.system for turning in fire alarms was brought up by Councilman King.
