GOuncliman Brown reported that the Council Committee had had a meeting with Mr. 'Dondero and Mr. Gene Benedetti' of the Petaluma Coop- erative Creamery. Ail present were of the opinion that the street should be improved with,new.,curbs.,.,utters and sidewalks, proper drainage and sewer. er. A discussion followed brought up by Councilman Brown.,, regarding a ditch al(ing Washington 8t. Which the Highway Como and County had cleaned 'out half way*to the end of the Novak property. Councilman Brown was of the opinion that* -the -subdivider should clean out the ditch the remainder of the distance. The Dir. of Public ork' a s and City Eng,"stated that the subdivider had been notified that this - would probably be a requirement for.subdividing. He also'nat-odthat the subdivider plans to deed a 25 strip.. Which includes. the ditch all the way up, to the City, which , would necessitate 'the .-City's 'clean- ing the ditch annually. He further stated that the subdivider'lhad been informed that a curb will 'be required along E Washington St,; so that the street itself will-not slough off into the ditch. Councilman Brown again questioned whether or not this request forfunds might jeopardize the government appropriation for complete . of the Petaluma River -- next year,; that. the River is commencing to.'fill'up this year and that it. must be dredged next year; that he recalled that money for dredging in 1952 was short and it Was difficult to obtain funds for it. .Mr. Eales of the Poultry Producera.pointed out that this.p'roject would not entail h-of an expenditure, -probably somewhere between six and seven 8 J. - thousdnd'dollar and that Mr. Vredenburg of the U. S. Army not - indicate that, - 1 t Would. interfere with I anything, I in the .future. That .in the past the, Government had done. certain emergency work advance' of their subsequent dredging. Following 4 general discussion of the matter, including the need for dredging the River"ne'xt year; the tonnage on the River at the present time; the procedure for securin a government appPopri- ation for''fuiid-s for dredging,; and the advisability of Congressman I S cudder regardin& next,year's dredging project the C-Idrik called the yoll on the proposed resolution with the following results: (2) I September 13, 1955 Ayea: Councilmen Brown *,.Gustafson, King, Norwood, and Mayor Schoeningh, Noes_: None. Absent: Councilmen Adams and Bigelow. *Councilbadn Brown refused to vote on the above resolution, whereupon it was recorded as an affirmative vote. - At - the .suggestion of Councilman Brown, the City Manager was requested to invite Congressman.Scudder to attend a luncheon at the earliestr date,, with.,members of the City Council, to discuss the need for dredging Petaluma River next year. Annual Reports 1 1 Iri connection With the annual . reports of the various City Depart - ments, Mayor S choeningh commended' C ty,., , Manager Ed Frank for the efficient manner in which all of the `departments were operating and for the good relationship between his office and the entire city personnel. Mayor Schoeningh also called attention to the many hours the City Manager devoted.to the business..of the City. He also compli- mented the various departments , of -the 'City. Councilmen Brown, Norwood and Gustafson expressed the thought that this year's reports were the best so far submitted.- Councilman Norwood,regretted that the general public is not made aware of the amount.of work accomplished by the various departments of the City. Councilman King stated that -he was disturbed {: a statement in the report of the.Depta of Public Works that certain piiuses of engi- neering were two years behind. He felt' that the City is either overloading the department or understaffing it and suggested that an investigation should.be made to.determine the reason for it.. He also stated that with the additional help in.the Park Department'he hoped that our parks would.show. impr.ovemenV this coming year. The matter of the app cation of the Petaluma Building Material .Co. for a permit to construct a conrete platform on property .located on "E and'First Sts. was discussed. Mr. Larry Fostmeier, Contractor, was advised to file a formal application for said permit, ,sp,id to be acted upon by the City Council. Re: Available funds - old City Hall parking lot impv. Councilman Brown submitted figure's and recommendations to show available funds for improving the old City Hall Site as a parking lote He reviewed the budget for 1954 -55 recommending that the City Clerk transfer to the General Fund from the Parking Meter Fund the sum of $8476078 due the General Fund for 1954 -55 operating costs; and that she further transfer the sum of $1875.00 from the Parking Meter Fund..to the - General Fund in payment for the sale of the old City Hall. He further recommended that the budget for the Parking Meter Fund for the year 1955 -56 be revised to eliminate the salary of one officer, (the salary of the other officer to be paid from the General Fund, .the.funds therefor to be•obtained from a transfer from Unbudgeted Reserve to General Fund) and the total estimated expendi- tures for 1955 -56 total $12, 000..instead ' $14.,'390. Councilman Brown felt that- a $12,000. reoccurring expense would be a more reason able'figure and more attractive to bond buyers. This, plus the cost of rocking the "A" and Keller St. lot of $1044.32'. and the reserve fund for Parking'Meter District Bonds of $10,000 would leave an :unbudgeted reserve of, 10,549.99,or plenty of money to improve the old city hall site,.but Would not .include meters. He suggested that the meters now in the Vonsen lot; which.would be replaced by new meters, could be , put.in the old City Hall site. He further re- commended that the lot be fixed up with curbs, black top, etc. as soon as possible. (3) o.� September 13, 1955 There being no objection, the matter was referred to the City Attorney to draw up the proper legislation. A question raised by Councilman King regarding the improving of the old site and its involvement with the Parking Meter District was referred to Sturgis, legal counsel. It was pointed out by Mr. Frank that the map of the district had not been approved.as yet, and that the map and district is being revised. Complaint - re:­'_ one hour meters Councilman Norwood reported that he had had numerous complaints from people in the area in which he works and parks objecting to the one hour meters. He also stated that he believed there should be some representation from the City Council on the Traffic Committee. Following,this suggestion Mayor Schoeningh. appointed Councilman Norwood to meet with the Traffic Committee. Mrs. Hyland addressed the Council inquiring as to whether or not any changes had been made in the sewer connection fees affecting residences. She objected to the fee of $50. per year. . Councilman Norwood.stated.that he had made -a request to the engineering department to ascertain as nearly as they could the cost per connection within the city. Councilman King stated that he had learned that the charge for sewer connections at Cotati is $5.25 per month. No further action taken pending further information as to costs per connection within the City.
