Mayor Schoeningh Absent: Councilmen King and Norwood. PUBLIC HEARINGS Parking District #1955-1 Re Boundary Changes Ts being the' time and place 'set for hearing protests on the changes'and modifications in th6 acquisitions or improvements to be made and in the boundaries -of , t;.he,., district 'in Parking District No. 1955-1 the Clerk announced that 'there had been no,written - objections. Mayor Schoeningh invited anyone wrio -wizhed-to.protest' these changes, to do so at this time. There being no objections to the proposed changes the. Mayor then invited anyone wishing 'to express • favorable''opini to do so Mr. Georg ge i k Chairman of the Planning Commission, and • K-n Die erspn, n tucky Street mercha 'ad 68 1 sed the Council, stating that he felt immediate action 8h6uld'be taken on this project. Mr. C. B. Brake, manager Of'Carithers, remarked that he was most heartily in'favor of,Ehis project. Mayor Schoeningh stated that thO Council was' contemplating CD some sort of off-r-street parking for the North Main Street merchants as soon as possible.. At request. Councilman Adams;, City Manager. Ed Frank: was directed" 'to check on the possibility of using a portion of Hill Plaza Park for off-street parking. The following resolution was then read and adopted: Re #1575.' IvLr. Eugene Sturgis explained the next step in the formation of.the parking district was an "ordinance ordering the issuance of bonds and their sale. Mr. 'Sturgis hoped to have this ordinance ready for introdUction'b'y the midd November. CONSIDERATION OF BIDS: 2pham Street Reconstruction The ��ANF announce that , One bid had been received. The bid of Don Dowd Company, Sebastop9l .in 'the total amount of $12,259.40 was then opened'and read Mazyor Schoen,ingh appointed the following committee to study the bid,' together with the City Engineer and City Manager as advisors. UEham Street Reconstruction - The meeting was adjourned for 5 minute giving the Committee time to study the bid. Mayor Schoenin 9 h called the: 'to order -once more, and ' the Committee announced their recommendation that the bid be rejected. Councilman Brown,stat that the City Engineer had. informed--the Committee that his estimate for this work had been only$1,600.00, and h ' e felt that his department could do the work w ith the aid of some of the local - contractors. There being - no objection therecommehdation of,the Committee, the City Attorney was directed - to draft a resolution rejecting the bid of the Don Dowd Company. Councilman Bigelow brought up the problem? of keeping the merchants and employees' cars ' out of the 'IA" Street lot during the shopping season so it be free for the use of shoppers. The Mayor felt ,that this might be accomplished through some sort of a publ icity campaign on the subject.
