ROLL CALL: Prbsent:.Councilmen Adams, Bigelow, Brown,,. Gustafson, King and Mayor So 4ingh. Absent,: Councilman Nor'w 6od. APPROVAL OF MINUTES: Minutes from the meeting of November 21, 1955, were approved as recorded. REPORTS OF CITY OFFICIALS: City Manager 0 Report re Lighting City Hall Ground rounds - d"'*h -- - (7, ty Manager Ed Frank report at he had received a rough estimate from two or three concerns on the electrical work involved in this project, based on the lighting p . lan 3 . 0' out from the building for approximatoly'$400.?00. He stated that it was suggested by the' City. Auditor, City Engineer and himself, that funds for the project should be derived from Dept. Reserve in,Building Maintenande, bud 13,5 71 I got eo 7he Council unanimously agreed 1hat the work should be started in time for the project to be Completed for the Christmas Holiday Season. Mr. Frank was Christmas , ­"­ directed to see that this matter was taken care of as soon as possible. ,Director of Public Works Report re Cost of Parking Area - Hill Plaza Park Mr. Frank stated that the Council 'hdd`received copies of the estimated cost fo r providing par'king'area along the Main Street side of Hill Plaza Park and also the upper level of the P ark-. City Attorney Karl Brooks - informed the Council that he would need a definite plan to go by, b,0,fore he could determine whether or not. it would be legal to:prpceed with said plan to provide parking area i n Hill Plaza,Park.,. Mr. Brooks aiso'stated tha(s6mo kind of test suit should, be brought to decide the question. Councilman Norwood entered the meeting. The time Was approximately 7 P. M. Mr. Frank reported on the Farrell lot,. corner of Martha and Main Streets, st�ating'that he hddbe the ' could be leased by the City for a period of :6 months or 1 year at the ;rate of $50.00 per 'month. This lot would provide parking spaces for 12 cars. ars M Fra'nk,and. Councilman Norwood also mentioned several 'of ,th�`,-"Nc;rth I Main Street m6r6ant's' were 'pre sent at the time Mr. Farrell -was contacted regarding the leasing of the lot, and that they had seemed quite satisfied with this solution to the ]North Main Street parking situation.. With the exception of Councilman King; the Council favored the idea of leasing �g the lot on Martha and Main Streets on', a 6 month or 1 year basis to det.-rmine% if this would take care . of the'-North Main - Street parking needs. Cour".icilman King "expr essed the opini0ii that the paiking problem for'North Main Street was "not. as serious as suggested but felt the merchants on North Main Street were dispjOasOd at having beon cut out of thO parking district. The City Manager was directed,tp,p'r with negotiations to lease the Farrell lot at no more than $50.00 per month. At- the request of Councilman Brown, a letter which had been. submitted -by the Freeholders on Nov: 21, 1955, was reread: Councilman. Brown,,then referred to a. portion of this letter, pointing out thdr -their budget of $1.500.00 was set on a roviso ,that in case it would ,be insufficient, they would have the privilege of coming ;back:,and asking the Council for .more ,money. Councilman Brown stated that he-believed:7if this. resolution were passed, the Council would be giving - the Freeholders t$is assurance,; therefore, he would vote "ino". Councilman Gustafson believed 'the Council would merely'be voting on the lesoTiltion; aid that.the vote should have no bearing on the statements set forth, is the, letter. The resolution was then read by the Clerk and defeated as follows: Res. #1.595, N.C.S. introduced by Councilman King,' seconded'by Councilman Adams; entitled, "RESOLUTION APPROVING BUDGET FOR BOARD OF FREEHOLDERS. " defeated,by the following vote.:,' Ayes: '.Councilmen 'Gustafson and King. 'Noes: Councilmen Adams, Bigelow, Brown,. Norwood and Mayor Schoeningh. Mayor Schoeningh again explained that it was the amount, rather than the idQd, of. this resolution which had caused its defeat. Mr. Robert Brunner at this time entered the Council. Chambers and requested to know, what action had been - taken on the resolution regarding the Freeholders'' budget.
