City Hall - Petaluma, Calif. .Adjourned meeting of the Council of the City of Petaluma called to order by Mayor Schoeningh: BOLL .CALL Present: Councilmen Adams, Brown, Gustafson, King, Norwood and Mayor 'Schoeningh. Absent: Councilman Bigelow. APPROVAL OF MINUTES: Minutes from the meetings of May 31, 1956, and June 4, 1956, were approved as recorded. CONSIDERATION OF BIDS: Opening of Bids re. Constr. of Levees, Installation of Spillway Structures & Repair of Existing Levees to Receive' Spoils re Dredging of Petaluma River. This being the time set for opening of bids re above subject, the following nidls were opened and read by the Clerk: M, Amaral,.. Petaluma $550.00 C. S. Phillips Constr, Petaluma 650.00 Ghilotti Bros., San Rafael 625.00 To a question. ty Mayor Schoeningh, City, Engineer Russell Ingram explained that the levee and spillway which have already been constructed for this project were built, even stronger than required by the Army Engineers. Mr. Ingram also explained that, as he understood the situation, the City was not responsible for maintenance, etc. ; of these levees after their- construction. After discussion as to °whether or not it would be necessary to pass legislation accepting the low bid of M. Amaral, City Attorne.y' Edouard Robert determined it unnecessary because of the small_ amount involved.' It was therefor understood that the" work would be done by Mr. ; Amaral. Sales & Use Tax Ordinance did not read correctly. Mr. Robert went' on to explain that after' checking On the matter, the State had informed him that our ordinance had been misinterpreted and was in order - therefor, no amendment would be necessary. (2) 4-27 June 11, 1956 CO NSIDERATION OF UNFINISHED BUSINESS: "A St. Parking Lot _ Completion of Same Riyor Schoeningh stated that some members of the Council had questioned the workmanship on this lot, noting that there were quite a few cracks in the pavement there. Mr. Ingram explained that these cracks were not due to faulty materials or poor - w"orkmanship. The cracks in question had been caused by a cement truck which had gone over the pavement. Mr. Ingram expressed his belief that the lot would, hold up fine under normal useage; whereupon, Res. #1693 N. C. S. introduced by Councilman Adams, seconded by Councilman_ Brown, entitled, "-RESOLUTION ACCEPTING COMPLETION OF CONTRACT FOR THE CONSTRUCTION OF A VEHICLE PARKING LOT ALONG THE WEST SIDE OF "A" STREET BETWEEN 4TH AND.STH STREETS, AUTHOR - IZED BY ORDINANCE NO. 415 N. C. S. " was read and adopted by the following vote: Ayes: Councilmen Adams, Brown,, King, Norwood and - Mayor Schoeningh. Noes: Councilman Absent: Councilman- Bigelow. Calif. Water Service Co., Service Area Mayor Schoeningh reported on a meeting with representatives of the Calif. Water Service Co. which had been attended by the City Manager, Director of Public Works and himself. `The Mayor stated that it had been explained by Mr. Dodge,. First Vice- President and General Manager of, the Company, that the Company is willing and prepared to serve any area within their "service area ", as outlined on their service area map, but they*are not now prepared.and will.not serve any area outside the "service area Mayor Schoeningh stated that the Water Company is willing to have a representative attend a meeting of the Council to answer any further question .on the subject. After some discussion on the subject, it was decided that a Citizens' Committee should be appointedfirst meet with representatives of the Water j''ompany and the .Council, - :and the snake a thorough -study of the situation. A;t the suggestion .of Councilman. Adams, the City, Attorney and City Mana were directed 'to consult the Public Utilities Commission to obtain further 'information on this* matter. � Referring to a recent letter written to the. Board of Supervisor?, regarding road tax, Councilman King remarked that he did not believe the City Manager should write such a letter without first consulting the Council for their approval. Mr. Frank explained that this was'a routine letter which was sent to the .Board of Supervisors each year.
