READING OF THE JOURNAL: The minutes tFie last regular meeting of July 16th, 1945, were read* and approved as recorded. REPORTS OF .OFFICERS: The monthly reports of the Auditor, Treasurer, Pound-master, Rodent Exterminator, Chief of Police, and Police Judge were read and filed. The Clerk reported the filing of Affidavit of Publication of Notice' to: 'Bidders re- plumbing repairs to the City Jail. ; The annual report of the Board of Library Trustees was read arrd­ filed. REPORTS OF STANDING COMMITTEES: e Finance omm ttee su mitted its report, whereupon Resolution #5743 C.S. introduced by Councilman King, seconded by Councilman Brown direct- ing the Auditor to draw warrants (Nos. 126 to 291 inclusive] 11 . against the various City Funds in payment of claims allowed and approved by the Finance Committee, adopted by 6 affirmative votes, 1 absentee. PETITIONS AND COMMUNICATIONS: Complaint re crowing I roosters: Letters from Mr. and Mrs.' Ralph Gardner of 623 Baker St., complaining about crowing roosters in their neighborhood, read filed and laid on table for further study. Communication signed, "A Third St. Taxpayer" calling attention to a broken electrolier on 3rd Street, as well as a fire hazard. near Kenney Court, read and filed. Councilman Myers, Chai -rman of`the Lighting Committee, reported that the electrolier in question .had been knocked down three times last year and repaired at the,ex- pen of the lCity. He recommended that the electrolier be removed and in another location, or capped and forgotten. The matter was left in the hands of the Lighting Committee with power to act o Communication from the Petaluma Woman's Club, regarding the architecture of the new City Hall and.Auditorium, was read and filed for .further consideration. Communication from the Dept..of Commerce, Office of Surplus Property, inviting the City to send one or more representatives to a meeting to be held in Santa Rosa on August 8th, to explain the proceedure to be taken in obtaining surplus property, re ad and filed. Resignation of H. T,. Bradberry as a City, read and filed, and Resolution #5744 introduced by Councilman Penry, seconded accepting said resignation, effective as adopted by 6 affirmative votes, 1 absent( Police Officer of this C .S. by Councilman Deiss,. Of July 31st, 1945, ;e. Petition of the Veterans' Welfare Board for the cancellation of taxes assesed to Joseph M. Daniels, read and filed, and Resolution #5745 C.S. introduced by Councilman Deiss, seconded by Councilman Penry, determining that said petition be granted and directing the City Assessor and Tax Collector to canc6a all taxes against said property described in the resolution, adopted by 6 affirmative votes, 1 absentee. . "NEW "`'BUSINESS : pening ids - City Jail plumbing renovation: This being the time set for opening bids for installation of new plumbing in the City Jail, the Clerk reported having received one bid from 'Norman Van Bebber and proceeded to open and read said bid. Upon the recommendation of the Buildings and Grounds Committee, the'bid was approved and Resolution #5746 C.S. introduced by. ,Councilman Deiss seconded by Councilman King, accepting the and offer Norman P. Parent, Board of Fire - Commissioner: - Resolution #5748 C.S. u W r ed by Councilman Myers, seconded by Councilman Penry, appointing Arthur Parent a member of the Board of Fire Commission, to fill the vacancy created by the resignation of Frank Burns, .adopted by 6 affirmative vote's, 1 absentee. Parking Meters: .Mr. James Downing of, the :Duncan Parking Meter Co. addressing the. meeting; explaining the operation of the meters, the experience of other cities in - installing them, the revenue obtained from them, etc. Mayor Madison and City Manager Ladner of Santa Rosa both spoke on,the�bubject, stating that it had been decided to install the meters in ,Santa Rosa, only after an exhaustive study*of their parking problems, and after they :had personally visited Eugene, Oregon, where such meters are insitalle`d,: and talked with all of the merchants there and the general public` , They found the merchants and people of Eugene, Oregon-well pleased.with the meters. They stated that there had been considerable opposit'ibn to the idea in Santa Rosa, but that since the meters had been in�stalle'd the merchants and general public were very satisfied with them and .,fe,lt that they had increased the flow of business instead of 'being ,a ..de triment to it . Members of the Petaluma . Breakfast Forum were present and spoke t there o no parking meters, Mr. Harold - Eckert stating that-in his opinion h „ oppof .tion to the problem in ._Petaluma at this time. Mr. Ernest Nielsen," on.behalf the Petaluma Breakfast Forum presented a resolution to the ' City Council commending the City Council for its action in - considering the 'installation of parking meters !as - a progressive step but stating that for the present time they believe that the installation of parking metvers' not warranted: Resolution filed.. The ;matter of installing parking meters was deferred pending further consideration. A recent petition from J. L. Bo tang for abandonment of a strip of hand formerly used for Bridge Street...was referred to the City Attorney. The matter of a site for the City Hall and Auditorium was left in the hands of the Buildings and Grounds Committee for report.
