Regular meeting of the.Council of the City of.Petaluma called,
to order by Mayor Woodson.

Present: Councilmen. Brown, Deiss, Penry, Seidell, and Mayor
Woodson:
Absent: Councilmen King and Myers.
READING OF THE JCUFdVAL:
- The m nutes of.-he last regular meeting of August 6,..1945,
were read and approved as recorded.
REPORTS OF OFFICERS s
Th monthl reports of the Librarian and the Wharfinger
were read and filed. -
The annual report of the audit of the books of the City of.
Petaluma was submitted by Mr. D. Fo Begley, Public Accountant,
and placed on file.

introduced by Councilman Seidell, seconded by Councilman Brown,
directing -, the - Auditor to 'draw warrants (Nos. 293 to 332' inclusive)
,against the various City Funds in payment of claims allowed and
approved by the Finance Committee, adopted by 5 affirmative votes,
2 absentees.
PETITIONS AND. COMMUNICATIONS:
Communication Trom the Fetaluma Youth Council, inviting the
members of the +City Council to open house for the Summer :Recreat-
ional Program on August 22nd, read and filed.
Request from the ° Chairman of the Parade Committee of the
Warehousements Union, for permission to hold a parade in Petaluma
on Labor Day, read and filed.
Communication address to City Attorney Karl Brooks, regard-
ing the adviseability of selling the city hall and auditorium
construction bonds at this time, read and filed. This matter
was later brought up under the head of New Business and it was
the consensus of opinion that the bonds should be printed and
sold iumediately. Referred to the Finance Committee for.,further
study.
Disclaimer to U.S.Govr. re damages to Kenilworth Park. approved:
Communications from the 4th Dist.- Agricultural Association
enclosing five copies of a Disclaimer and Release submitted by
the�United States of America in connection with the proposed
payment of the sum of $11,460. in settlement of the -claim for,
damages caused by th4 United States Army at Kenilworth Park
which they requested that the Council approve by resolution,, read
and filed.
Councilman Brown explained that the resolution was requested
.for- purpose of allowing the Government to make payment, of the
claims filed by the 4th Dist. Fair and that the City's interests
were protected by their agreement that the City would not'be
bound by certain provisions in the Disclaimer, whereupon
Resolution #5750 C.S. "'
introduced by Councilman Seidell, seconded by Councilman Brown,
directing the Mayor and City Clerk to execute and attest said
Disdikimer and Release for and on behalf of the City, adopted by.
5 affirmative votes, 2absentees.

Re - Kenilworth Park ppty.and lease!
Copy - of - eater written by 'Mayor Woodson to the Fourth District
Agricultural Association' regarding the 1'easin of" Park
property and regarding monies 'to be paid by the Federal' Government
for - damages� in the amount of " $4, 890`. and suggest:ing..that a conference
be had with - the member of the City Council and' the 4th District
Agricultural Association on these matters, and letter of. acknowledgement
and ptheedeon -4gr. of the 4th District Agricultural..Association, read
Letter addressed t-o City .Attorney' Karl ' Brooks. from_.Morrison Knudsen
Company, regarding an easements agreement with said company._,for 'a spur track

NEW BUSINESS:
Opening City Jail plumbing renovation:
This being the,time set for opening bids for installation of new
plumbing in the City Jail, the Clerk reported having received one bid
from Norman Van Bebber and proceeded to open and read said bid.
Upon the recommendation of the Buildings and Grounds Committee,
the bid' was approved and

the bid and of Norman P. Van Bebber:, to perform the work and
fur - nish the material necessary for the improvement of the .City Jail,

Arthur W.,Parent a member of the Board of Fire Commission;, to fill the
vacancy created by the resignation of Frank Burns, .adopted by. 6 affirmative
votes$ 1 absentee.
Parking Met ers:
Mr. James Downing of the .Duncan Parking Meter Coi addressing the
meeting explaining the operation of the meters,-the of other
cities in - installing them, the revenue obtained from them., etc.
Mayor Madison and City Manager Ladner of Santa Rosa both spoke
on the bubject, stating that it had been decided to install the meters in
Santa Rosa only after an exhaustive study of' their parking problems, and
ter they had personally visited Eugene, Oregon, where-such meters are
installed, and talked with all of the merchants there and the general
public They found the merchants and-people of Eugene, Oregon -well
please - .with the meters. They stated there had been considerable
opposition to the idea in Santa Rosa but that since the meters had been
installed the merchants and general public were very satisfied with them
and felt that they had increased the flow of business instead_ of being
a - detriment to 'it;
Members of the Petaluma Breakfast Forum, were present and spoke
in��oppotion to the meters, Mr. Harold -Eckert stating that in his opinion
there is no- parking problem in Petaluma at this time. Mr Ernest Nielsen,
on behalf of the Petaluma Breakfast Forum presented, a resolution to the
City Council commending the City Council for its action-in-considering
the installation of parking meters 'as,' a progressive step but stating
that for 'the - present time they believe that installation of parking
meters is not warranted;. Resolution - filed.
The matter of installing parking meters -was deferred pending further
consideration.
A recent petition from J. L. Boitano for abandonment of a strip
of land formerly used for Bridge Street -was referred to.the City Attorney.
The matter of a site for the City Hall and Auditorium was left in
the hands of the Buildings and Grounds Committee for report.
