Regular meeting of the Council of the iCity of Petaluma called
to order by Mayor Woodson.
ROLL CALL
Present: Councilman Brown, Deiss, King, Myers, Seidell,, Penry,
and Mayor.Woodson.
READING OF THE JOURNAL:
The minutes of the last regular meeting of December 3
were read and approved as recorded.
REPORTS OF OFFICERS:
. - T e monthly report of the Librarian was read and filed.
REPORTS OF STANDING C0114IT TEES :
The Finance ommittee su mitted report, whereupon
Resolution #5770 ;C. S.
introduced by (Councilman King, seconded by Councilman Seidell direct-
ing the Auditor to draw warrants (Nos. 1360 to 1468 inclusive] against
the various City Funds in payment of claims allowed and approved by
the Finance Committee, adopted by 7 affirmative votes.
PETITIONS AND COMMUNICATIONS:
L etter from My Attorney K ETT Brooks re Disaster Council,
advising that the suggested form of Ordinance& the manual for Disaster
Preparedness Planning: and the copy of the California Disaster Act
be referred to a committee comprising at least in part those who
were members of the Civilian defense Organization, read and taken
under advisement.
UNFINISHED - BUSINESS:
e Leasing enil-worth Park.:
Gity K4rl Brooks brought in recommended changes in
the 'lease of Kenilworth -Park, following two weeks study, and, after
discussion by the City Council and President Eric Nisson and Directors
A.P.Behrens, Geo Dondero and Dolph Young of the Fourth District Fair
Assc. the City Attorney was directed to submit there- drafted lease
to the Directors'of` the 4th'Dist. Agricultural Association.
A delegation of ministers was present to support their move that
a provision should be inserted in the lease by the +Ciity Council that
would tend to e liminate any .future plans 'or�:hore,rac'3ng "andf� any
gamb.1ingt1nfluenbd_s in connection with the fairs. The group Included
Rev: E. H. Horstman, Grace Evangelical Church; Revs. S. H. Pope and
James Murphy, Church of Gods Rev. L. Sibbett, Two Rock Presbyterian
Church; Rev. V. E. Pierson, Christian Church, William Bean, former
pastor o f the Christian Church, and Dr. L. J. Snow.
(Councilman Seidell commended the group on their request but
expressed doubt that the Council could legislate to accomplish
that purpsoe. Councilman Seidell and Mayor Woodson stated that
Al Snider of the State Fair Board, as well as the local Fair Board,
were not in favor of racing here. Mayor Woodson stated that the
Council desires to co - operate in every w ay possible with the local
and state Fair Boards, but the City's interest must lso be prdected
should the Fair Board go out of existence as happened once before.

C y`Attorney Karl Brooks reported that he had written to
the Royal Tallow & Soap Co. to discontinue the practice of dumping
wet mash on the city dumps and had requested Andrew Stein to check
this matter and keep the Attorney advised.
Hospitality House:
Councilman Brown reported that the Red,Cross will take over
the building now occupied by the Petaluma Hospitality House, which
will be discontinued Jan. 1, 1946, and it was suggested that the
furniture and fixfures in use in the Hospitality House, and owned
by the City of Petaluma, be leased to the Fair Board for future
use at the park at the rate of $1.00 per year. He also suggested
that when the fair buildings are completed a deed to the furniture
be given to the Board. The furniture and fixtures to be stored
in their present location. City Attorney Karl Brooks to draw
up a lease agreement for the,time being.
