Myers, Seidell, and Mayor Woodson,, Absent: Councilman Penry. READING , OF THE _ JOURNAL: the minutes of t e last regular meeting of February 18, 1946; were read and approved as recorded. REPORTS OF QFFICERS'.: ' The monthly reports "of ' the Chief of Police, Police Judge, Poundmaster, Rodent Exterminator, Auditor, Wharfinger, and Treasurer, were read and placed on file. The Clerk reported the filing of Affidavit of Publication of Notice to Bidders, re furnishing electric energy for the City of Petaluma. Litigation report on Oak Hill Park: I _ City Attorney Karl Brooks reported - having procured a' litigation report from the Sonoma County Land Title Company cover- ing,•the property familiarly., known as Oak Hill Park showing that the title to the property stands now as a public cemetery': The City Attorney stated that proceedings may be taken under the Health and Safety Code for the revocation of the property as public cemetery and that after that it could be used for any M public purpose. Councilman.King stated that he believed that the title to the property'should be cleared and the Clerk was directed to examine all of the records.in her possession pertaining to Oak Hill-Cemetery and turn the sane over to the City Attorney. REPORTS OF S TANDI N_ G COMMITTEES.: The Finance Committee sub mitted its report, whereupon Resolution #5785.C.S. introduced by Councilman King, seconded by' Councilman Seidell, directing the Auditor to draw warrants (Nos. 2002 to 2137 inclusive) against. the various City Funds in payment of-claims allowed and approved by the Finance. Committee, adopted by-6 affirmative. votes, 1 absentee. PETITIONS AND COMMUNICATIONS:. Notice..of the quarter Ty meeting of the North Bay Division of the League of California Cities, to be held in Vallejo on March 9 1946, read and filed. Final payment Lanham Act. Funds for Hospitality House': Letter from. 'the Federal .Works Agency, stating that the, final requisition for the operation of the Hospitality House, in the 'anount of $615:.94, had been approved and that the check for same should be received by the.City on or.about March 1, 1946, read .and filed. The.City Clerk reported that said check had been received and deposited. In ._this connection Councilman Brown gave a resume of the activities of.the Army and Navy Recreation Committee during the entire operation of the Hospitality House, stating that the total cost of operation was $31,347.77, of which $9,666.70 or 32% represented funds collected from local sources, such as War Chest, Elks Club, etc.; $21,381.07 or 68% represented funds received from Lanham Act'Funds. The monthly average cost of operation was x`1050., which would have been greatly increased had it not been (for donations of time and supplies from•various individuals and organizations. He expressed appreciation for the help received in the very successful operation of the Hospitality House and it was that a resolution of thank's . be prepared by the City Attorney to be spread upon the minutes_ of the Council expressing appreciation to the members of the Army and Navy Recreation Committee and to everyone who assisted in conducting and donating to the project. 1 313: ,. Re -- AsseMblyiBill:! �No..60. A copy Senate Resolution No. 38, was.received from Joseph A. Beek, Secretary of the-Senate serving notice on cities, counties and other local agencies, that the Legislature of the State of California does not intend that the expenditure of State money under the recently enacted !Construction and Employment Act shall be a substitute for the expenditure of local funds but vthat it is contemplated that such local agencies shall'continue to make at least the same .expenditures as would have been made had said Act not been enacted, read and placed on file. Emergency housing facilities - servicemen;.; Circular from-the League of California Cities, calling attention to Assembly Bill 52, which makes some, $7,500',000 available for the acquisition of temporary and emergency housing facilities for veterans and.families of servicemen.,-enclosing sample resolution and application for for State aid, read, and on file. Also communication from the National Housing Agency on the same subj read and filed. The.matter of providing housing for veterans was discussed, Councilman King stating that he believes. the City should, if possible, make some provision for temporary housing. The matter was laid on the table' pending further study. 1. Copy of letter written by Mayor Woodson to Col. Jno Skeggs, District Engineer of the Division of Highways, asking that his department conduct a survey of traffic along Highway Route 101 thru Petaluma, read and filed NEW BUSINESS: Open-zrig bids - supplying electric energy: This being the time set for receiving bids for the supplying of electrical energy, street lighting, and lighting of the municipal buildings of the City of Petaluma, the Clerk reported one bid had been received from the Pacific Gas & Electric Company, which bid had been reviewed and approved by the City Attorney, whereupon Resolution #5786 .C.S. introduced by Councilman Myers, seconded by Councilman Deiss, accepting said bid in accordance with the specifications now on file with the City Clerk, and directing the Mayor to execute the contract therefor, adopted by 6, affirmative' votes, 1 absentee. .Re - improvement by County of Sonoma of Cherry St. (Keokuk to Magnolia; Resolution #5787 C.S. introduced by Councilman Brown, seconded by Councilman Myers -, requesting the County of Sonoma to grade and pave +Cherry Street, from Keokuk Street to Magno Avenue, in the ;City of Petaluma, . said work to be performed by the County road crew and the cost of said work to be paid for by funds appropriated by the County of Sonoma for road work within cities, adopted by affirmative votes, 1 absentee.. In this connection the Superintendent of Streets was asked to consult with the County Engineer and to contact the property owners along said street to secure from them, if possible, sufficient land to make the road a width of at least 40 ?. The matter of requesting the owners of the property located at the corner of B and Main Streets, to improve the appearance of their property which was damaged by fire some years ago,. was brought up by Councilman Myers, and referred to the City Attorney for communication with the owners. Councilman Seidell reported that Dr. Run Ball, Health Officer, had requested that arrangements be made for joint meetings of the Board of Health and City Council. The matter was discussed and left with Mayor Woodson for discussion with Dr. Rundall. Mr. Ham Schoeningh addressed the Council stating that he represents a company engaged in selling prefabricated houses; that the house does not conform to all of the requirements of the Uniform Building Code adopted - by this City, and asked that consideration be given tot hem during the present housing shortage to enable them to construct a number Of such.houses in Petaluma. He also invited the members of the Council to view one of the houses now on display on Third Street. The invitation was accepted and the request taken under advisement. 4 1945 Bond Proceedings Validated: City Attorney Brooks reported that the act validating the 1945 Bond Proceadings has adopted.and signed by Governor Warren and that the bonds can be sold at any time the City of Petaluma wishes. He further reported that at the suggestion of the bonding attorneys he had communicated with several banking housea'in San - Francisco for the..purpose securing their recommendation as to the propriety -of selling the bonds at this time. It was the consensus of opinion that no action be taken in the matter until the City Attorney receives word from the banking houses. Mayor Woodson reported that an investigation of the underground lighting system on East Washington Street & that the system is worn out, giving - constant trouble and 'expense to the City and utility Company.. It has been suggested that the , present antiquated electroler system be replaced - by an overhead. lighting system which may be installed by the. Pacific Gas & .Electric Co. at no to the City of Petaluma. This matter arras referred to the Lighting Committee for investigation and report back.
