Absent: Councilmen Penry, and Myers.
PETITIONS AND COMMUNICATIONS:

Commission, regarding the possibility of_- the Highway Commission
loading a %meeting in Petaluma, to study the traffic congestion
problem in this City, read_ and filed.
- Invitation from John Parks of the Petaluma Optomist Club
°to " the- Mayo and. Council to hear Roger .Deas speak on City
Planning, on April 23, 1946, was extended by Mayor Woodson and
accepted.

Councilman Myers entered the meeting at this time.
Approval of Madison Square Map:
Resolution #5803 C.S.
introduced by Councilman Deiss, seconded by Councilman Brown,
approving the map presented by George C. Goheen and wife..
, e n titled,. !'Map - of , Madison Square Addition to the City of
Petaluuma, - California, being � a - `Resubdivision of Block 34 of
East Petaluma, as per H. H. Harmon Survey, '? adopted by 6
affirmative votes, 1 absentee.
Summer Recreation Fund:
Resolution #5804 C.S.
introduced by. Councilman. Brown,, seconded by Councilman Deiss,.
appropriating the sum of $50Qo from the General Fund, which,
together, with the' sum of $500.. which. -the Rosenberg Foundation
of San.; Francis co, California, - will deposit with this City;
dhall be used for the purpose of c onducting a summer recreation
program for the children of this City under the supervision,
'control and management of the Park Commission of this City
adopted by 6 affirmative votes, 1 absentee.
Tentative map of La Cres.ta Subdivision:
Mr.. J... DeLucca addressed the City Council presenting
to them.a tentative map of La Cresta Subdivision, asking that
the Council view the plan and approve the same. The matter
was taken under consideration.
Charter Committee,- Breakfast Club:
Mr C. W. Carpenter, Dr. C. A. Stimson, and Mr. Harold
Eckart addressed the Council on the subject of a new charter for
the - City of Petaluma, asking that the Council go on record as to
- wYriether or not it would take proceedings to call an election for
a Board of Freeholders to draft a new charter, said Freeholders
to. - be voted-on at the June 4th ,County Primary Election.
Mayor Woodson questioned the possibility of preparing the
necessary legal papers in time to present the matter to the
electors on June 4th, and stated that he did not feel that - .the
Council-had sufficient knowledge before them at •this time to
intelligently decide whether or not the City should be put to
the expense of a Charter election; that he felt it was a matter
that should be thoroughly studied by every member of the City
Council before action was taken thereon.
Councilmen Seidell, King, and Deiss expressed themselves
as being in favor of a change in the Charter and of initiating
the proceedings in the matter.
Councilman Brown stated that he would like to have time
to go over the Charter article` article; that he did not
consider the present Charter obsolOte and that he was not in
a position at this time to vote on the matter.

The Cha*ter Committee, s request that'"fhe Council vote
bn the question o,f, submitting, on ..its initiative, an elec.tion<
for a Board of .'Freeholders -was refused by Mayor Woodson, who
stated 'that._:any action. taken ,by the, City, Council must bee ,done
by resolution or ordinance, and that there was no such document
before the City .Council for vote.,.
