REPORTS .;OF OFFICERS: TFi montHly report of the Librarian- for April, 1946', was: read - and filed. ° 'The Auditor" reported the apportionment of the sum of 852 on May 13, 1946 from the Unapportioned Fund 'to the various funds entitled thereto, according to the annual ,tax levy. -plans and specifications for the parts, materials, etc. necessary to be replaced for the .Sludge Digestion Tank Sewage Treatment. Letter from the Office ',of The State Controller, advising of a change in the method of the apportionment of motor vehicle licen'se� fees, read and filed. 21. 11 Opinion from City Attorney Karl Brooks regardingg the operation of passenger busses on City Streets in this City and advising:..that in his opinion it will not be necessary for applicants to apply for a, city franchise since this operation' would : not come under any of the activities for which franchises can be secured under provisions of the -City Charter, and that''any, person desiring to engage in the business of operating bus °ses' in thi s' could do so upon paying the license provided for under' subdivision 23 of Ordinance No. 460 C.S. amounting to $20 °.00° per year for one vehicle and $1.00 per year for each additional vehicle , and .x$1.00 per year for e ach person driving or employed to drive'.such vehicle or vehicles. In connection with this opinion City Attorney Brooks suggested that he believed all taxi-cabs or public passenger busses should be required"to carry proper public liability - and property damage insurance and that this could be required by Ordinance. C.S. introduced by Councilman Penry, seconded by Councilman 1yers, stating that whereas the .Division of Highways of the State of California is now engaged in re- surfacing Third Street, from the Easterly City limits to as far as funds in the amount of $15,000. will permit; and, 2 where-as, the pavement, along the entire ' length of Third and. Main Ztre'ets is badly, in need of re- surfacing; and whereas, there is a possibility 'of the Division of Highways being ;able. to complete this project to the North City Limits at tY s time Now, Therefore, Be It Resolved That the City of Petaluma approve the budgeting of .the sum of $11.,,500., from the 1/4� gas tax fund for Streets of Major -Importance and request the Division of­Highways to complete tye ' resurfacing of Third and Main S:treets from the. Easterly City Limits to the Northerly City Limits adopted by the following vote: Ayes: Councilmen Brown, .Deiss, Myers, - Penry, and Mayor Woodson. Noes.: Councilmen King, and Seidell.. Famine" Committee: Br;. L. J. Snow addressed the Council stating that he had been appointed Chairman of the Emergency Famine Relief Committee and had been instructed to have a meeting of citizens called consisting of representatives from churches, lodges, and as many other organizations as possible with.the general public invited to attend, the meeting. He further stated that June .3, 1946, had. been 'sele:cted as the date for t;he meeting, and invited the :members- ~of , the Council and City Officials to at.tend� said 'meeting. County Dumping Grounds: t. Counh cil man- Seidell reported that he understood that the County has recently designated several pieces of property in the vicinity. of Santa-Rosa as County Dumping grounds, said grounds to be operated and maintained by the County, He suggested that it might 'be well to investigate the matter` to see whether or not the County would assume'some responsibility for the. Petaluma City Dumps. He- further suggested if this is not possible that he believed the purchase .of a bull. -dozer for the u.se of the City in putting the grounds. in. order would be a proper move. Mayor Woodson .stated that he would contact Supervisor George Kennedy with regard to the. plan of the County for dumping grounds UNFINISHED BUSIN t was .reported that. .t:he plans for sewering Madison Square, subdivision had been completed and incorporated in the filing map. The matter of-extending the lease on the Old Shoe Factory or putting _the property 'tip for sale was discussed and left in the hands of the Buildings and Grounds Committee for further - investigation. " Oak Hill Cemetery title.: - Councilman Penry reported that a group of citizens lntere,st.e ; _ in improving .Oak Hill Park with a soft .hall d'i'amond had 'a ropp ac hed. -YiiRi 'with regard to the status of Oak HI11 Park, " and whether there i a possibility of it being 'used for .oar'er than park purposes within the very near future. In connection with the.-clearing of the title to Oak Hill Park, Attorney Brooks reported that he had just °received a letter from lvlr". Ludlow who stated that there is a possibility that Mrs. - Blackburn may have some of the old cemetery records which would be helpful 1h clea the title, and that he w ould., get in touch with Mrs. Blackburn regarding the matter.
