READING OF THE JOURNAL:. 7. e 'm nutes .o the last regular meeting of May 20th and the adjourned meeting of May 28th, were read and approved as recorded. REPORTS OF OFFICERS: The monthly reports of the Rodent Exterminator, Poundmaster, Chief of Police, Police Judge, .and City Wharfinger, were read and filed. The Clerk reported the filing..of- Affidavits of Publication of Ordinances Nos. 606, 607, and 608,' and Notice to Bidders re replace- ment 'of Digester Heating Coils for the Sewage Treatment Plant. REPORTS. , OF STANDING CO1aJ,I:`I'TEES: I'he Finance Committee submitted its reports, whereupon Resolution #5822 C.S. introduced by (Councilman Brown, seconded by Councilman Deiss, directing the Auditor to draw warrants (Nos. 2800 to 2954 inclusive) against the various City Funds in'payment of claims allowed and approved by the Finance Committee, adopted by 5 affirmative votes, 2 absentees. PETI'ThONS AND COMMUNICATIONS: Invitation from the Calstoga Fair :& Horse Showto the City _Council to.ride in a body in their parade on July 4th, was read and taken under consideration - until the next meeting of the City Council. Communication_frorn the Wilson Farm Center opposing the installation of parking meters in Petaluma, read and filed. Notice from the League of California Cities calling attention to,the Annual Conference to be held in San Diego, September 16 ®19, "read and filed. Application of the West Coast Shows for permission to exhibit,in Petaluma June 18th to 22nd, inclusive, read and filed, and Resolution #5824 C.S. introduced by Councilman Penry, seconded by Councilman Brown,- granting said m.plication upon the payment .of the licensel fee therefor, adopted by 5 affirmative votes, 2 absentees. Communication from the,Division of Highways, enclosing Memorandum of Agreement to provide for the expenditure of the 1/4¢ gas tax fund on streets of major importance for the 1946 fiscal year, read ;and filed. Telegram from Governor Earl Warren inviting Mayor Woodson to attend -a Traffic Safety Conference in Sacramento June 7th, r ead and file d. Mathias Junk-Yard: City Attorney Brooks advised that he had completed his preliminary investigation concerning the use of the property at the corner-of faker and Stanley Streets, the George Mathias Auto - grecking, i Scrap Iron and Metal Yard, against which oral protests were made by a group of citizens in January. The Attorney said, in a written statement to the Council, that it is his op @nion that additional use of the land several months after the effective date of the zoning ordinance, adopted in July, 1939, for the business of conducting a junk yard has and continues to constitute a violation of the ordinance. NEW BUSINESS: Funds for re-surfacing Main & 3rd Sts: Resolution #5823 C.S. introduced by Gouncilman seconded by Councilman Brown, entitled, "'Resolution of the City Council of the City of Petaluma adopting budget and ap1r oving First Supplemental Memorandum of Agreement for expenditure of 1/4 cent gas tax allocated for s treets of major importance, t t was read and adopted by the following vote Ayes: Councilmen Brown, Deiss, Myers, and Penry. Noes: Councilman King- : Absent Councilman Seidell and Mayor Woodson, Request for annexation proceedings - North City Line: Mr. F. F. Swim, property owner just north of the City Limits-at Magnolia and Main Streets, addressed the Council stating that some 35 property ' owners at the edge of the north city limits are vitally int'erest4d in annexing,their property to the City of Petaluma in order to acquire sewer and other facilities afforded the city residents.. Mr. Swim was informed of the necessary procedure and City Engineer S. Gonzalez was directed to furnish the City Attorney with a complete map of the area and a description of the property. 'Rental offer. on Shoe Factory Bldg. The R. W. Burrows "Co. advised that it was 'willing to negotiate for the lease of the old shoe factory building. at Wilson and Jefferson Streets for a. period of three years, with an option of two additional years, at a monthly rental of $150, Councilman De'is,s, Chairman of the Buildings and 'Ground _s Committee; the offer was in accordance with, the city's terms. Action the sub was deferred unt il > -.a full attendance of the City 'Coun'cil', -in the meantime the City Attorney was i to prepare an O r dinan ce covering the lease, Parking meters: Vice President Myers brought up the matter of the installation of parking meters: in_ Petaluma, stating that he believed it was time to make a decision on the matter one way or the other. The matter was discussed at length but action was deferred until a full Council is present.. It was. suggested by Councilman Brown that a community traffic committee be named to submit recommendations on meters and other traffic problems.
