Regular meeting of t he. Council of.the City of Petaluma

'The monthly report of the Librarian was read and file
The Clerk reported the filing of Affidavits of Publication
of Ordinances Nos. 609, 610, and 611; Notice to Bidders re Official
Advertising, and the purchase of a new automobile for the Police
Department.

Letter from Sanderson 7otor Co. thanking the 'Council f
extending to them an invitation to bid on the purchase of :a. new.
car for the Police Department, read and filed.
Communication from the-Board of Fire Commission, submitting
the budget for the Fire Department for the fiscal year 1946 =47,
read, filed, and referred to .the Financ:e.- Committee.
Communication from the.Petaluma Veteran's Council re&mmend-
ing that a Stop and Go Signal be 'placed at the intersection -6f'
3rd and D Streets, read and filed. It was agreed that .said
intersection is a very - dangerous one for both motorists and-`
pedestrians and Mayor Woodson was authorized to take the matter
up with the Division of Highways for a solution to the problem:
Circular from the League of California Cities, on the
subject of collection of city sales taxes by the State, read
and filed.
ADOPTION OF ORDINANCES:
Re - Grad of ourt St. and curb lines:
Resolution #5838 C.S.
introduced by Councilman Penry, seconded by Councilman Deiss,.,
amending Ordinance 'No. 609 C.S. to read that the curb lines .along
each side of Court Street be fixed at a distance of 4 feet inward-
ly from the sides of said street, and directing that said
Ordinance No. 609 C.S. be re- published as amended, adopted.by 7
affirmative votes.

Councilman Deiss, entitled, "AN ORDINANCE OF THE CITY OF PETALUMA
AUTHORIZING THE PURCHASE OF A NEW FOUR DOOR SEDAN AUTOMOBILE.; - FOR
USE BY THE POLICE DEPARTMENT, AT A PRICE NOT TO EXCEED THE SUM OF
$1500.00 AND THE ALLOWANCE FOR THE SECONDn 1942 MODEL PONTIAC
FOUR DOOR SEDAN AUTOMOBILE, ENGINE NO. N 31043 (EXCEPT THE TWO

A PERIOb ' OF THREE YEARS AT A RENTAL OF $150.00 PER, MONTH WITH AN OPTION

Transfer of funds:
Resolution #5840 C.S.
introduced by Councilman Seidell, seconded'by Councilman King, transferr-
ing the sum of $1116.70 from several City Funds to the General Fund for
deductions made from employee's wages on account of California Physician's
Service dues, from July 1 1945 to and including June 30, 1946, adopted by
7 affirmative votes.
Summer Recreation Program:

introduced by Councilman Brown, seconded by Councilman Penry, transferr-
ing the -sum of $500. from the General Fund to the Summer Recreation Fund,
adopted by 7 affirmative votes.
Vim. Damon, Geo. Hatfield, and Emil Hromek, Music Commissioners:
Resolution #5842 CIS.
introduced by Councilman Myers, seconded by Councilman Penry, accepting
the resignations of O.O. W. Ivan Liddle, and A.S.Leavitt, as
members of the Music Commission of this City, and appointing 'Nm. Damon,
George H. Hatfield, and Emil Hromek to fill said vacancies on said
Commission, adopted by 7 affirmative votes.
Purchase of Civilian Defense Fire Fighting equipment:

introduced by Councilman King, seconded by Councilman Seidell, authorizing
the purchase from the U.S.War Assets Administration of one pump trailer
for the sum of $427.45, adopted by 7 affirmative votes.
Resolution #5844 C.S.
introduced by Councilman King, seconded by Councilman Seidell, authorizing
the purchase from the U.S.War Assets Administration of 1 skid rump,
various lengths of hose discharges and miscellaneous fire fighting
accessories, for the total sum of 4'490.-87, • adopted- by 7 affirmative votes.
Madison Square drainage:
The matter of adequate drainage for Madison Square was discussed
City Engineer Gonzalez reporting that at the present time there is a
drainage ditch extending along Edith Street, from Madison Street to
the River and that the present owners . of said property are willing to
give the City a ten foot easement along said ditch. The matter was
referred to the City Engineer and City Attorney to prepare an easement
for the signature of the owners.
City Engineer Gonzalez reported that
pipes and hangers in a room at the sewage
his satisfaction.
At the request of Councilman Penry,
was granted pennission to use the Council
on the third Monday of each month.,

Painting Shoe Factory:
The City Engineer °was directed'to prepare plans and specif
ications for painting the Shoe'Factory Buildingat "Wilson and
Jefferson Streets;
- Welle.r- Hopkins offer of property for parking lot : .
The offfer of Weller-Hopkins Furniture Co. to permit the City
to use their property on-Keller St. between Western Ave, & Nash
ington St. as a public parking lot, was referred to the Street
Committee for investigation. Their request for permission .to ..
move a small prefabricated building on said lot was referred to
the Street Committee and Fire Chief for investigation and report.
City Sales Tax:
Councilmen King and Brown reported on their attendance -at
a. meeting of the North Bay League of California Cities recently
held in Santa Rosa, on the subject of the levying of a sales
tax for the use of Cities. It was stated that Santa Rosa has
appointed a Citizen's Committee to work with its'Finance Committee
to study the need for additional revenue and to educate the public.
to. said needs; that Santa Rosa,is considering the levy of` a V tax
which would provide sufficient 'additional money to operate .the -
City and would also provide a substantial amount for future `capital
outlay. It was pointed out that if such a plan is adopted in
Petaluma that it should go into effect simultaneously with, the
other cities in this area. -
Following the suggestion of Councilman }Brown, it- was agreed_
that a Citizen's Committee be appointed to assist Petaluma in
formulating a plan for additional revenue.
