Regular meeting "of --the-Council of the City of Petaluma called
to order by' Mayor 'Woodson

Present: Councilmen Brown, Deiss, King, Myers, Penry, Seidell,
and Mayor Woodson.
RIF'ADI OF THE JOURNAL:
The minutes of the last regular meeting of July 15, 1946, were
read and approved as recorded.
REPORTS' 'OF OFFICERS:
e monthly reports of the Treasurer, Rodent Exterminator,
Poundmaster, Police Judge, Chief_ of Police; Librarian, and Auditor,
were read and filed.
The Clerk reported the filing of Affidavit of ' Publication of
amended Ordinance No. 609 C.S.
Application for City Deed:
The Clerk reported that a claim a,nd application for a City Deed
had been filed by .Lyle Merritt on part of Lot 519, and that said
apphication would come up for -action at the next regular meeting of
the City Council.
REP_ ORTS OF STANDING COMMITTEES:
The Finance omm ttee submitted its report, whereupon
Resolution #5845 C.S.
introduced by Councilman King seconded by Councilman Seidell, directing,
the - Auditor to draw 'warrants Nos. 11:1 to 319 inclusive), against the
various.City Funds in payment of.clain_s allowed and approved by the
Finance- Committee adopted by 7 affirmative votes.
PETITIONS AND. COMMIN_ICATIONS:
Comm, unlcation rom the abor Herald requesting that the City
send greetings 'to their membership through the medium of a printed
greeting' advertisement in the Labor Herald read and filed and laid
on the °table.
Bay , Crossing"Hearings ::"
C °ommunications from John .Reber;- the .California State Chamber of
Commerce_; and the Joint -Army Navy Board, regarding public hearings to
bez held -in San Fraricisco starting August 12 on the proposed bay
crossings, and asking that a representative be selected to attend said
hearings, read and filed, 'and' Councilman Brown was delegated to
represent the City in said matter..
Le"t'ter - Attorney ClarendorCW. Anderson, representing American
Buslnes, and asking that the Council, through public hearings and
otherwise, investigate the needs of the community and if it is found
than "Public conven -ience and necessity's grill be served by the program
and plans of American Buslines, that a resolution be adopted to that
effect`. The matter was referred to-Councilman King for investigation.
Information from the League of California Cities regarding the
X90,00.0';000. Employment 2nd Construction Fund, read, filed and
referred to the, City Attorney.
Letter from - the Chairman of the Senate Interim Committee . on
State and Local Taxation,'-stating that said Committee will shortly
begin -a series of hearings - through the various regions of the State
to better understand.the financial problems faced by cities and counties,
and asking that the committee be furnished with }a statement of the
loc =al financial problem, together with data, views and recommendations

Investment of Bond Funds:
City Attorney Brooks was directed to investigate and,.
report on the proper proceedure to 'be following, for t -he inve,st-
:ment .of the .1945 bond 'fund, following the report of Councilman
King that his c.ommi.ttee recommends that said .funds be invested
in Government securities paying 7 /8ths of 1%.
Annexation proceedings_,:-.
City Engineer S. Gonzalez submitted a preliminary map,
of 'property which a group Of residents north of the City limits
w sri. to have annexed to the City. Mr, 'Gonzalez presented the;
map for review by the City Council. informal
Mr. F. F. Swim addressed the Council,- presenting anbetit' Lon
signed by 17 property owners, requesting that proceedings . ,be'•
instituted for annexation .of property to the City' of Petaluma.
Filed, and referred to the City. At torney -and the Street Committee
for report at the next meeting,. -
A..number of other property owners offered obJ ections to the,
annexation saying that 'they had not been approached on the plan
and were opposed to annexation. Speakers included Miss Lillian
Keller, Mr. John Pent.., Mrs., Jean Anderson, and Mr • Art C ader.
City Dumps:
Councilman .Seidell was asked -, to investigate the;,matter
of putting the City Dump' in better order folhowing "t.he
recommendation ' of the Supt . ,of Streets that , a bull dozer be
contracted for some necessary work at the dumps.
. - .Councilman King reported that his committee had ,interviewed.
Mr. John Olmsted regarding the bid of the Petal °uma. Argus''Courier
for official advertising, and that the price appears to be in
line with prices - charged in other cities, whereupon

introduced by Councilman King, seconded by Gounc;ilman Seidell.,
accepting the, bid of the Petaluma Argun Courier at the, prices
named, in its bid,, and. declaring that said newspaper is the
official newspaper of the 'City of. Petaluma for the fiscal year
1946 -47, adopted by 1 affirmative votes.,
The City Engineer was granted further time in which to
prepare plans and specifications for painting the Shoe factory.
Councililian Brown reported that the Petaluma Chamber. of
Commerce had received a wire from- Congressman Lee, advising
that the sun of $69,000, is available for dredging Petaluma
River and that it is ppssible that the work may be- done this
summer. He further reported that the City Engineer has
already arranged for adequate dumping area.
