Regular meeting of the- Council of the `City of Petaluma
called to order by.Mayor Woodson.
ROLL CALL:

READING 'OP THE JCURNAL:
The minutes of the last regular meeting of August 5, 1946, were
read and approved as recorded.
REPORTS OF OFFICERS:,
The- clerk reported the filing of Affidavit of Publication of
Ordinance No. 612 C.S.
REPORTS OF STANDING COMMITTEES:
e lianance Committee submitted its report, whereupon
Resolution x`5848 C.S.
introduced by Councilman King- seconded by- Councilman Brown, directing
the Auditor to draw warrants Nos. 321 to 431 - inclusive) against the
various City Funds in payment of claims allowed and approved by the
Finance Committee, adopted by 7 affirmative votes.
PETITIONS AND C014UNICATIONS:
Paul Bunyan -, Jr. Celebration Fort Bragg: -
'Communication from the Fort Bragg Paul Bunyan, Jr. Celebration
comrnittee,•asking permission to advertise its coming celebration by
means of a. sound car, etc. "read; - filed, and

introduced by Councilman Penry, seconded by Councilman Deiss, granting
said .organization permission to use a loud- speaking or broadcasting
device in connection witY'i its caravan which will pass through Petaluma
on August 24th, adopted by 7 affirmative votes.
Application of Willie Scott for permission to use a sound truck
to advertise dances at Black Point, read, filed, and referred to
Councilman Penry for,investigation:
Senate Interim hearing:
Communication from the Senate Interim Committee on State and
.Local Taxation, stating that the Committee will hold a public hearing
on August 26, 1946, at the State Building in San Francisco, and asking
that.the City of Petaluma be represented at said hearing, read and
filed. Mayor Woodson stated that he expected to attend said hearing
and asked that as many of the members of the-City Council attend
said meeting as possible.
Communication from the Petaluma Chamber of Commerce, asking
that ,the (City Council hold in abeyance any definite action as concerns
the matter of parking meters until a- report and recommendation is
rece*ve:d from'the Citizen's Taxation Committee that was to be appointed
by the City Council, read; filed.
Letters from the Cities of- Napa and San Rafael regarding the
proposed sales tax for cities, and the experience said cities had had
with., parking meters, read ' and filed.
North Main. St. annexation:
Petition signed by 20 property owners, Whose real property
lies north of the City.of Petaluma on and adjacent to the Redwood
Highway North, and in the ' area proposed to be annexed to the City of
,Petaluma-, objecting•to and protesting the proposed annexation of their
property to the City of Petaluma, was presented by Miss Lillian Keller
who headed a large delegation of opponents to the proposed annexation
of property north of the Ci tyt Limits .
The petition was . referred-to the City Attorney who reported
that the next move in the annexation proceedings must be initiated by
the proponents in the form of a published notice of annexation, and
that at this time there is nothing for the City Council to act upon.
-Miss Keller spoke on the subject., stating that the opponents
to the .proceedings wish to be notified if and when action is taken
by the; City ( Council.
ADOPTION OF ORDINANCES -:

Parking Meters:
Ordinance No. 612- C.S introduced by Councilman Brown,
sedonded by Councilman Penry; entitled,
"AN ORDINANCE OF THE CITY OF PETALUMA AUTHORIZING
AN AGREEMENT FOR THE INSTALLATION OF MECHANICAL
PARKING METERS AND THEIR ACCESSORIES, SAID AGREEa
MEN T TO PROVIDE THAT THE CITY SHALL HAVE THE,, RIGHT
TO ACQUIRE SAID METERS UPON ' THE PAYMENT OF THE; PRICE
THEREFOR FROM A PORTION OF THE REVENUES THEREFROM;
APPROVING AND ADOPTING THE NOTICE TO BIDDERS FOR
SAID METERS AND AUTHORIZING TEE AWARD OF AN. AGREE
MENT TO THE LOWEST RESPONSIBLE BIDDER AFTER ADVVERTI_ S-
ING IN THE MANNER 'REQUIRE -D BY THE CITY CHARTER.,"
came up regularly for vote.
Mayor 1 , 1 1oodson invited comment on the or.dinanc'e
its adoption or rejection whereupon H. Lazmge, Ralph Roerdon,
Rev. L. Sibbett, A. J. Peterson, N. Vonsen, Chas. Bock, and
others . expressed their views on, the subject in opposition to
the 'meters. Mr. Leigh 'Shoemaker addressed the Council
stating that he was -not opposed to parking meters but asked.
that the 'Council first consider recommendations from a Citizens.
Committee.
After a lengthy discussion on the ordinance, Councilman
Seidell introduced Resolution .,#5850 C.S;,,which.w
as seconded
by.Gounc.ilman King, resolving that the Council vote,-forthwith
on the .adoption or re je.ction. of Ordinance No 612 C.S., which
said resolution was defeated,, the following vote:
Ayes: Councilmen King,, Myers, and Seidell..
y Noes: Councilmen Brown, Deiss, Penry, and Mayor Woodson.
Thereupon Ordinance No. 612 C.S, was laid on the table until
the next regular meeting-of the City Council.
NEW BUSINESS.:
Investment of bonds funds
Resolution #5851 C.S.
introduced by Councilman King, seconded by Councilman Deiss,
authorizing the City Treasurer to invest the sum of $199,000.

City Deed - Lyle Merritt:
Resolution #5852 C.S.
.introduced by Councilman hlygrs., seconded by Councilman Penn,
granting a City Deed to Lyle Merritt on part of,Lot No,, 519;
.fronting 90 feet on Kentucky St. and containing about 19,080
square feet, adopted by 7 affirmative votes.
Track changes P. & S.. R. R. R. Co.
Resolution #5853 C.,S.
introduced by Councilman King, seconded by Councilman .Deis.s,
approving the proposed track changes by the P. & S. R.R.R. Co.,
along First °St. from "D St. to a point beyond. E St. adopted by
7 affirmative votes..
Cancellation of City Taxes:
Resolution #5854 C.S.
introduced by Councilman Zeiss, seconded by Councilman Penry,
directing the City Assessor- and Tax (Collector to cancel all
city taxes against Part of Lot 177, 120 x157 ft. on Webster
St. 226 .ft. W. of Hayes, * formerly standing in the name of
Robert. L. Duerson.,, and recently purchased by the Petaluma City
High School District, adopted , by 7 affirmative votes.
Councilman Seidell reported that he had contacted a
party who will do the necessary bulldozing at the City Dumps
at an estimated cost of under ap500.
Mayor Woodson reported that Thursday evening, August
22nd, at 7 o'clock has been set aside for an informal hearing
of the proponents and opponents of the application of the
All American Bus Lines to operate in the Mate of California.
