Regular meeting .:of - the Council of the City of Petaluma called to
order_by Mayor Woodson.

READING OF THE JOUR4 AL:

REPORTS OF OFFICERS:
Th monthly reports of the Police Judge, Treasurer, Wharfinger,
Rodent Exterminator, Poundmaster, Chief of Police, and.Audit'or,
were read and filed.
The annual report of the Board of Health was read and filed.
The annual report of the audit of the books of the City of
Petaluma was submitted by D. F. Begley and filed.
Specifications for the painting of the Old. Shoe Factory Building
on the corner of Wilson & Jefferson Sts. were submitted by the City
Engineer and placed oh file.

Resolution x`5855 C.S.
introduced by Councilman King, seconded by Councilman Seidell,
directing the Auditor to draw warrants (N.os. 431 to 587 inclusive)
against the various City Funds in payment of claims allowed and
approved by the Finance Committee, adopted by 1 affirmative votes.

Western Aviation Conference:
Notice of the ZNestern Aviation Conference to be held in Reno,.
Nevada, on Sept. 22,23, and 24, was read and filed.
Notice of the regular quarterly meeting of the North BaT

7th, was read and filed.
Notice of the annual convention of the Redwood 'Empire Assd.
to 'be held in Lake County, October 10th, 11th, and 12th, was
read and filed.
Scrap metal drive;
Communication from Governor Earl Warren urging the collection
and disposition of scrap metal in order to relieve the present
acute shortgge of iron and steel scrap, read and filed.
Sales tax & parking meters:
Communications from Mayor George C. Demmon of Valle,j?p, City
Manager Ross Miller of Santa. Rosa, and Robert L: Iraadison of Santa
Rosa on the subjects of sales tax_ and parking meters, read and
filed.
Sonoma County Peace Officers Asse.
Communication from the Sonoma -County Peace Officers' Assc.
urging the City Council to give further consideration to
recommended salary increases for its Police Officers, read and
filed and referred-to the Finance Committee.

The Ordinance establishing the grade of Court St. was again laid on
the table without action.
NEW BUSINESS:
Transfer of funds:
Resolution #5858 C.S.
introduced 41 Councilman King, seconded by Councilman Brown, directing
the Auditor and Treasurer to transfer the sum of $5158.13 from the In
Lieu Tax Fund to the Police Fund, adopted by 7 affirmative votes.
Madison Square - Unit #2.
The tentative subdivision map of Madison Square Unit //2, was
submitted for approval of the City Council and was held in abeyance
pending the approval of the Planning Commission of this City.
Housing Authority:
Captain Herbert B. Linthwaite, Director of the Housing Authority
for Sonoma County, addressed the City Council outlining his work in this
Count y on behalf of providing temporary housing for Veterans of World
1 7�ar:II, stating that he has more than 100 applications for housing from
Veterans in Petaluma; that housing units are on their way from Oregon
and.Washington and that 24 units will be installed in Petaluma if a
suitable site can be located. He asked that the City Council give its
consent to the Housing Authority to operate in the City of Petaluma.
After a lengthy discussion on the subject,
Resolution #5859 C.S.
introduced by Councilman Seidell, seconded by Councilman Brown, giving
said, consent, was adopted by 7 affirmative votes.
.Attorney Karl Brooks was directed to proceed in the matter of clearing
the tithe to Kenilworth Park.
mayor Woodson reported on the hearing which he attended in San
Fran on August 26th before the Senate Interim Committee on Local
Taxation at which time he presented a paper on the financial problems
of .Petaluma. He also reported on a conference which he had with
a representative of the State Department of Finance on the subject
of- the City's share of the $90,000,000. State Construction Fund. He%,
stated that it is possible that the City of Petaluma's share of $71,358..,00
ma2�f be used for the construction of major city streets and. bridges
and that it had been suggested that a project for the: construction of a
suitable bridge on Bridge may be approved by the.Div sign of FIighways
'thereby matching gasoline tar funds with the State Fund.
The matter- was discussed and referred to the Street Committe6nN
for -study and report back.
The City Attorney reported that the +City has received the
$419,000.00 7 /Sth -of 1% Government Securities that were purchased
for the investment of the 1945 Bond proceeds, and that they are now
on deposit in the safe deposit box of this City.
Mr. (Clayton J. Seery of the Municipal. Advertising Service
addressed the Council asking permission to install trash .containers
on city sidewalks for which they. would solicit local advertising,.
4% of the gros's revenue irom'such advertising would be paid to
the City of Petaluma. The matter was discussed and referred to
the Street Committee and City Attorney for_ : investigation and
report -back.
Mayor Woodson reported that he had met with representatives
of the Highway Commis on August 20th regarding the re. routing
of Highway 101 and that the C=ommission will definitely
undertake this proj as soon as funds are available; - -that they
are making surve=ys and plans which will be completed by Dec.31,
1946, and that the cost of - said project will- over X1,000
