ROLL CALL Present Councilmen,Brown, Deiss, King, Myers', Penry, Seidell and Mayor Woodsori. READING OF TIC, JOURNAL The minutes of the adjou meeting of September 23, - 1946 and Sept 27, 1946 were read and appro ved as recorded. REPORTS OF OF FUCIERS The monthly reports of'the Police Judge.; Rodent Exterminator, Poundman, chief of Police, Treasurer and Auditor, were read and filed. REPORTS OF STANDING C0 T e Finance u ofrnitt3e submitted its report, whereupon Resolution # 2870 C.S. introduced by Iaouncilman Stanley Seidell, Seconded by `'ouncilman W. C. Brown, directing the Auditor to-draw warrants (nos 700 to 900 - inclusive) against the various `'ity' Funds in payment of claims allowed and approved by the Finance Commit asopted by 7 affirmative votes. Gaotley Director and Mr. Fred Ilg, Secy, was read and filed. /decision :NEW BUSINESS Inverteaa C eek Crossin A map sF�ow ng the prop6sed inverted creek crossing for the trunk sewer line based on the plans draw by H. N. Jenks, consulting engineer, was filed by City Engineer Sat. Gonzalez; The estimated cost will be about $8QQO.00. This matter referred to the Street Committee for investigation and r eport back at the next regular meeting. Bridge for Bridge St. Councliman Penry stated that the matter of a new Bridge on Bridge- should be taken under consideration, that the present bridge was entirly inad'equate_,to handle the flow of traffic over the thoroughfare, the matter was referred to the Street Committee. Council= man Deiss and King stated that they were in favor-of employing an expert engineer, which was suggested by City Attorney Karl Brooks, as a saving factor and f or presentation of factual plains to the division of State Highways for study. The City Attorney was driected to take the necessary steps necessary .�Por the application for funds on a matching basis from the 0ity sfiare of"the one quarter gas tax fund. Right Hand turns at stop signs. `councilman King stated that he had been approached by a number of citizins, if it would be possible to permit a right hand turn without a halt at stop signs in the residential district. Councilman Penry doubted the advisability of this plan, as he felt there would be abuses by less careful drivers. The matter was referred to; the street committee and the Chief - of Police. Water rates for fire Councilman King advi'se'd that - at the last regular meeting of the Fire Commission, it had been brought out that the City of South San Francisco, is only charged therate of $1.00" per haydrant by the California Water Service Compnay, where the City of Petaluma is paying the same company on a basis of $2.50 per hydrant. The matter to be taken * up' - the - California Water 'Service Company Officials. Proclamation for Boy Scouts and Camp Fire Girls Frive. Mr. Leigh Shoemaker addressed the Council and requested a ,Procalamaton- calling attemtion to t he Cnp Fire and Boy Scout drive - for finances during the week of October 14 to 19th. Mr Shoemaker who isf 1the finance chairman for this area stated that a combined drive for funds for the two organizations will be conducted on a county -wide basis. City Attorney Karl Brooks wa s-directed to draw such a Proclamation. Donation .for American Legion Armistice Day.Celebration.. M. G. Acorne, general chairman of the American Legion Armistice day committee, requested a donation of $150.00, with which to,place decorations on the business streets. The Finance committee was requested to make a survey to dtermine if sufficient funds remain s in the dntertainment fund to' grant this request. Parking on Kentucky Street. The matter was referred to Counai-ilman Penry of the Street Oommittee 'and the Chief of Police for action. UNFINISHED.BUSINESS The request of the property owners-on-Hayes Street, for improvement from Hinman street to Street, and also Hill Avenue, was r eferred to the Street-Comrnittee=. - Peace Officers request for Salary increases. Councilman. King reported that he the other members of the Finance Committee had discussed the reque °st, the s.onoma ounty Peace Officers Association for standardi'zationof the Petaluma Police Officers salaries.. He stated that the =City - was faced with a lack of funds for 'this purpose at the present time- and- that nothing can be done until other means of revenue `:are found;", Moving chimneys and rep a:iring window sashes of .Shoe Factory. The building and ground committee , ­ was - directed to take care of the .matter of replacing the window sashes a nd - of t he removal of t he brick chimneys, 2 in number in the- old - shoe-=factary- building. Trash Containers. pity Attorney Karl Brooks; was authorized to ptepare a contract -with the Municipal Advertising Service , of , Santa - - Rosa, California, for trash containers on t he business streets of Petaluma.; Yr.
