Present: Councilmen Brown, Deiss, King, Seidell, and Mayor Woodson.- Absent: Councilmen Myers, and Penry. READING OF THE JOURNAL: The ml.nutes 5T the last regular meeting of October 7, 1946, were read and approved as 'recorded. z - REPORTS 'OF OFFICERS: __ The mont ly report of the Librarian was read and filed.- REPORTS OF .STANDING COMMITTEES: e Finance Committee submitted its report, whereupon Resolution #3871 C.S.. introduced by - Councilman King, seconded by Councilman Seidell,, directing the Auditor to draw warrants (Nos. 902 to 992 inclusive) against the various.City Funds in payment of claims allowed and approved by the Finance Committee, adopted by 5 affirmative votes, 2 absentees. PETITIONS AND COMMUNICATIONS: Request from Se astopol Post #39, American Legion, for permission to use a loud- speaking device in .this City on October 26th, to advertise its Entertainment and Smoker, read and filed, whereupon Resolution; #3876 C.S. introduced by Councilman Brown, seconded by Councilman - Seidell, granting said request, adopted by 5 affirmative votes, 2 absentees. Communication from Mr. Harry N. Jenks, Consulting Engineer, to City Engineer S. Gonzalez, regarding the recommended change for an inverted River crossing for the trunk line of the sewer disposal system, read and filed. INTRODUCTION OF ORDINANCES,: Freeholder's Election.: Ordinance No. 615 C.S. introduced by Councilman King, seconded by Councilman 5.e4911, entitled, "AN ORDINA14CE OF THE CITY OF PETALUMA PROVIDING FOR THE HOLDING OF A SPECIAL MUNICIPAL ELECTION IN THE CITY OF PETALUMA FOR THE PURPOSE OF VOTING ON THE QIrSTION "`SHALL A BOARD OF FREEHOLDERS BE ELECTED TO FRANCE A PROPOSED NEW CHARTER ?" AND FOR THE ELECTION OF FIFTEEN, FREEHOLDERS TO FRAME SUCH A CHARTER. " was approved by the City Attorney,.and Resolution #3872 C.S. introduced.by Councilman King, seconded by Councilman Seidell, directing the City Clerk to cause said Ordinance to be published within sufficient time to permit the adoption thereof at the regular meeting of the City Council on Nov. 4, 1946, adopted by 5 affirmative votes, 2 absentees. Sales & Use Tax Ordinance: Ordinance No. 616 C.S. introduced by Councilman King, seconded by Councilman Brown, entitled,. "AN ORDINANCE OF THE CITY OF PETALUMA PROPOSING A SALES TAX AND A USE TAX FOR THE PRIVILEGE OF SELLING TANGIBLE PEROONAL PROPERTY AT RETAIL;. PROVIDING FOR PERMITS TO RETAILERS; PROVIDING FOR THE COLLECTION AND PAYING OF SUCH TAXES; AND PRESCRIBING PENALTIES FOR VIOLATIONS OF THE PROVISIONS HEREOF. was approved by the City Attorney, and Resolution #3873 C.S. introduced by Councilman King, seconded by Councilman Brown, directing the City Clerk to publish said Ordinance, adopted by 5 affirmative votes, 2 absentees. H E NEW BUSINESS! Purchase of Civilian.Defense Equipment: Resolution #3874 C.S. introduced by Councilman King, seconded by Councilman Seidell- resoly- ing that the City of Petaluma purchase certain 'fire fighting *equip - ment from the War Assets Administration for the total sum of . x$50.00 2 adopted by 5 affirmative votes, 2 absentees. Approval of Contract for Trash Containers: Resolution #3875 C.S. introduced by Councilman Deiss, seconded by Councilman King, approving the contract for Trash Containers between the Municipal Advertising Service and the City of Petaluma, adopted by '5'affirm ative votes, 2 absentees. - Councilman John King.advised that the Finance Committee recommended that x$150. be contributed to the Armistice Day Committee to be used in decorating the City of the Countypwide celebration to -be held in Petaluma. The Building and Grounds Committee was asked to make immediate arrangements for the- removal of two old brick chimneys In the city owned building.now occupied by the R.W.Burrows Co; Mayor Woodson reported having - written•to. the State Division of Highways regarding the matter of the proposed,new brdge'on Bridge Street, and the matter of the installation of a Stop and Go si�Anal at the intersection of Third and D Sts.
