Regular meeting of the Council of the City of Petaluma called
to order by Mayor Woodson.
ROL CALL:
Present: Councilmen Brown,- Deiss, King, Myers, Penry, Seidell,
and Mayor Woodson.
. READING OF THE JOURNAL:

were read and approved as recorded.
REPORTS OF OFFICERS:
The monthly reports. of the Auditor, , Chief of Police, Rodent
Exterminator, Poundmaster, Police Judge, and Treasurer were read and
f it ed.
The Clerk reported the filing of Affidavits of Publication
of''Ordinances Nos. 615 and 616. C.S.
REPORTS OF STANDING COMMITTEES: i

Resolution #3876 C.S.
introduced by Councilman King, seconded by Councilman Seidell,
directing the Auditor to draw warrants (Nos. 993 to 1132 inclusive)
against the various City Funds in payment of claims allowed and
approved by the Finance Committee, adopted by 7 affirmative votes.
PETITIONS AND COMMUNICATIONS:
Traffic signal - 3nd and D Sts:
Communication from the Division of Highways, regarding the
installation of a traffic signal at the intersection of Third and
- D Streets, read, filed and referred to the Street Committee and
Police Department for investigation and report back.
Communications from The American Legion and.the Division
of'.Highways regarding the Federal Airport Program, read, filed,
and referred to Councilman Brown.
Letter'from.the Division of Highways calling attention to the
$90,00.0,,000..State Fund and the fact that street construction
will qualify under this act and that the state funds may be matched
With gasoline tax funds, read, filed, and referred to the City Attorney.
Hopper St. Bridge - employment of Engineer:
Communication from Clarence E. Seage, enclosing a contract for
services in connection with the engineering design and supervision
of :a ,proposed bridge on Bridge St, read, filed, and

"AN ORDINANCE OF THE CITY OF PETALUMA PROVIDING FOR
THE HOLDING OF A SPECIAL MUNICIPAL ELECTION IN THE
CITY OF PETALUMA FOR THE PURPOSE OF VOTING ON THE
QUESTION, "SHALL A BOARD OF FREEHOLDERS BE ELECTED
TO FRAME A PROPOSED NEW CHARTER?", AND FOR THE ELECTION
OF FIFTEEN FREEHOLDERS TO FRAME SUCH A CHARTER."
came up regularly and was adopted by 1 affirmative votes.
City Sales Tax:
Ordinance No. 616 C.S. introduced by Councilman King, seconded
by Councilman Brown, entitled,

"AN ORDINANCE OF THE CITY OF PETALUMA PROPOSING A SALES
TAX AND A USE TAX FOR THE PRIVILEGE TANGIBLE
PERSONAL PROPERTY AT RETAIL,; PROVIDING FOR PERMITS TO
RETAILERS;'PROVIDING FOR THE COLLECTION AND PAYMENT OF
SUCH TAXES; AND PRESCRIBING PENALTIES FOR VIOLATIONS OF
THE PROVISIONS HEREOF.'
came up regularly and was discussed by members of the.City Council.
Mayor Woodson explained the need of the City of additional revenue
to meet the increased cost of City Government, and Councilman King
reported that the sales. tax ordinance had been introduced after
much study on the part of the City Council. He stated that
meetings had been held with the members of the Merchants Gommittee
of the Chamber of Commerce, ,and with the_ members of the CfiO
and that'he felt that the sales-tax was a fair tax and that it .
was the plan of the City Council to,set aside a part of the money '
derived from the sales tax as ,a Capital Outlay Fund
The ordinance was protested by a delegation of members of the
CIO and the AFL Labor Unions.
The Ordinance adopted by 7 affirmative votes.
NEW B US INES'S _
Donation to American Legion:
Resolution #3878 C.S.
introduced by Councilman Seidell, seconded by Councilman.Penry,
donating the sum of $150. from the Entertainment and Promotion
Fund to the American Legion for,use in defraying the expenses
of - the Armistice Day celebration in this City on November ll,
1946, - adopted by 7 affirmative votes. .
Salary increases for employees:
Officer Arthur Sonkson,.spokesman for the City employees,
addressed the Council, requesting wage increases for all of the
city employees and outlining a proposed schedule of wage increases
for the Police Department. The matter was referred to the'
Finance Committee for study and report back at the next,meeting.
UNFINISHED- BUSINESS:
TFie matter o e requested improvement of Hayes'Avenue
and Hill Avenue was,discussed, Councilman Penny reporting-that,
a transfer of property from the Board of Education was necessary
before further plans could be-made. , He suggested that the
City Engineer be given written instructions to furnish the
necessary data to the City Attorney.
