Regular meeting of the Council of the City of Petaluma called
to order by Mayor Wo odson. °
ROLL CALL:
Present: Councilman Brown, Deiss, King, Myers, Seidelll ;: and
Mayor Woodson.
Absent: Councilman Penry.
READING OF THE JOURNAL.:
The mina es o e last regular meeting of December 2nd, 1946,
were read and approved as recorded.
REPORTS OF OFFICERS:
The monthly reports of the Wharfinger, and the Librarian
were read and filed.
The Clerk reported the filing of Affidavits of Publication
of Ordinance No. 619 C.S. and List of Nominees and Measures to be
Voted on at the December 30 Special Election.
Opinion re salary increases for elected officials:
The Written opinions of.the City Attorney on the question
of whether the salaries of elected officials may be increased after
the commencement of their term of office., stating that it is his
considered opinion after reading the opinion of the Supreme Court
in the case of Holland vs. Byram, 28 A.C. 580, that the same Court
would approve any action taken by the City Council of Petaluma
increasing the,salaries of elected officials during their incumbency,
read and filed. -
REPORTS OF STANDING COMMITTEES:
The Finance commit tee submitted its report, whereupon
Resolution #5889 C..S.
introduced by Councilman King, seconded by Councilman.Seidell,
directing the Auditor to draw warrants (Nos. 1467 to 1616 incl.)
against the various City Funds in payment of claims allowed and
approved by the Finance Committee, adopted by 6 affirmative votes,
1 absentee.
PETITIONS AND CO1t/�tUNICATIONS:
Commun ca lon f rom tH e Division of Highways, stating that
their Traffic & Safety Department .had found that flasher warning
signals as suggested for the approach to the intersection of
Third 'Street and Western Ave. are ignored by automobile drivers
and give a false sense of security to pedestrians using,any
crossing protected.by such flashing signals, and that they will
advise us further as to what protection can be provided for
pedestrian traffic, read and filed.
Cancellation of city taxes Matilda F. Holtzer ppty.
Communication from the City Attorney, consentingite the
cancellation o all uncollected city taxes on the property recently
purchased by the Petaluma High School District from Matilda F.
Holtzer, read and filed, whereupon
Resolution #5890 C.S.
introduced by'Councilman Myers, seconded by Councilman King, direct-
ing the City Assessor and Tax Collector to cancel all uncollected
taxes, penalties and costs on said property, adopted by 6
affirmative votes, 1 absentee.
ADOPTION OF ORDINANCES:
Est grade of Court St. voted down:
Ordinance No. 609 C.S. introduced b C ouncilman Penry,
seconded Councilman Deiss, entitled 'AN ORDINANCE FIXING
THE CURB LINES AND ESTABLISHING THE GRADE OF COURT ST." was
defeated by 6 negative votes, 1 absentee. This action was taken
on the advice of the City Attorney who recommended that a new
ordinance be drawn up to correct an error in grade in the present'
ordinance.
Ordinance No. 619 C.S. introduced by Councilman Brown,
seconded by Councilman Seidell, entitled,
"AN ORDINANCE THE CITY OF PETALUMA NAENDING SECTION
600.9 AND SECTION 6009.1 OF ORDINANCE NO. 616 C.S.ENTITLED,
"AN ORDINANCE OF THE CITY OF PETALUMA PROPOSING A SALES

TAX AND A USE TAX FOR THE PRIVILEGE OF SELLING TANGIBLE
PERSONAL PROPERTY AT RETAIL; PROVIDING FOR PERAITS TO
RETAILERS; PROVIDING FOR THE COLLECTION AND PAYING OF
SUCH TAXES.; AND PRESCRIBING PENALTIES FOR VIOLATIONS OF
THE PROVISIONS HEREOF."

NEW BUSINESS:

introduced by Councilman Brown, seconded by Councilman Seidell,
entitled,- ".Resolution of appreciation for lease from Chrissie B.
George of property on 4th St:. for parking automobiles during war years ",
adopted by 6 affirmative votes, 1 absentee.
Salary increases — elective officials:
Resolution #5892 C.S.
introduced by Councilman King, seconded by Councilman Deiss, increasing
the salaries of certain elective officials, to -wit: City Clerk & Auditor
3300:00 per year; Supt.,,of $330.0.00 per year; Chief of Police
390o.00 per year, and Police Judge $2100.00 per year, - adopted by
6 affirmative votes, 1 absentee..
Mr. Wm. Blackwood of the White Creamery, 317 -3rd St. addressed
the Council requesting permission to install a canvas canopy on his
building, extending from the front door to within 18" of the curb,
supported on two standards to the curb. The matter was discussed
and.referred to the Street Committee and City Attorney for investigation.
Mayor Woodson reported that the painting of the Shoe Factory
is now under way and suggested that the members of the City Council
view the work.

City Attorney Brooks gave an interesting report of the recent
meeting of the North Bay League of California Cities held at San Rafael.
_The Street Committee, Supt. of Streets, -and City Engineer were
asked to investigate the 1mpr9vemdnts at La Cresta Subdivision pending
a future acceptance of said subdivision.
