Regular meeting of the Council of the City of Petaluma
called to order by Mayor Woodson.
ROLL CALL:
Present :.Councilmen Brown; Deis Myers, Penry, Seidell,
and Mayor Woodson..
Absent: Councilman King.
READING OF THE JOURNAL:
The m nu es of the last regular meeting of January 20th
and.the special meeting of January_.23rd, 1947, were read and
approved as recorded.
REPORTS.OF OFFICERS:
:Tne monthl reports of the Treasurer, Police Judge,
Police Dept. Poundmaster, Rodent Exterminator, and Auditor, were
read .and. filed..
The Clerk reported the filing.of Affidavits of Publication
of. Ordinances Nos. 621 and 622 C.S. and Notice to Bidders re purchase
of a dump truck for the .Park Dept.
REPORTS OF STANDING COMMITTEES:
T e• F `nance Committ submitted its " reports, whereupon
Resolution #5:906 C..S.
introduced Councilman Seidell., seconded'by Councilman Brown,
directing,the Auditor to draw warrants (Nos:. 1966 to 2113 inclusive)
against the variou8�City Funds in payment of claims allowed and
approved by the Finance Committee:, adopted by 6 affirmative votes,
1 absentee.

Re increased insurable values of city bldgs:
Communication from the Niagara Fire Insurance Company -to
Gray and.Carpenter9•stating that they have.checke'd the ncrease.in
building cost's! since December 1944, and:have found that the insurable
values' 'of, the City of Petaluma buildings have increased 33 _1 /3f;
and`recommendirig that the amount of insurance held by the. City be
increased by that percentage, read-, filed, and referred,to Council-

Fre'eholderts expenses:.:
Communication from Percy N.. Gliddon, , Secy of the Petaluma
Board of Freeholders;, advising that a resolution had been passed by
- . - the Board of Freeholders that the Secretary be, instructed to 'contact
the City Council and ask for at least $100. for present expenses,
r_ ead filed.
•Later brought up under the head of New Business and discussed,
the City Attorney suggesting that the Board of Freeholders be advised
that their claims for expenses be referred to the City Council in the
usual way for approval and payment.., any substantial claims to.first:
have the ICouncil approval. The Clerk was directed to so advise
the Secretary.
Payran St.. Impv:
The City Engineer submitted an estimate of cost of the
improvement of Payran St.. from Washington 'St. to Jefferson St.
which improvement includes 1284.77 feet frontage belonging to the
City of Petaluma facing. Kenilworth Park. He estimated the City
share the cost to be $5138.08 and asked that the City first
approve the expenditure before he contacts the balance of the
property owners.
The matter was referred to the Finance Committee for
investigation and report back.
ADOPTION OF ORDINANCES:

King, seconded by Councilman W. C. Brown, entitled., "AN ORDINANCE
OF THE CITY OF PETALUMA AUTHORIZING THE PURCHASE OF A NEW.DUMP TRUCK
FOR USE BY THE PARK DEPARTP;2ENT, came up regularly and was adopted
by 6 affirmative votes 1 absentee.
Ordinance No. 622 C.S. introduced by Councilman W. C. Brown,
seconded by Councilman Wm. Deiss, entitled, "AN ORDINANCE OF THE
CITY , O.F PETALUMA J,1ENDING .SECTION 6364.1 OF ORDINANCE #616 C.S.
ENTITLED, "AN ORDINANCE OF THE CITY OF PETALUMA PRO.POSING A SALES
.TAX AND A USE TAX FOR THE PRIVILEGE OF SELLING TANGIBLE PERSONAL
PROPERTY AT RETAIL; PROVIDING FOR PERMITS TO RETAILERS; PROVIDING
FOR THE - COLLECTION AND PAYING OF SUCH TAXES; AND PRESCRIBING PENALTIES
FOR'VIOLATIONS OF THE PROVISIONS HEREOF." came up regularly and was
adopted by 6 affirmative votes, 1 absentee.
NEW BUS INESS
. . 0pening ids - dump truck for Park Dept:
This being the time set for opening bids for the purchase of a
dump truck for the Park Dept: the Clerk reported having received bids
from Sanderson Motor Co. in the sum of _$2160.00; Murph Chevrolet Co.
in the sum of $2656,.30 and Floyd Motors in the sum of 2619.91.
The bids., discussed and referred to the Park Commission
for'investigation and recommendation.
Hopper St.'Bridge-:
Engineer Clarence Seage adIdressed the Council on the.plans
for.the bridge across the Petaluma River on Hopper St. presenting
prelimina.r. •sketches and estimates of cost of 47,000..for a 60
bridge or $55.,000. for an 80+ bridge. It was decided that a 60
bridge_would be.sufficient, and Mr. Seage was directed to proceed with
his plans for bridge.
Re - Kenilworth Park - preserving mile track.
Councilman King reported that it hadbeen called to his
attention that the - Master plan of the-State for,4th Dist. Fair Bld gs.
at 'Kehilworth Park if carried to completion; would .permanently
destroy the present mile race track., He asked that this matter
be thoroughly studied by the Council and a decision made as to whether
or =not _ the mile track should be preserved. -
Mayor Woodson stated that a meeting has already been planned
with the Directors of the Fourth District Fair, the members of the
'Park Commission and the members of the City Council, at which time
theMaster'Plan of-the 4th Dist. Fair will be reviewdd and the City
given an opportunity to state its wishes�'in. the matter.
UNFIP3:ISHED BUSINESS:
The matt oT t raffic protection for the schools again
referred to the Street Committee and Chief of Police for investigation
and report, it being suggested that the matter be dizcussed with the
Board of Education.
