READING OF THE JOURNAL: . .The m nu es of th last regular meeting of Mara¢ 17, 1947,. were read and approved as recorded. REPORTS OF OFFICERS: Th- mon y reports of the Treasurer, Police Judge, Chief of Police, Rodent Exterminator, Poundmaster; and Auditor, were read and .,placed on file. .REPORTS OF STANDING C011MITTEES: TH su witted its reportq whereupon Resolution #5920 C.S. introduced by Councilman King, seconded by Councilman Seidell, directing the Auditor to draw warrants (Nos. 2499 to 2711 inclusive) against the various City Funds in payment of claims allowed and approved by the Finance Committee, adopted by 6 affirmative votes, 1 absentee. PETITIONS AND COM MMICATIONS: .Invitation from the Napa County Fair and Horse Show to ride in its parade on July 4th, read, 'filed, and accepted. Notice of the quarterly meeting of the North Bay Division of the League of California Cities to be held in Vallejo, Saturday, April 1947 ,. read and filed. Application of Longts United Shows for permission to exhibit in .Petaluma from June 3rd to 8th, read, filed, and 'Resolution #5921 C.S. introduced by Councilman Penry,.seconded by Councilman Deiss granting said permission upon payment by the applicant of the sum of 4250 ®00 as required by Ordinance No. 460 - C.:S. adopted by 6 affirmative votes, 1 absentee. Communication from the Petaluma Veterants Council suggesting that the memorial provided for.in the'Will of the late Miss Irene Tunzi.honoring' the last t °en survivors of Antietem Post, Petaluma Veterans of the Grand'Army-of the Republic, be placed in or outside of the' Veteranst Memorial Building when it is completed, read and filed. Dredging Project: Communication from the engineering division of the War Department stating that they propose -to commence dredging the Petaluma River about May 15 , 1947 and that they estimate that approximately 160,000 cubic yards of material will be removed, read' and filed. The matter was discussed and referred to the Public Works Committee to provide for necessary dumping grounds, levees, spillways, etc. In•this connection it was suggested that the property'of the Laemmle Tanning Company be used'as one dumping area. Mr. Lewis Cromwell, representing said company,. stated that he believe this would be agreeable to the Laemmle Tanning.Company. Invitation from Colonel Goss, Commanding Officer of Hamilton Field:, to attend ' Open House at Hamilton Field from 1 to 5 P.M. on Saturday,,April 12, in observance of.Army Week, read and filed. '. .- Communication from the Division Highways calling attention to the need for regulating -the location and operation of establishments or enterprises involving large assemblages of people`and automobiles with respect to proximity of such establishments to major traffic thoroughfares, and asking that the City cooperate in this matter by adopting an ordinance regulating the location of.such establishments, read, ,�filed, and the matter taken under advisement. Laemmle Tanning Co. request for use of sewage effluent: Letter from the, Laemmle Tanning Company,.stating that they desire to enter into contractual - arrange the City whereby their company will have the right to take the entire amount of waste effluent discharged from the City Sewage Plant, upon such terms and conditions as will be equitable to City and.to their company, was presented by Mr. Lewis Cromwell, attorney for said Laemmle Tanning Company. The matter was discussed and referred to the Finance Committee and City Attorney for investigation. Mira Monte :ie ight s approved: The Clerk reported the fiing'of the Map of Mira Monte Heights. A discussion was had on the matter of approving subdivision maps and accepting unimproved streets, the City Attorney recommending' that the City Council adopt the policy of ,not accepting streets until the same have been improved to'the satisfaction of the City Council. It was the consensus of opinion that standard s:pecificat'ions be adopted as a guide for future street.improvements and that a certain proceedure be followed in submitting subdivision maps for the approval of the City Council. - Resolution #5922 C.S. introduced by Councilman Penry, seconded by Councilman Sedell, approving the map of Mira- Monte Heights and authorizing the City Clerk to sign the certificate of approval of said map, adopted by 5 affirmative votes, l negative vote, 1 absentee® INTRODUCTION OF ORDINANCES: ec lon Or inance Ordinance No., 623 C. S:. introduced •bY Councilman,Myer:s, seconded by'Councilman Deiss, entitled; 'AN ORDINANCE PROVIDING FOR THE HOLDING OF THE -GENERAL MUNICIPAL ELECTION IN THE CITY OF PETALUMA FOR THE PURPOSE OF ELECTING CERTAIN CITY OFFICERS AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF THIS CITY A CHARTER PREPARED AND PROPOSED FOR THE CITY OF PETALUMA BY THE BOARD OF FREEHOLDERS-ELECTED DECEMBER 30.,1946't. was read, approved.by the City Attorney,.and Resolution #5925 C.S. introduced by Councilman Myers, seconded by Councilman Deiss, directing the City Clerk to publish said ordinance, adopted by 6 affirmative votes, 1 absentee. NEW BUSINESS: Re - Bridge St. Bridge: Mr. Clarence E. Seage, Engineer presented preliminary plans ,and estimates of cost for, the construction of a bridge. across Petaluma River on Bridge.Street. Two plans were submitted one for a concrete structure at an estimated cost of $71,650®00 and the other a structural steel and concrete rigid frame type at an estimated cost of $59,250.00., It was the recommendation of Mr. Seage that the structural steel structure would be adequate for ; the City and could be b uilt at a saving of approximately $11,000. The Council approved the recommendation of the Engineer and directed him to proceed with the final plans, specification's and application to the State for matching funds. In connection with this project - the City Engineer vas directed to furnish Mr e �Seage with the proper grade for Bridge Street. .The City Attorney reported that he'had investigated the. Miller home case at 101 Laurel Avenue and is now in - the process, of making a written report to the City Council on the matter. The Finance Committee was asked to investigate and recommend the policy to be followed in the matter'of the public ambulance service - . , foll owi ng a re q uest from 10r.. Treadwell that all calls , except emergency calls, be transferred by the Fire Dept. to him.
